About this file

This is an ADA Requirements document issued by the City of Tampa establishing accessibility standards for Information and Communication Technology (ICT) products and services procured through the city's solicitations. The document mandates that all proposers submitting bids or responses to city solicitations involving ICT products or services must include comprehensive accessibility documentation with their written responses. Key submission requirements include an Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.1 Level AA and Section 508 accessibility standards, a Supplemental Accessibility Report detailing evaluation methods, accessibility features, remediation plans for non-conforming features, and accessibility improvement plans. For authoring tools that generate electronic content, proposers must provide samples of accessible content, documentation for authors, and schedule a live demonstration of the tool's capability to create accessible content. Proposers customizing or developing ICT items must describe their approach to incorporating universal design principles. The City reserves the right to conduct demonstrations and hands-on testing of proposed ICT items prior to award, with unsuccessful proposers responsible for returning test products at their own expense.

The accessibility requirements apply to the Escalator Maintenance and Repair Services RFP (No. 26-P-00005) for the Tampa Convention Center, indicating that any ICT monitoring systems, management platforms, or digital communication tools proposed as part of the escalator maintenance services must meet the city's accessibility standards. Proposers must demonstrate due diligence in supporting their conformance claims through documented evaluation methods and provide training information for users on accessibility features. The document establishes that accessibility information is excluded from any maximum page limits imposed on written responses and should be organized in clearly labeled tabbed sections. All testing and demonstration requirements are conducted at the city's discretion prior to contract award to ensure proposed solutions meet established accessibility standards and accurately represent proposer capabilities.

ADA REQUIREMENTS

ACCESSIBILITY INFORMATION FROM BID, SOLICITATION, RFP/RFQ RESPONDENTS:

The City of Tampa (City) is committed to making its resources and services accessible regardless of background or ability. To support this goal, the City wants its bids, procurements, RFP/RFQs, and other solicitations (Solicitations) to result in systems, products, and services that from inception are - and create content that is - usable by all people, to the greatest extent possible, without the need for adaptation or specialized design. Accordingly, for any City Solicitation that involves any information, media, or communication technology (ICT) products or services (Items), Proposer must submit, as required with its written response information as provided in Section A below, and agrees to the provisions in Section B and C below as follows:

1. ACCESSIBILITY INFORMATION REQUIRED WITH PROPOSER’S WRITTEN RESPONSE: (Note: Accessibility information is excluded from any maximum page limit that may be imposed on Proposer’s written response. It should be provided in a tabbed section matching the below numbering, using “N/A” or “None” as appropriate.)

1. An Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT) sufficient to allow the City to consider how useable Proposer’s product is to those who will be working with it by documenting its conformance to WCAG 2.1 Level AA (WCAG) accessibility requirements the most recent federal accessibility requirements (Section 508).

1. A Supplemental Accessibility Report, which expands upon the ACR, containing:

1. a description of evaluation methods used to produce the ACR, to demonstrate due diligence in supporting conformance claims and if the ICT Item is customized or specially developed, then the ACR shall also describe the evaluation methods Proposer will use to validate for conformance to the WCAG standards;

1. documentation of features that help achieve accessibility and usability for persons with disabilities;

1. information on core functions that cannot be used by persons with disabilities;

1. information on how to configure and install the ICT Item to support accessibility; and

1. information on how the ICT Item enables the creation of accessible electronic content that conforms to WCAG standards, including the range of accessible user interface elements the tool can create (only required for authoring tools that generate content (documents, reports, multimedia, web content, etc.)

1. Remediation plans for features that do not fully conform to the WCAG standard and if such features, while not conforming to WCAG, do conform with another standard, for example revised Section 508.

1. Accessibility improvement plans related to the ICT Items they are offering.

1. A description of training Proposer can provide to users on the accessibility features of the ICT Items, as well as any associated training costs not included in the baseline proposal.

1. If the solicitation requires ICT Items, known as authoring tools, that will be used to generate electronic content such as documents, reports, videos, multimedia, web content, etc., then the Proposer shall also provide:

5. samples of accessible electronic content produced by the tool together with a full range of user interface elements generated by the tool;

5. information on the documentation available for authors on how the tool can produce and validate accessible electronic content; and

5. as scheduled by the City, a live demonstration of how the tool (as commercially available and as modified, if at all, to meet City requirements) will support or enable the creation of

ADA REQUIREMENTS (CONT)

5. accessible content “out of the box”, including a full range of user interface elements that can be generated by the authoring tool.

1. If the solicitation requires a Proposer to customize or develop an ICT item based on specific City requirements, then the Proposer shall include Proposer’s approach to incorporating universal design principals to ensure its ICT item is designed to support all users.

1. DEMONSTRATION: The City reserves the right, prior to making an award decision, to have Proposer from time to time demonstrate some or all items in the solicitation that conform to the City’s accessibility requirements. If an ICT authoring tool, then include how the tool, as commercially available and as modified, if at all, to meet contract requirements, will support or enable the creation of accessible content “out of the box”, including a full range of user interface elements that can be generated by the authoring tool.

1. TESTING: The City reserves the right, prior to making an award decision, to perform testing on some or all of the Proposer’s proposed ICT items to ensure the accuracy of their response. If the City requests the opportunity to perform hands-on testing, the Proposer shall provide the following: (i) final commercially available release versions (full functionality and features) together with same for any customized or specifically designed product solicited; and (ii) an Accessibility Test Plan illustrating ”typical” user scenarios and tasks to ensure fair and accurate testing of offered solutions by the City. Upon award, product(s) provided for testing by all unsuccessful Proposers will be returned at each Proposer’s expense. The Successful Proposer’s product(s) will be kept and accounted for in any resultant order, if applicable. If an order is not imminent, the successful Proposer’s ICT product shall also be returned, at the Proposer’s expense.
