About this file
This is an Acceptance of Offer Form issued by the City of Phoenix, a municipal corporation in Arizona, for a contract resulting from a Request for Qualifications (RFQu-24-0427) for Performance Entertainment Coordination Services managed by the Parks and Recreation Department. The solicitation seeks qualified vendors to establish a Qualified Vendors List (QVL) for comprehensive event entertainment coordination services across City-sponsored events. Qualified vendors must demonstrate a minimum of five events conducted within the past three years, at least two years of operational experience, and management personnel with a minimum of two years of relevant event coordination experience. Contractor responsibilities include identifying and securing performers, developing entertainment schedules, coordinating technical requirements, and providing on-site management for various City events. The solicitation was released on October 17, 2025, with a non-mandatory pre-offer conference scheduled for October 24, 2025, and responses due by November 13, 2025, at 2:00 pm. The contract term is five years, commencing on or about January 1, 2026.
The City reserves the right to award multiple contracts and will evaluate offers based on qualifications, experience, and ability to meet comprehensive event coordination needs. Contractors must maintain commercial general liability coverage with limits of $2,000,000 aggregate and $1,000,000 per occurrence, along with automobile liability and workers' compensation coverage. The solicitation emphasizes participation of Disadvantaged Business Enterprises (DBE) and Small Businesses, with contractors required to submit annual participation plans and make good faith efforts to engage DBE-certified suppliers. Vendors must comply with Arizona state licensing requirements and complete mandatory forms including contractor information, conflict of interest declarations, and debarment certifications. Contractors will use the City's Certification and Compliance System to track and report DBE and small business participation, with monthly documentation and annual reporting obligations. Specific contract values are not explicitly stated; however, vendors will be required to provide detailed quotes for each event, specifying scope of work, deposit requirements, schedule, and compensation. The contractor is bound by all terms, conditions, specifications, and amendments of the solicitation and must not commence any billable work until receiving formal purchase order or contract documentation.
