About this file

This document is an Absence of Competition Memorandum, which justifies the use of simplified acquisition procedures to procure a David Clark Aircraft Intercom System for UH-60A/L and UH/HH-60M helicopters. The memorandum cites Airworthiness Release 1303, which authorizes only David Clark systems to be installed in these aircraft. This is required to enable communication between exercise integrators and commanders during flight operations. The memorandum states that this purchase satisfies the requirements of FAR 13.106-1(b) and FAR 13.106-3(b)(3)(i), and that the requirement to prepare a written justification under FAR 6.303 does not apply to simplified acquisitions. The related federal contract opportunity is Solicitation W50S8524Q0008, which seeks to procure 4 David Clark Aircraft Intercom Systems to meet the requirement described in the memorandum.

Text3: Air Worthiness Release 1303 released on 31 October 2023, states that only David Clark Intercom Systems are authorized to be installed into UH-60A/L and UH/HH-60M aircraft. This system offers air and ground communications and additional command and control during local area orientation and operations during flight. Since this is a requirement for communication between exercise integrators and commanders, in order to achieve the communication end state, an additional communication system needs to be installed. AWR 1303 assists in allowing the installation but constitutes only David Clark systems are able to be installed. This instruction is supported by Army Regulation 70-62 and authorizes UH-60A/L and UH/HH-60M helicopters to operate with the David Clark Passenger Intercom System. Army Regulation 70-62 is supported by Utility Helicopters Project Office for UH-60 Helicopters at Redstone Arsenal Alabama, and is valid until 31 October 2025.
