Text version

1. For question 4, it asks if we have any concerns with budgeting- our finance team is interested to know if the ACF team has identified specific contract requirements related to budgeting that can be shared with us, so we can more specifically write to if we have any concerns?

Response: The purpose of these questions is to gain a clearer understanding of the general business practices of potential offerors. This information will support the government in planning and developing an effective acquisition strategy.

2. For question 8, can you please clarify what is meant by “financial structure for operational costs”? Does this relate to Organization’s or ACF’s structure?

Response: This question pertains to Organization’s financial structure. Generally, it is intended to provide insight into the operational models of state-funded and other care programs, specifically how private non-profit or for-profit care providers structure and finance their youth rehabilitation and treatment facilities and programs.

3. For question 11, it asks for feedback on the Contract Line-Item Structure. Is the ACF team looking for feedback on the type of contract contemplated- being a firm fixed price contract-level of effort contract? We are looking to apply for the TGH and PHP levels as part of the continuum, which appears to be under this contract type being proposed.

Response: Yes, the TGH and PHP levels should be included as part of the continuum of care. The Government is seeking industry feedback on the contract types for each CLIN to ensure alignment with the required services.
