I&T 1:20:03 Are you considering water and soil remediation and/or site remediation of former weapons depots? Depending on funding and regulatory approval APG is looking to do several remedial action projects in the upcoming years (FY27-30). The types of remedial actions that will be implemented are the following: installing and operating in-situ groundwater remediation system, construction of a soil cover and several soil removal actions.
DC3oE Are debriefs going to be conducted for Unsuccessful Offerors on AoS Calls for Solutions? Our firm has requested feedback with regards to the recent GFIM call, but have not received any response from the USG POCs.
Some form of feedback should be provided for all AOS Calls. In-person debriefs are highly encouraged through ACC-APG, particularly for complex or critical requirements. We believe that technical feedback should always be provided to offerors, as it's essential for transparency and improvement. Alot of benefit comes from walking offerors through the evaluation of their submission, ensuring they understand how their proposal was assessed and where it may have fallen short. The goal is to provide meaningful feedback that helps vendors improve future submissions and fosters a collaborative and informed acquisition environment.
DC3oE To create transparency around AOS: Will the DC3OE publish metrics on AOS performance - examples would include: turn around times on CfS input; how many ACG papers have been received, avg time from solicitation to award, # of solutions in the repository?
While not all data points are available yet, the commitment to transparency remains strong. The team has already received over 30 ACG submissions, and one award has been issued through the ACG process. To further enhance visibility, we plan to: Publish current statistics and performance data and share and refine timelines as the process evolves.
The overarching goal is to ensure stakeholders have a clear understanding of where things stand and how the system is progressing.
DC3oE Does the DC3OE recommend industry include mission partner POCs on submissions for CFS and ACGs in addition to the generic mailboxes that are listed on SAM? Perception here is concern over solutions going into a 'black hole' mailbox and not being acknowledged/addressed.
Yes. AFC and AMC are currently leading efforts to manage those mailboxes, but if you're already in communication with a mission partner or program manager (PM), it's strongly encouraged to include a mission partner point of contact—particularly if you're already engaged with a program manager or relevant stakeholder. Doing so not only boosts visibility but also facilitates active tracking and consideration of your input. In fact, there have been instances where PM partners identified ACG submissions of interest and began evaluations behind the scenes. Including relevant contacts increases visibility and improves the chances of timely engagement.
DC3oE Any status on potential SETA support for NGC2? There are potentially use cases where scientific and engineering services could fall under the AOS, however the focus under the AOS is for Innovative Solutions to problems, and typical engineering severable services may not fit that intention.
DC3oE For the solutions repository portal, can only Army purchase? Or will vendors be able to share a link to their awardable but not selected solutions to other interested (non-Army) stakeholders to try to secure funding?
It's set up as the Army Open Solicitation, specifically for Army requirements and Army customers. What other agencies can do with our determination and our processes is maybe up to those agencies. There are no plans to open the scope for who can place a call on the AOS.
DC3oE The government says they are actively trying to engage with non-traditional/ commercial product solutions.
However, most commercial solutions are not Fedramp-ed. How does the government see engaging with commercial businesses via Army Open Solicitation in such a scenario?
We don't have all the answers, it's clear we're converging on a critical issue—cybersecurity. Protection is an increasing concern across all operations, and we're actively exploring commercial solutions for a growing range of military use cases. The AOS is broad enough to include early-stage R&D, where FedRAMP authorization may not be a strict entry requirement. This is an evolving area, and while the DC3oE may not have the final say on how these elements converge, it's definitely something we need to address collaboratively as a community.
DC3oE Will DC3OE provide a conops and timeline for the AOS portal - meaning would this be a two-way portal, an additional method of submission or to receive documents?
Yes, it will be a two-way portal to submit and receive. The idea is that the portal will provide industry with a platform to submit solutions—whether in response to a call or an ACG—and allow the government to access those submitted solutions. It will also support building a repository on the back end.
DC3oE Does any division of ACC-APG source/sort personnel recruiting capabilities and which one? ACC-Rock Island supports PEO Enterprise which may be the closest to a recruiting requirement.
DC3oE AOS will be used for NGC2, correct? Maybe, but not primarily. NGC 2 is mainly handled through its individual CSO (Commercial Solutions Opening), which has already been posted. The specific CSO number for the NGC2 CSO is W15P7T25250001. Additional requests for white papers released by PM NGC2 related will come from that CSO. NGC2 capabilities could be submitted through the ACG side of AOS.
DC3oE Referencing Mr. Fisher's presentation. Can you clarify the slide showing BAA and CSO solicitation authority. When you would you use each of these authorities?
For use of BAA authority, see DFARS 235.016, and for use of CSO authority see DFARS 212.70
DC3oE Can you clarify what kind of feedback we're going to get from industry—like on a sliding scale, from "received" to "debrief"? Will it be something like "you hit the mark" or "you were too expensive"?
Step one is a low-barrier entry—just a 5–10 page slide deck or white paper, not a full proposal. You'll receive feedback indicating whether your submission is selected for further consideration, or not selected for further consideration. If deemed selected for further consideration, you can engage with a PM and reference your capability in the repository. Additionally, there's a process to receive evaluator feedback explaining why the decision was made.
DC3oE Is there a minimum Technology Readiness Level (TRL) that you're looking for, or can it vary depending on the contracting vehicle?
It can vary depending on the contracting vehicle. The AOS includes Broad Agency Announcement (BAA) authority, so we're looking at activities even at RDTE 6.1 and 6.2 levels, which involve early-stage RTD&E. It really spans the whole gamut. If you have an innovative capability, we recommend submitting it—you’ll get feedback quickly on what the Army thinks. AFC is taking the lead on most of these submission channels, so you're reaching the right people, especially if you're at an early stage of development.
DC3oE You mentioned ongoing work to identify and clarify which requirements fit under the AOS. There's some confusion in the field about what actually qualifies. Can you shed more light on how those boundaries are defined?
We're likely not going to provide strict rules or act as the ""police"" of the AOS. Instead, we offer training and guidance to help others build their solicitations. A simple way to think about it is:
If you already have a clear Statement of Work (SOW) or Performance Work Statement (PWS) with specifications, pursuing innovative solutions through AOS may not be ideal. You're better off conducting market research and competing offers against that defined requirement.
AOS is more suitable when the requirement or solution isn't clearly known. In that case, you're seeking multiple approaches and not conducting price competitions in the traditional sense.
Vendors may propose their own PWS, and through collaboration, a final work statement is developed.
If a government agency is firm on a requirement, AOS is not recommended—it won't yield innovative solutions and may misuse the authority.
DC3oE Is the Army Open Solicitation the sort of vehicle that we can pitch or market to our other customers as a means to bring their requirements if they're unsure? Is it something you anticipate opening up to other Army customers, or even other customers within the DoD? Is that possible, or do you know if other branches like the Navy are doing similar sorts of contracting mechanisms?
We recommend anybody who has an innovative solution consider submitting an ACG response. We will provide an update later on how fast we’ll be reviewing those once we get that flood in.
As far as other Army agencies—this is Army-wide. It’s the Army Open Solicitation. ACC-APG doesn’t own it; it exists as a platform we stood up, but we worked with other Army contracting centers. It’s been available across the Army. We’ve had calls from AFC, and believe ACG submissions where specific FORSCOM units are tracking them.
There are no discussions right now about broadening the aperture to DoD-wide at this stage. However, there are other vehicles out there—like the DoD-wide Tradewind Solutions Marketplace—for requirements outside the Army.
We anticipate a lot of CSOs being posted on SAM.gov all the time. This is our effort to get ahead of it and try to centralize a majority of them.
DC3oE For the other 29 open AOS, are we assuming that they are still with AFC to determine if they're awardable? Out of the 30 AOS submissions mentioned, the remaining 29 ACGs are currently undergoing evaluation.
These are being reviewed by a mix of organizations, including AMC, AFC, and a few other agencies. So yes, it's a reasonable assumption that they are still in the evaluation phase and being considered. The process is ongoing, and their status is still under review.
DC3oE Will you be publishing a timeline of upcoming opportunities coming out of AOS? Yes, we are working on that—it’s definitely part of the portal. The timeline feature is indeed included in our plans.
So far, what we've observed is that opportunities related to AOS tend to be posted within the same week they arise. Unfortunately, this means we’re not currently seeing a consistent two- or three-week forecast ahead of time, which limits proactive planning.
To help bridge that gap, we often refer users to the forecast pages maintained by other divisions within ACCAPG. These pages typically include solicitation methods and projected timelines. For example:
PEO IEWS provides its own forecast. PEO Enterprise publishes a monthly forecast. Many PEOs also share similar updates.
Improving this process is a priority. Our goal is to ensure that you and other stakeholders are well-positioned to respond quickly—especially when faced with tight turnaround times like a 15- to 20-day window for submitting white papers
