About this file

This is a Pre-Demolition Hazardous/Regulated Material Report prepared by DLZ Michigan for the City of Detroit Demolition Department regarding the property at 15887 Wildemere in Detroit, Michigan. The engineering survey was conducted on October 27, 2025, to identify hazardous materials prior to residential demolition. The single-family residence, built in 1923 with 888 square feet, was found to have significant structural damage including a collapsed front porch, roof holes from water damage, and rotted floor joists and support beams that rendered two functional spaces completely inaccessible and one exterior area partially inaccessible. The survey identified basement window caulk as a presumed asbestos-containing material with an estimated quantity of 24 linear feet across six units in exterior areas EA-02 through EA-04.

Laboratory analysis by Environmental Testing Laboratories, Inc., using Polarized Light Microscopy testing methods, revealed asbestos-containing materials requiring regulated handling. The basement window caulk tested positive with 4% chrysotile asbestos content, exceeding the 1% threshold for classification as an Asbestos Containing Material (ACM). Additionally, beige window glaze samples tested at trace to 0.5% chrysotile content, falling below the ACM threshold but still requiring documentation. No other hazardous or regulated materials were detected. The report indicates that a Project Asbestos Monitor (PAM) will be required based on the type and quantity of materials identified. The engineers and inspectors involved include William Schlacht (License A51840), John Kirks (License A59348), Samuel Wright, and Robert J. Butler, Jr., PE (License 6201059117).

Test Method EPA 600/R-93-116 & EPA 600/M4-82/020 or NYSDOH-ELAP item 198.1 and/or 198.6 was used to analyze all samples. Matrix interference and/or resolution limits (i.e. detecting asbestos in non-friable organically bound materials) may yield false results in certain circumstances. Quantitative transmission electron microscopy (TEM) is currently the only method that can pronounce materials as non-asbestos containing. Interpretation and use of test results are the responsibility of the client. ETL, Inc. is not responsible for the accuracy of the results when requested to physically separate and analyze layered samples. Any

PLM results below 10% should be re-analyzed using the EPA recommended Point Count method. Any material that has greater than 1% asbestos content is considered to be an Asbestos Containing Material (ACM). These materials are regulated by both OSHA and the EPA and must be treated accordingly. Results are related to only to samples that were tested. An estimate of uncertainty can be provided at the client's request.
