About this file

This document is a set of Questions and Answers related to a pre-solicitation Request for Information (RFI) for a Special Population Continuum of Care Network solicitation by the Department of Health and Human Services, Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR).

The RFI is seeking information from industry on the capability to develop a region-wide local network of licensed, high-quality care providers experienced in serving special population unaccompanied children, including those requiring secure care, diagnostic center care, psychiatric residential treatment, residential treatment, staff secure care, and therapeutic group home care. The contractor must ensure timely admissions, diagnostics, transfers, and discharges/family unifications within the continuum of care. Key objectives include describing current services and partners, approach to ensure industry best practices, and barriers to network capacity. Responses are limited to 15 pages and due by January 5, 2024. The solicitation is anticipated to be released in the 1st quarter of FY 2025.

Recommendations Attachment 6: Special Population COC Network Recommendations Template

R-IDDocument / ReferenceSectionPageRecommendationsAnswer
R-001SOORecommends that ORR include psychiatric acute care in the continuum so that youth who require acute stabilization will have access to this standard and important level of behavioral healthcare when medically necessary. The Government notes this recommendation. For more, See section 2.0 of the SOO.
R-002SOOAdd a Project Management Office (PMO) who exercises strong leadership to engage, sustain, and integrate partners. The PMO develops and implements communication strategies with regular and specific meeting agendas to keep coordination among the network without taxing their time unnecessarily. The Government notes this recommendation and will consider it.
R-003SOOImplement a centralized intake and diagnostics facility with bed capacity integrated with pre-approved providers to reduce barriers of a network capacity. The Government notes this recommendation and will consider it.
R-004SOOEnsure that all case managers (CMs) and clinicians are trained to operate across facilities, giving the network and the CMs the ability to flex where needed to maintain operational staff ratios, prevent excess staffing, and retain qualified and caring staff. The Government notes this recommendation and will consider it.
R-005SOOA recommendation to forecast UC referrals to special population care facilities is to incorporate an agile technological solution to provide the PMO and network participants with a real-time common operating picture of current capacity and future needs. The Government notes this recommendation and will consider it.
R-006SOOProvide a proper program management system that maintains an up-to-date list of ORR contracted providers and community resources to supplement and bolster facility services at no additional cost to ORR or the contractor and with numerous psychosocial benefits to the children. The Government notes this recommendation and will consider it.

Attachment 6: Special Population COC Network Questions and Answers Template

Q-IDDocument / ReferenceQuestionAnswer
1APBIRegarding facility space for each of the special population levels of care, are they required to be in one city or in one state? Is it across different states? So having one contractor being able to do all the services is a slight challenge, right? Please see Section 1.0, Purpose, and 2.0, Background, within the revised SOO. Further, see section 7.0, Place of Performance.
2APBIWith the continuum of care, would it be possible and beneficial to breaking this solicitation up into several pieces? So, it may be easier for contractors to carve off certain levels of care or pieces of the work that are niche markets? The government notes these questions. The government will further consider whether to break this requirement up.
3APBIHow is the Government currently addressing special population levels of care? What does it look like? Please see Section 1.0, Purpose, and 2.0, Background, within the revised SOO.
4APBIWith the current level of services and care being provided, what does technology look like in terms of case management and how do you expect or anticipate that to change with the new contract? Please see Section 4.0, Performance Objectives (required results), for information regarding expectations.
5APBIRegarding contract setup, is there opportunity for small businesses with language and translation services to support this requirement, i.e., mostly Mayan, and Central American languages? Please see section 7.0, Place of Performance.
6APBIWhat percentage or opportunities will there be set aside for small businesses who want to support this requirement? The Government anticipates soliciting this requirement as a full and open procurement.
7APBIWill funding be available for quality improvements? Please see section 5.0, Type of Contract.
8APBIWill the Government provide a table or information for anticipated levels of effort for this requirement specific to volume of special population beds or placements Offerors should plan for capacity in the continuum of care? Please see Section 12.0, Other Addenda. Further, The Government notes this recommendation and will review.
9APBIWill the Government provide a list of organizations and people who signed up and participated in the Special Population Break-Out Session so we people can reach out to each other and contact other interested care providers? Please check Sam.gov for up-to-date released information. When avilable, the Government could post the names of each organization who registered and participated in the Special Population Continuum of Care Network Break-Out Session as part of the ACF Advanced Planning Briefing for Industry to SAM.gov with conditions and exceptions.

When is this anticipated to be released with some of the objectives still in motion? Or we just from planning purposes, is this anticipated to be released around the September time frame or later in the year? This will help determine how organizations move forward with various partnerships and so forth. Please check Sam.gov for up-to-date information for public release.
11APBIHow soon after award does the Government expect the continuum of care to be available with each of the different special population levels of care discussed during the break-out session? Please see Section 2.0, Background, and 4.0, Performance Objectives (required results), within the revised SOO.
