About this file
This is an Addendum 3 to bid specification BL073-23 for the Gwinnett County Gateway Monuments Project, issued by Gwinnett County on August 22, 2023. The project involves the installation of two gateway sign monuments at specified locations in Gwinnett County: one at the intersection of State Route 124 and Riverlake Way (26'-6" tall) and another at the I-85 Interchange at Jimmy Carter Boulevard. The work includes sign fabrication and installation, with fabricated aluminum components, site preparation including 350 square feet of Bermuda sod placement, and coordination with Georgia Department of Transportation under an encroachment permit. The addendum clarifies that existing guardrail at the State Route 124 location shall remain undamaged, and no guardrail installation is required at the I-85 location. Special inspection requirements are outlined in accordance with the 2018 International Building Code, addressing structural steel construction, concrete construction, masonry construction, and soils verification, with monthly interim reporting and final completion documentation required.
The contractor bears responsibility for utility company coordination and primary service installation to the utility meter, with the Owner only responsible for establishing the utility account. All materials testing and additional soil testing beyond the included Geotechnical Exploration Report shall be paid by the Owner as specified in the Project Manual Section 01 12 00 Part 3 Execution. County permits are not required on Gwinnett County property, though the awarded contractor must be licensed to conduct business in Georgia; no county business license is required. Working hours are restricted per drawings A1.1A and A1.0B and specification section 01 14 00. Warranty requirements are outlined in specification section 01 78 40, with liquidated damages referenced in specification section 01 30 10. Gwinnett County is exempt from federal excise tax and Georgia sales tax; vendors are responsible for all applicable taxes on materials and services, with no cost-plus markup paid on taxes. All bidders must acknowledge receipt of Addendum 3 in the Bid Form or face potential disqualification.
