SUMMARY OF CHANGES:
The purpose of this amendment is to:
1. Delete Formsf1499 and Bid Schedule and replace it with Formsf1499 and Bid Schedule Amendment 1 (this only affects Item 0303(GROWTH TO CHAIN LOCKER, PRESERVE 100%) which is changed from 100 LBS to 1 JB.
2. Add additional reference documents as attachment RefZip9
3. Publish Questions and Answers as Follows:
Question 1. FAR 52.214-10, Regulation permits the government to award any item. The specification is structured where the contractor is burdened with completing ABS Load Line requirements in their entirety. Can the contractor assume that performing ABS load line inspection requirements are limited to those specified in the work item? Contractor will include ABS fees in the respective ABS work item.
Answer 1. Contractor shall complete all requirements necessary to complete the load line survey (and each of the additional survey items - Work items 117-124) to the satisfaction of the ABS surveyor.
Question 2. 100-General Req, 100-General Req, Paragraph effectively prohibits work on December 23, 24, 30 and 31st. Federal and state holidays include December 25 and January 1st. Is this a typo and should be 12/24, 12/25, 12/31 and 1/1?
Answer 2. Paragraph effectively prohibits work on December 23, 24, 30 and 31st. Federal and state holidays include December 25 and January 1st. Is this a typo and should be 12/24, 12/25, 12/31 and 1/1?
Question 3. 100-General Req, 4.23, Item 203 requires cleaning of four fuel oil tanks. This amount would satisfy ABS requirements. Will the ship be arriving in such a condition that fuel offload will not be necessary to meet the requirements of Item 203?
Answer 3. The ship will need to pump off some fuel. Will be approximately 25,000 gallons.
Question 4. 100-General Req, 4.34, For bidding purposes, how many gallons of oily water will be present upon arrival at the shipyard?
Is it correct to assume that this requirement is in addition to the engine room bilge cleaning called out in item 203, paragraph 4.2.1.1?
Answer 4. 4.34 Bilge cleaning here refers to required cleaning before any necessary hotwork or bilge messes created due to shipyard work specification items. Item 203 specifies the tanks/bilges that currently need cleaning and are mandatory for this specification. The tanks/bilges shall be clean before the ship leaves the drydock. 500 gallons are for item 203. Oily waste per item 4.34 depends on the work performed during the drydock period. Tanks shall be sufficiently cleaned so that no oil residue is left on the bilges or tank walls. A power washer may be necessary to achieve these results. Environmentally friendly cleaner shall be used. 4.2.1.1 shall be omitted from work item 203 (unless necessary to meet requirements of 4.34) and be replaced with “Day tanks, port and starboard.”
Question 5. 100-General Req, 4.28, Referenced paragraph directs contractor to update referenced AutoCad drawings whenever the vessel is modified by a specific work item. 111: Centerboard Overhaul 112: Scientific SW Installation 202: Relocate Aft Crane Boom 208: Tuna Tower Modifications
Paragraph 4.28 directs the contractor to provide the updated drawings to the COR; however work item 112 directs the contractor to submit drawings to ABS for plan review, approval and stamping. The second requirement is significantly more onerous and requires interfacing with the Houston office. Please clarify whether the drawings (all or which) require review and stamping by the ABS main office.
Answer 5. 111: Drawings M279-FC50, M279-FH19, M279-FH50, M279-PE86, Drawing OD-085- FA02, Rev 6 General arrangement 112: Reference documents 2.1 to 2.4 shall be updated 202: Reference document 2.1 and M279-085-FZ30, Drawing OD-085-FA02, Rev 6 General arrangement 208: Drawing OD-085-FA02, Rev 6 General arrangement
The above drawings shall be updated for NOAA purposes. It will be up to the contractor to determine which changes to the vessel require ABS approval, drawings, review, and approval stamping by ABS and incorporate those prices into the bid.
Question 6. 100-General Req, 4.28, Reference above question and paragraph 6.2 of work item 111:
Specification states that the existing drawing does not match the ship. If a drawing is required to document the modifications, must it also reflect As-Built conditions?
Answer 6. The differences between the existing drawing (which is an incorrect as-built drawing) shall be fully updated to reflect the accurate dimensions of the centerboard after modifications are made. This shall include making minor corrections to the drawing, which are not a part of this contract work, such as removing the small section at the bottom aft of the centerboard which is shown on the drawing, but does not exist.
Question 7. 101, 4.28, Reference above question and paragraph 6.2 of work item 111:

Question 55. 214, In item 214 according to the BOM for the switchboards there are several high amperage circuit breakers that are motor operated which breaker do you consider to be main breakers?
Can you identify which breakers or give us the item numbers from the BOM? Also can they be removed from the vessel and sent to breaker shop for service?
Answer 55. Item 214 and 215 Main breakers refers to all of the Magnum DS 600 Volt Breakers in the Switch board (14).
P 601 (T2) SHIP SERVICE TRANSFORMER #2
P 602 (T1) SHIP SERVICE TRANSFORMER #1
GEN 1 Generator #1 GEN 2 Generator #2 GEN 3 Generator #3 GEN 4 Generator #4 BT A Bow Thruster A BT B Bow Thruster B M 1 Motor #1 M 2 Motor #2 BUS A Bus Tie A
BUS B Bus Tie B BUS C Bus Tie C
P 615 WINCH LOAD CENTER
Not all the breakers can be removed at one time and keep the ship powered, from shore power. If the breakers are sent off this would need to be achieved in three phases, as P 601 and P 602, the Ship Service Transformers Breakers (SSTB), are used to power opposite ends the 600 volt bus, while on shore power. With group one send off one the two SSTB, power the bus through the other SSTB and the three Bus Breakers. Group two send the other SSTB, using the first SSTB and the Bus Breakers to power the switchboard. Group three with both SSTB in place all three Bus Breakers could be sent off.
