About this file

This document contains Questions and Answers (Q&A) for a United States Patent and Trademark Office (USPTO) communications strategy contract with a 60-day performance period and a $99,000 ceiling. Key details include an anticipated on-site contractor presence with government system access, primarily electronic communication with in-person collaboration, and a balanced approach to both internal staff communications and external stakeholder engagement. The contractor will be responsible for utilizing their own media monitoring resources, researching existing social media platforms, and coordinating approvals for press releases and media content electronically with USPTO's communications offices. Success will be measured based on performance to stated goals, with specific Key Performance Indicators (KPIs) to be negotiated as needed. The USPTO has not predetermined the development of brand guidelines or visual assets, and paid advertising components will be determined on a case-by-case basis.

8. How will success be measured during the 60-day performance period? Are there established KPIs, or should the contractor propose metrics in the communications plan?

9. Given the short project timeline, is there potential for a follow-on or extended period to continue implementation beyond the initial 60 days?

The USPTO will defer to the notice regarding the scope.
