About this file

This document is a Request for Information (RFI) issued by the Department of Health and Human Services (HHS) Administration for Children and Families (ACF) seeking information from industry on their capabilities to develop a region-wide local network of Continuums of Care (COC) for unaccompanied children who meet special population criteria.

The RFI outlines the government's requirement for a contractor to establish and manage a network of licensed, high-quality care providers to serve unaccompanied children needing secure care, diagnostic center care, psychiatric residential treatment, residential treatment, therapeutic group home, and staff secure care. The contractor must demonstrate the ability to ensure 100% timely admissions, diagnostics, transfers, discharges, and family reunifications within the network. The government is seeking information on the industry's current service offerings, approaches to ensuring best practices, and any barriers or challenges in meeting the requirement. Responses are limited to 15 pages and are due by January 5, 2024. The government will not accept unsolicited proposals at this time and will not compensate respondents for their submissions.

Please describe how your organization will leverage network management strategies to ensure fiscal efficiencies with providing a CoC network for complex care coordination.

Please provide an explanation of challenges, concerns, and any corresponding strategies or resources which might be employed to mitigate challenges, concerns, or limitations.

1. If your organization has provided a special population level of care (as described in the draft SOO) via a local cooperative agreement, what constraints, limitations, or challenges did you experience with delivery of all necessary complex care services?
