About this file
This is Addendum No. 1 to RFP 2026010 issued by the Florida Department of Environmental Protection, modifying the timeline for the Re-Advertisement for Petroleum Products Corporation Superfund Site Remedial Action Services. The addendum revises the solicitation schedule with the following key milestones: the Mandatory Pre-Response Conference registration deadline is March 2, 2026 at 5:00 PM, with the conference itself scheduled for March 5, 2026 at 9:30 AM via virtual meeting; written questions are due by March 13, 2026 at 5:00 PM; responses are due April 14, 2026 at 3:00 PM to the DEP Procurement Section in Tallahassee; and a public opening will occur on April 15, 2026 at 10:00 AM via teleconference. References will be contacted between April 22, 2026 and May 6, 2026, with an anticipated award date of May 18, 2026. All times referenced are in Eastern Time Zone. The contract encompasses comprehensive environmental remediation services including site preparation, building demolition, soil excavation (approximately 31,890 cubic yards), in-situ stabilization/solidification treatment (approximately 93,022 cubic yards), utility management, transportation and disposal of approximately 102,000 tons of contaminated materials, asphalt paving, geomembrane liner installation, drainage system construction, well abandonment, and site restoration at the Petroleum Products Corporation Superfund Site in Pembroke Park, Broward County, Florida.
The procurement operates on a fixed price and fixed unit rate basis with compensation also including cost reimbursement for salaries, direct costs, and travel expenses under Florida Statutes Section 112. The contract term is five years from execution with an option to renew for up to three additional years contingent upon satisfactory performance. Qualified contractors must demonstrate capability in environmental remediation, maintain commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, pollution liability of $3,000,000 aggregate, and workers' compensation coverage, obtain necessary permits, and comply with USEPA and FDEP technical specifications. A required payment bond of $3,000,000 is mandated. Failure to register for or attend the Mandatory Pre-Response Conference will result in respondent non-responsiveness. Evaluation criteria focus on the grand total of all base bid items outlined in the Form D Rate Schedule, and potential cost reductions of 1% per day apply for missed deliverable deadlines unless written extensions are approved.
