About this file
This Acceptance of Offer Form is executed by the City of Phoenix, a municipal corporation in Arizona, to formalize a contractor's agreement to provide materials or services as outlined in an accompanying solicitation and contract. The form serves as the official acceptance document that binds the contractor to deliver the specified products or services under the terms and conditions of the related solicitation, including all amendments, specifications, and the contractor's submitted offer. The City of Phoenix Street Transportation Department seeks artists to design vinyl wraps for traffic signal cabinets under Request for Qualification (RFQu-26-0114). The three-year contract commences on or about January 1, 2026, with two optional one-year extensions available. A non-mandatory pre-offer conference is scheduled for October 29, 2025, with responses due November 7, 2025, at 4:00 pm. Artists will develop design concepts for vinyl wraps, with the city managing printing and installation through separate contractors. The solicitation emphasizes that contractors must not commence billable work or provide materials or services until receiving formal purchase order or contract documentation from the city.
Compensation is structured at up to $1,500 per individual design request, covering all services, materials, and expenses. Evaluation criteria prioritize artistic merit (25%), potential for successful outcome (50%), and community engagement and collaboration (25%). The solicitation includes mandatory Disadvantaged Business Enterprise (DBE) participation requirements, requiring contractors to make good faith efforts to engage DBE-certified firms and submit initial and annual Small Business Participation Plans. Design guidelines prohibit political, religious, offensive, or violent content, with artists required to utilize lighter color palettes to minimize heat buildup on cabinets. Contractors must comply with federal regulations including Title VI of the Civil Rights Act and Department of Transportation guidelines. The exact total contract budget is not explicitly stated in the available documentation, though the per-design compensation provides a baseline for potential contract value. The solicitation is available through the City's Procurement Portal, with technical support provided via email at procurement-support@opengov.com.
