About this file
This is an Acceptance of Offer Form issued by the City of Phoenix, a municipal corporation in Arizona, for the Youth Crime Prevention Program contract. The City of Phoenix Human Services Department is soliciting professional services to develop and implement a comprehensive youth crime prevention program targeting juvenile crime reduction in four specific neighborhoods: Maryvale, South Phoenix, Alhambra, and Central City. The program will serve youth aged 12-17 and include intervention services focused on violence prevention, substance abuse prevention, after-school enrichment, youth mental health services, dropout prevention, and family support strategies. Key program deliverables include 360 mentoring hours, 48 group family workshops, and 540 hours of after-school recreation utilizing the Eisenhower Quantum Opportunities Curricula. The solicitation (HSD-RFP-26-0074) was released on August 25, 2025, with a proposal submission deadline of October 17, 2025, at 3:00 p.m. The contract is a three-year engagement commencing on or about January 1, 2026, with options to extend for two additional years at the same annual amount, subject to fund availability. Program implementation will occur across four locations: Cesar Chavez High School, Alhambra High School, ABC Community Center, and City of Phoenix Burton Barr Library, requiring a staffing model of 3 Full Time Equivalents and 3 volunteers.
The total contract value is $500,000 per year, with renewal options available for two additional years at the same annual amount pending fund availability. Proposals will be evaluated based on nine criteria, with the highest weighted categories being Program Design and Methodology (20 points), Organizational Capacity and Staffing (15 points), and Evaluation and Logic Model (15 points). Preferred minimum qualifications for contractors include 3-5 years of experience in youth-focused crime prevention programming, cultural competency in high-crime neighborhoods, experience managing grant-funded projects, and established partnerships with schools, law enforcement, and community organizations. The procurement includes specific Disadvantaged Business Enterprise (DBE) and small business participation requirements, with contractors required to track and report DBE participation through the City's Certification and Compliance System and demonstrate good faith efforts in engaging DBE firms through documented outreach to potential suppliers and active recruitment through the Arizona UTRACS database. Contractors must not commence any billable work or provide materials or services until they receive formal purchase order or contract documentation from the City.
