Product Description Naval Special Warfare Command
Psychological Testing: Personality
1.0 OBJECTIVE: Personality testing is a required component of the mandatory psychological screening of all incoming candidates and instructors at NSWCEN. The personality testing requested in this contract meets this required objective. The tests will be utilized by the Psychologists within NSWCEN. Product description shall support a five year, firm-fixed price, indefinite delivery, indefinite quantity type contract.
1.1 BACKGROUND: In order to mitigate risk to the Command, all incoming candidates and instructors are required to go through a psychological screening process. A critical componenet of this process is the administration of specific personality. The purpose of this screening and testing is to identify individuals who are psychologically unfit and pose a risk to NSW at large. We have been using the PAI and NEO-PI-3 for personality/psychopathology testing the last two years and therefore have a lot of data using this instrument for predictive analytics.
2.0 DESCRIPTION OF REQUIREMENT: Contractor shall provide the following specific items from PAR Inc. Substitutions are not authorized.
2.1 Testing Description and Salient Characteristics:
2.1.1 Assessment instrument shall be capable of testing for both personality and psychopathology.
2.1.2 Assessment instrument shall be a capable to test of personality based on the Five Factor Model of personality.
2.1.3 Personality and Psychopathology tests shall be capble of being group administered in under one hour.
2.1.4 Personality and Psychopathology tests shall be capble of being electronically administered and scored electronically using scantron answer sheets ,online or via computer, based on the Five Factor Model.
2.1.5 Electronic scoring shall use scantron answer sheets, with scoring software that has been pre-approved for the SOCOM network or internet based applications.
2.1.6 Personality test shall provide a detailed report of both personality strengths and weaknesses, as well as relative levels of psychopathology.
2.1.7 Personality tests shall provide re-usable question booklets.

3.0 DELIVERY INFORMATION.
3.1 Required delivery date: 15 days after issuance of task order.
3.2 Delivery POC: To be identified at order level.
4.0 QUALITY ASSURANCE: The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
