About this file

This is a Post-Abatement Verification Statement prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Program concerning the property located at 15887 Wildemere, Detroit, MI 48221. The document certifies that post-abatement inspection was conducted on February 6, 2026, by Inspector Curtis DeBellefeuille (State of Michigan ID #A9816, expiration 10/18/2026) on behalf of Environmental Testing & Consulting, Inc. The abatement work was performed by City Abatement Services under the supervision of Jonathan Burtraw (Accreditation Number 9816). The inspection identified one regulated asbestos-containing material—basement window caulk (tan/white) totaling 24 linear feet at location EA 2-4—which was successfully abated and removed from the site. The original environmental report was dated November 4, 2025, with no revised reports filed prior to the post-abatement inspection. The inspector certified that all safely accessible regulated asbestos-containing materials have been abated or removed, and the site has passed the visual inspection and is cleared for demolition.

The hazardous materials quantity sheet documents that 24 linear feet of basement window caulk was removed and abated in accordance with applicable laws, regulations, and rules. No materials remain on site requiring post-abatement verification. However, the contractor noted that certain areas of the site were inaccessible during the engineering survey and recommends that demolition treat all debris as asbestos-containing waste material in accordance with 40 CFR 61.145(c)(iii) and 40 CFR 61.150, with full compliance to applicable worker protection requirements under 29 CFR 1926.1101. The inspection confirmed no inaccessible areas different from those identified in the original report. The post-abatement verification was completed and signed on February 6, 2026.

3. The estimated quantities of accessible regulated asbestos–containing or other hazardous/regulated materials that were identified in the report for this site but have NOT been abated or removed prior to this inspection. These materials are grounds for failing the site. The Inspector should attach a date-and time-stamped picture of the remaining materials.

4. The estimated quantities of regulated asbestos-containing or other hazardous/regulated materials on this site that cannot be abated due to safety/accessibility concerns. The material(s)/quantities included under this column were identified in the report for this site or during the post-abatement inspection but cannot be abated/removed prior to demolition due to safety/accessibility concerns. Inaccessible areas or materials that are unsafe to abate/remove/inspect are NOT grounds for failing the site.

5. These tables lists ALL suspect or presumed asbestos-containing materials or other hazardous/regulated materials that were identified during the post-abatement inspection of this site.

2. The estimated quantities of regulated asbestos-containing or other hazardous/regulated materials that were listed in the most current report for this site.

1. These tables lists ALL regulated asbestos-containing materials or other hazardous/regulated materials that were identified in the most current report for this site.

I, Curtis DeBellefeuille, hereby certify that all information contained herein is complete and accurate to the best of my knowledge.

Post-Abatement Verification Statement

7. The estimated quantities of accessible suspect or presumed asbestos-containing materials or other hazardous/regulated materials that were identified during the post-abatement inspection and were immediately abated/removed by the abatement contractor.

6. The estimated quantities of suspect or presumed asbestos-containing or other hazardous/regulated materials that were identified on site during the post-abatement inspection. These materials were NOT identified or listed in the most current report for this site. Suspect or presumed materials must be sampled and analyzed or abated in accordance with the applicable Scope of Services. If the abatement contractor elects to sample and analyze the suspect material, then the assigned due diligence contractor must prepare and submit a revised report as directed by the Owner. If the results determine that the material is NOT a regulated asbestos-containing material, then the post-abatement inspector may pass the site. If the results determine that the material is a regulated asbestos-containing material, then the post-abatement inspector must fail the site and await a subsequent request for a post-abatement inspection.
