About this file

This is an ADA Requirements document established by the City of Tampa, Florida, outlining accessibility standards and submission requirements for proposers responding to solicitations involving information, media, or communication technology (ICT) products and services. The document mandates that all proposers must submit comprehensive accessibility documentation as part of their written response, including an Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT) that demonstrates conformance to WCAG 2.1 Level AA standards and Section 508 federal accessibility requirements. Proposers must also provide supplemental accessibility reports detailing evaluation methods, accessibility features, core functions limitations for persons with disabilities, configuration and installation guidance, and remediation plans for non-conforming features. For authoring tools that generate content, proposers must include samples of accessible electronic content, documentation on producing accessible materials, and live demonstrations of the tool's capabilities to create accessible content with a full range of user interface elements.

The City reserves the right to require live demonstrations of solicited items prior to award decisions and to conduct hands-on testing of proposed ICT products to verify the accuracy of proposer claims. If testing is requested, proposers must provide final commercially available release versions with full functionality, customized or specially designed products as applicable, and an Accessibility Test Plan illustrating typical user scenarios. Successful proposers whose products are kept for accounting purposes will retain those products, while unsuccessful proposers' products will be returned at their respective expense. For proposers customizing or developing ICT items based on specific City requirements, universal design principles must be incorporated to ensure products support all users. Additionally, proposers should provide descriptions of training available on accessibility features, associated training costs, and accessibility improvement plans for their offered ICT items.
