About this file

This is an Access Requirements document for Solano County, California, detailing vehicle and pedestrian access protocols during construction activities at multiple county justice and emergency services facilities. The document outlines three categories of vehicle access points and three categories of pedestrian access points across properties located at Union Avenue, Clay Street, Delaware Street, and Texas Street. Critical emergency vehicle access points (Category A) must remain open 24 hours daily with any disruptions requiring immediate mitigation. Important operational access points (Category B) require minimum two-week notice before disruption, while major traffic access ways (Category C) require minimum three-week notice along with traffic control plans and encroachment permits. Pedestrian access points are similarly categorized, with major public entries requiring three-week notice and accessible alternate pedestrian access plans, secure staff entries requiring two-week notice, and possible egress points requiring two-week notice with fire marshal approval for alternate exit plans.

The document specifies access requirements for critical county facilities including the Hall of Justice (North and South Wings), Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications, Coroner's Office, and the Cogeneration Plant. Key access routes include sally port entrances, loading bays, maintenance areas, and staff entrances at multiple locations. This access management plan is directly applicable to the Asset Protection–Painting and Coating project, which involves stormwater protection measures across multiple county properties and will require contractors to coordinate construction activities while maintaining operational access to these essential public safety and judicial facilities.
