About this file

This is a Sources Sought announcement for the Air Force Technical Applications Center (AFTAC) Contract Administration Support Services (ACASS) program. AFTAC and the Acquisition Management Integration Center (AMIC) at Patrick Space Force Base, Florida, are conducting market research to identify potential contractors and subcontractors for comprehensive acquisition and contract administration support services. The required services include Department of Defense acquisition planning, market research, acquisition strategy development, acquisition and contract document development, cost and price analysis, preparation of determinations and justifications, solicitation preparation, proposal evaluation assistance, price negotiation memoranda development, and contract administration duties such as document filing, records management, and systems maintenance. The Government will evaluate capability statements (limited to ten pages) based on company experience, technical expertise, capacity, resources, facility security clearance levels, and small business designation. Capability statements are due by March 23, 2026, with questions due by February 27, 2026, and should be submitted electronically to Danny D. Austin and David Dike.

This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541611 with a size standard not exceeding $24.5 million in annual average gross revenue. Key personnel qualifications include a bachelor's degree in business-related disciplines, DAWIA Level II certification or equivalent, a final Top Secret/SCI security clearance with DCID 6/4 eligibility, U.S. citizenship, and three to ten years of contracting experience depending on the labor category. The Government contemplates awarding a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a four-year period of performance from June 1, 2026, through May 31, 2030, supporting AFTAC's approximately $2 billion contract portfolio. On-site performance is required at building 10989 at Patrick Space Force Base with core hours from 9:00 AM to 3:00 PM, Monday through Friday. No incumbent is identified, and specific award values or budget ranges are not disclosed at this market research stage. This announcement does not constitute a binding solicitation.
