Statement of Work (SOW) FEMA Accessible Travel Trailers (TTs) Background The Federal Emergency Management Agency (FEMA, or the Agency) is authorized under Section 408, Federal Assistance to Individuals and Households (42 U.S.C. 5174), of The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), as Amended, to provide Direct Assistance to eligible Disaster Survivors. Federal Assistance to Individuals and Households is also known as the Individuals and Households Program (IHP). Direct Assistance can be in the form of Transportable Temporary Housing Units (TTHUs). One of the authorized forms of TTHU is Recreational Vehicles (RVs) specifically bumper pulled Travel Trailers (TTs).

The Logistics Management Directorate (LMD) provides logistics capabilities to procure and deliver goods and services that support disaster response and recovery operations for disaster survivors and communities. The primary mission of LMD is to deliver the right resources, at the right place, and at the right time, to support state, local, tribal governments, and territories. LMD is responsible for the acquisition storage, installation, maintenance, and deactivation of Transportable Temporary Housing Units (TTHUs). To ensure that survivors with disabilities and access and functional needs have access to the same level of assistance as other survivors, FEMA will provide TTHUs that are designed according to the requirements under the Uniform Federal Accessibility Standards (UFAS) and Architectural Barriers Act Accessibility Standards (ABAAS).

The LMD TTHU program staff conducted market research resulting in the identification of a lack of RVs that meet the UFAS/ABAAS requirements. As a result, LMD partnered with the U.S Department of Housing and Urban Development (HUD) and the U.S. Access Board to develop bumper pull travel trailer designs (in the form of a floor plan, details, and elevations) to ensure that designs for accessible recreational vehicles are available. FEMA is providing the designs to allow the agency to purchase TTs that meet the agency’s requirements to meet the needs of disaster survivors with disabilities and access and functional needs.

When looking at the sleeping capacity of a TT, FEMA does not include any place to sleep that is in a common area (See Frequently Asked Questions for method to calculate sleeping area). The agency contracted to have designs developed that meet three different occupancy requirements. Occupancy requirements are:

· Sleeps up to two (2) people

· Sleeps three (3) to four (4)

· Sleeps five (5) or more At the completion of the design phase, the contractor finalized and submitted to LMD three different designs, which comply with UFAS, as implemented by HUD the Accessibility Standards for Design, Construction, and Alteration of Publicly Owned Residential Structures (24 CFR 40), as being suitable for manufacturing. The designs include the floor plan, elevations, and details for the accessible RV.

One of the unique features of the FEMA accessible design is that there are variants for bathing. FEMA considered roll-in showers, transfer tubs, and transfer showers. After analyzing use cases FEMA has determined that the Sleeps up to two people TT variant will be equipped with a roll-in shower. The Sleeps three to four and Sleeps five or more will have either roll-in showers or transfer tubs.

After discussions with IHP FEMA has decided to put the designs for sleeps up to two people and sleeps five or more into production.

This SOW will refer to the travel trailer as the accessible travel trailer or accessible TT.

Purpose The purpose of this contract is to purchase 145 accessible TTs, as specified in the table below, to support FEMA’s direct housing mission in Florida and the national inventory. FEMA considers this to be a Limited Run Initial Production (LRIP) of two of the three designs. These are the sleeps up to 2 occupancies and sleeps 5 or more occupancies.

A manufacturer who is awarded a contract to build the accessible TT will have to complete and finish the remaining design and engineering required to build the accessible TTs. Areas where FEMA does not provide designs include but are not limited to the frames, HVAC systems, locations of plumbing and holding tanks.

During the remaining design and the production phases of the contractor may have FEMA or the agency’s designate staff at the manufacturing facilities to observe the build process and identify issues with the FEMA design that can be improved to make future unit production more efficient. After production FEMA will review the accessible travel trailers and determine if the accessible travel trailers meet the UFAS regulatory requirements.

The contractor shall manufacture, in the awarded quantities accessible TTs of the following types:

· Sleeps up to 2 occupancies unit with roll in shower - Drawing identified as One Bedroom Unit (sleeps two) top of drawing page 3 in the Attachment 1)

· Sleeps 5 or more occupancies unit with roll in shower - Drawing identified as Plan Two Bedroom Unit (sleeps six or seven) bottom drawing on page 5 in the Attachment 1)

· Sleeps 5 or more occupancies unit with transfer tub (Drawing identified as Plan Two Bedroom Unit (sleeps six or seven) bottom drawing on page 5 in the Attachment 1) Contract Requirements Overview This requirement is for the purchase of Accessible Travel Trailers which are categorized as bumper pull travel trailers. The Accessible Travel Trailers will be outfitted with amenities typical of commercially sold travel trailers which are equal to a mid-level commercial recreational vehicle.

Manufacturing shall include all labor, materials, tools, and equipment to construct, equip outfit, and assemble the accessible TTs.

All units shall have the following:

· Overall Requirements:

· Meet the definition of a Travel Trailer provided below (see Definitions/Acronyms and Alternate Names).

· Everything must be built to Recreational Vehicle Industry Association (RVIA) standards except for water heater, heaters, and roll-in showers.

· TTs that are built to one or more of the following terms: “All Season”, “Four Season”, “Extended Season” or “Artic Package” (see Definitions/Acronyms and Alternate Names)

· TTs delivered to FEMA are required to be in ready to use condition.

· Each TT shall have a spare tire AND MOUNTING BRACKET.

· Have double axles at a minimum

· Electrical Service

· Electricity to be provided by two separate 50-amp services

· 100% electric

· (2) general lighting circuits that provide adequate power for lighting

· 110/120 receptacle outlets

· RV standard DC circuits for RV operation and to meet Department of Transportation (DOT) requirements

· Have 50-amp electrical service

· HVAC

· Two air conditioners with each air conditioner having a minimum of 13,500 BTUs

· A minimum of 4 Heatstorm-150SF HS-1500PHX from Heatstorm or comparable. Each sleeping area will have their own electric infrared heater and (2) electric infrared heaters in the common areas

· Water heater

· 10-gallon electric water heater

· Kitchen Appliances

· (1) microwave/convection oven

· (1) electric 2 burner cooktop

· Bathroom

· Provide a detached bench for each transfer tub

· UFAS/ABAAS Accommodations

· Ensure accommodations for all accessible requirements are met (e.g., grab bars in bathroom)

· Minimum Amenities:

· Televisions required in the living area and primary bedroom

· Bunk bedrooms shall have connections for televisions for each bunk

· Plumbing:

· Be supplied with a water pressure regulator.

TT Sleeping Capacity FEMA does not use the industry standard definition for the number of people that can sleep in a TT. See the Frequently Asked Questions (FAQs) for how to count the number of people that can sleep in an RV.

FEMA classifies TTs by the number of people that the TT can sleep. TTs are divided into three categories for sleeping which are:

· Sleeps up to two people,

· Sleeps between three and four people

· Sleeps five or more people TT Delivery Delivery will be Freight-On-Board (FOB) destination. Delivery destinations will be provided in each Delivery Order (DO).

Daily, when orders are shipped, the Contractor must send the COR an update on the status of deliveries including:

· Number of Units Shipped

· Shipping Date of Next Batch

· Expected Delivery Date of Next Batch

· Delivery Location

· Number of Units in Next Batch

· Any other Pertinent Information TT Exterior The contractor shall manufacture the Accessible TT using exterior walled Laminate/Hard-Shell Walls (See definition in Definitions/ Acronyms and Alternate Names).

National Standards and Regulations Travel Trailers shall be manufactured to meet the following standards:

· Standard for RVs NFPA 1192 Standard on Recreational Vehicles (applicable edition when the travel trailer was built);

· ANSI/RVIA Standard for Low Voltage Systems (applicable edition when the travel trailer was built);

· ANSI TSIC-1 Process Control for Assembly of Wheels on Trailers.

· Applicable Federal Motor Vehicle Safety Standards (FMVSS) and National Highway Traffic and Safety Administration (NHTSA) standards and regulations; and regulations

· All appliances shall be ENERGY STAR certified products as appropriate.

· All new RV purchases must be certified to comply with the Recreation Vehicle Industry Association (RVIA) standards applicable at the time the RV was manufactured. In addition, all RVs must be certified compliant with the Toxic Substances Control Act (TSCA) Title VI requirements for formaldehyde emissions from composite wood products found in RVs. Applicable California Air Resources Board (CARB) regulations can be substituted for TSCA All TTs shall meet the following requirements:

· Meet the definition of a Travel Trailer provided below (see Definitions/Acronyms and Alternate Names).

· Be supplied with a water pressure regulator.

· TTs that are built to one or more of the following terms: “All Season”, “Four Season”, “Extended Season” or “Artic Package” (see Definitions/Acronyms and Alternate Names)

· TTs delivered to FEMA are required to be in ready to use condition.

· Each TT shall come with complete battery boxes that are bolted and strapped down to the unit; a new battery and battery straps shall be included.

· Each TT shall have a spare tire AND MOUNTING BRACKET.

· Have double axles at a minimum

· Have Two (2) 50-amp electrical service Delivery Condition All TT type RVs shall be delivered in “ready-to-be-used by FEMA to house disaster survivors’ condition.” (See Definitions/Acronyms and Alternate Names). Contractor is required to repair any known or unknown recalls related to the travel trailer or any equipment that comes standard with the units.

Additional Delivery Requirement Maintenance/Repair personnel will be present at the delivery location. To ensure that delivered travel trailers are ready to be used immediately the contractor shall provide one or more representatives at the delivery site to assist with inspections and complete necessary repairs. The contractor shall provide their representative with sufficient parts for all typical repairs to be made during the acceptance process. The contractor shall have their representatives on-site daily for every day that TTs.

Delivery Location Delivery locations will be specified in the DOPR. The primary delivery location shall be FEMA Staging Area in Punta Gorda, FL. Additional delivery locations shall include FEMA’s TTHUSS located in Selma, AL, Cumberland, MD.

Delivery of units shall occur in increments. Upon completion of a unit’s manufacturing process, the unit will be delivered to the pre-identified locations. The first 100 TTs will be delivered to Punta Gorda, FL, 43 TTs to Selma, AL and three (3) to Cumberland, MD. Delivery of units will occur in the following order:

· Punta Gorda, FL

· Sleeps up to 2 occupancies unit with roll in shower (25 units)

· Sleeps 5 or more occupancies unit with roll in shower (75 units)

· Selma, AL

· Sleeps up to 2 occupancies unit with roll in shower (14 units)

· Sleeps 5 or more occupancies unit with roll in shower (14 units)

· Sleeps 5 or more occupancies unit with transfer tub (14 units)

· Cumberland, MD

· Sleeps up to 2 occupancies unit with roll in shower (1 unit)

· Sleeps 5 or more occupancies unit with roll in shower (1 unit)

· Sleeps 5 or more occupancies unit with transfer tub (1 unit)

The Contractor shall provide FEMA with the original Certificate of Origin (COO) or title and a digital copy of the COO for each travel trailer purchased. The COO or title should be mailed to the following address:

Digital copies of COOs shall be sent as an individual file for each COO, in a PDF format. All PDFs attached must use the same naming convention. The naming convention is the last 6 digits of the Serial Number/Vehicle Identification Number (VIN) followed by the letters and symbol - COO exp: 123456-COO.

All COOs shall be titled in the name of the Federal Emergency Management Agency or FEMA.

Each COO or title shall be received by FEMA within one (1) week of the individual travel trailer delivery.

The Contractor SHALL NOT include an original COO or title with invoice.

Delivery Schedule The Delivery Schedule will be proposed by the contractor and incorporated into the contract.

Definitions/Acronyms and Alternate Names All, Four, or Extended Season – RVs that are designed to withstand extreme temperatures while keeping the user comfortable.

Design-in Features:

Comfortably house occupants in temperatures lower than 20 degrees and higher than 90 degrees Fahrenheit Keep holding tanks and valves from freezing in temperatures lower than 20 degrees Fahrenheit Circulates air to reduce condensation caused by heater usage Keeps interior cool during hot and humid days Prevents cold air from infiltrating through windows, walls, and cabinets Arctic Package – A feature on an RV that adds additional insulation, storm windows, and heat pads/strips for the holding tanks and water lines to enable the RV to be used in cold weather.

Curtain as the Wall – A curtain as a wall is defined as the use of a curtain to separate the main sleeping area from the living/dining/kitchen area of the RV. A curtain as a wall has a length that is from one exterior wall to the parallel exterior wall.

Delivered – Transported by the Contractor after the award of the contract or delivery order to the specified delivery location. Received by an authorized FEMA representative during operational hours using a signed FEMA form or Bill of Lading (BOL). Delivery of an RV shall not occur after the receiving facility is closed. RVs left outside of the receiving facility shall not be considered delivered.

Laminate/Hard-Shell Walls – A sandwich of structural frame members, wall paneling, insulation, and exterior covering, adhesive-bonded under pressure and/or heat to form the RV’s walls, floor, and/or roof.

Recreation Vehicle or RV – An RV is a vehicle designed as temporary living quarters for recreational, camping, travel, or seasonal use. RVs may be motorized (motorhomes) or towable (travel trailers, folding camping trailers, truck campers, and park models). Off- road vehicles are not included in the RV definition.

Travel Trailer – The travel trailer is a towable unit that connects to a ball hitch mounted on the tow vehicle and is designed as living quarters for recreational travel. Some travel trailers have portions of the unit that can slide out from the center to expand the living area inside.

Other terms used for travel trailer:

· Conventional trailer

· Bumper pull trailer

· Travel trailer coach

· Tagalong trailer Frequently Asked Questions How to count the number of people that can sleep in an RV:

Main Sleeping Area: The main sleeping area sleeps two people, irrespective of bed size (king, queen, or double). Usually located at the hitch end of the trailer.

Secondary Sleeping Area: A secondary sleeping area that sleeps one or more individuals and is composed of a bed, a bunk, or a bunk bed. For example, two double width bunks set one over the other sleeps four people; two single width bunks set one over the other sleeps two people; one single bunk set over one double bunk sleeps three people.

Total number of people to sleep in an RV = Main Sleeping Area + Secondary Sleeping Area Ready-to-be-used by FEMA to house disaster survivor’s condition:

FEMA defines “ready-to-be-used to house disaster survivor’s condition” as an RV that has been built to NFPA 1192 and manufacturer’s specifications and has been inspected by the dealer. In addition, the RV must pass FEMA’s independent, third party, pre-delivery inspection. The inspection is conducted in accordance with the applicable sections of the Recreation Vehicle Dealers Association (RVDA), “Figure 2-1, Pre-delivery Inspection Checklist Page 1 and Page 2 Examples,” and is conducted by National Recreation Vehicle Inspectors Association (NRVIA) Level II inspectors or an equivalent inspector, as determined by FEMA.

What is a sleeping area?

Sleeping areas in an RV are defined by FEMA as a space divided or partitioned from the general living area and designated specifically for sleeping. Sleeping areas contain a bed or a bunk that meet the space requirements.

Sleeping areas are not areas that are designed or designated for other activities, such as a kitchen or living room, where the sleeping accommodation has been converted to a sleeper sofa or a convertible dinette.

Sleeping areas are designed for one or more individuals’ use.

Sleeping areas are designated by a door, a pocket door, an accordion door, or a curtain which acts as a door, but is not the entire wall between the sleeping and living areas, except for Short Travel Trailers.

Definitions:

Bed: a dedicated space with a mattress on which one or more individuals sleep Bunk: same as bed Bunk Bed: a dedicated space with a mattress for two or more individuals to sleep where one bed is located over the other Space Requirements:

Minimum for a single person: a mattress with a minimum width of 28 inches Minimum for two people: a mattress with a minimum width of 48 inches.
