The addendum modifies the timeline for the solicitation process. Key dates include a Mandatory Pre-Response Conference on March 5, 2026 at 9:30 AM (held virtually), for which registration via email to the Procurement Officer is required by March 2, 2026 at 5:00 PM; failure to attend will result in non-responsive determination. Written questions must be submitted by March 13, 2026 at 5:00 PM, with answers anticipated to be posted on or about March 24, 2026. Responses are due April 14, 2026 at 3:00 PM to the DEP Procurement Section in Tallahassee, Florida. A public opening will occur on April 15, 2026 at 10:00 AM via teleconference. References will be contacted between April 22, 2026 and May 6, 2026, with an anticipated award date of May 18, 2026. The underlying contract is for comprehensive environmental remediation services including site preparation, building demolition, soil excavation of approximately 31,890 cubic yards, in-situ stabilization/solidification treatment of approximately 93,022 cubic yards of contaminated soils, utility management, transportation and disposal of approximately 102,000 tons of contaminated materials, asphalt paving, geomembrane liner installation, drainage system construction, well abandonment, and site restoration, with a contract term of five years from execution plus an optional three-year renewal period.
The contract will operate on a fixed price and fixed unit rate basis with compensation also including cost reimbursement for salaries, direct costs, and travel expenses pursuant to Florida Statutes Section 112. Qualified contractors must demonstrate capability in environmental remediation, maintain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, pollution liability insurance of $3,000,000 aggregate, and workers' compensation insurance, and must obtain necessary permits and comply with USEPA and FDEP technical specifications and quality assurance standards. A payment bond of $3,000,000 is required. Evaluation criteria focus on the grand total of all base bid items as outlined in the Form D Rate Schedule, with potential cost reductions of 1% per day applying for missed deliverable deadlines unless written extensions are approved. All work assignments require formal execution of Task Assignment Notification Forms or Task Assignment Change Order Forms prior to commencement. The specific budget range is not disclosed; however, the scope encompasses multiple service categories with detailed unit pricing schedules that contractors must complete and submit. Final payment is contingent upon submission of a completed Contractor Certification/Release of Claims Form and full compliance with all contract deliverables and technical specifications.
