About this file

This document is a Minority and Small Business Participation Procurement Guideline form (MBD Form-70) from October 2012, detailing guidelines for formal procurement and solicitation processes. The document outlines specific industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with detailed classifications for underutilized Women and Minority Business Enterprises (WMBE) for both prime contractors and sub-contractors/sub-consultants.

The guidelines provide precise definitions for business enterprise categories, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The policy is designed to narrowly tailor WMBE participation across different industry segments, with specific focus on identifying and promoting underrepresented business groups in various procurement contexts. The document serves as a comprehensive framework for ensuring diverse business participation in formal procurement processes, with clear categorizations of business types and industry sectors.
