About this file
This document is an ADA Requirements file from the City of Tampa detailing accessibility requirements for information and communication technology (ICT) products and services in city solicitations. The city seeks comprehensive accessibility documentation from proposers, including an Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT), which must demonstrate conformance to WCAG 2.1 Level AA and Section 508 federal accessibility standards.
The city reserves the right to request demonstrations and perform testing on proposed ICT items before making an award decision. Proposers must provide detailed accessibility information, including evaluation methods, features supporting accessibility for persons with disabilities, core function limitations, configuration instructions, and plans for accessibility improvements. For authoring tools that generate electronic content, additional requirements include providing samples of accessible content, documentation on producing accessible content, and live demonstrations of the tool's capabilities. The document emphasizes the city's commitment to creating systems, products, and services that are usable by all people, regardless of ability, without requiring specialized adaptation.
