3. GOVERNMENT FURNISHED EQUIPMENT (GFE)
3.1 As indicated in the invoking item.
4. REQUIREMENTS
4.1 All material removed from the ship, both scrap and surplus, is the property of the Government. Government property not returned to the ship shall be delivered to: NOAA/Pacific Marine Center, 1801 Fairview Avenue East, Seattle, Washington 98102-3767.
4.2 The contractor shall remove anchors, anchor chains, and anchor chain holding/handling fittings from the ship. The ship's machinery may be used for ranging and retrieving the anchor chain only with permission of the COTR.
4.3 The contractor shall clean the anchors, chains, and fittings of rust, paint, and other foreign matter by sandblasting in accordance with Reference 2.1. The contractor shall disassemble all detachable links and shackles prior to cleaning.
4.4 The contractor shall provide all labor, materials, and equipment to inspect the anchors, anchor chains, shackles, shackle bolts, locking pins, swivels, and other anchor chain holding/handling fittings in accordance with Paragraph 5 of this item.
4.5 The contractor shall make such repairs and install such GFE as the COTR deems necessary. All locking wires shall be replaced.
Shackles, shackle bolts, locking pins, swivels, and other anchor chain holding/handling fittings shall be carefully examined and put in first class condition. Detachable links, swivels, shackles, etc. shall be generously lubricated with a suitable waterproof anti-seize grease before assembly.
4.6 If the COTR deems it advisable, the contractor shall relocate shots in the anchor rods and/or reverse the chain end for end.
Inspection, Repair and Preservation of Ground Tackle

4.7 PAINTING
4.7.1 ANCHORS: Apply three (3 each) coats of Mare Island Epoxy Primer, MIL-0-2442/1, Navy Standard Formula 150
(green) at (0.075 mm) 3 mils dry film thickness (DFT) each coat. Topcoat with two (2 each) coats of silicone alkyd gloss black enamel, Federal Specification, TT-E-489, color 17038.
4.7.2 ANCHOR CHAIN & CONNECTING LINKS: Apply two (2 each) coats of Mare Island Epoxy Primer, MIL-P-2441/1, Navy Standard Formula 150 (green) at (0.075 mm) 3 mils, dry film thickness (DFT) each coat. Follow with one (1 coat) of
Mare Island epoxy, MIL-P-2441/4, Navy Standard Formula 153 (black).
4.7.3 INBOARD WARNING SHOT: The last 15 fathom shot of anchor chain in each anchor chain rode shall receive an additional marking topcoat of red. Apply two (2 each) coats of silicone alkyd gloss red enamel, Federal Specifications, TT-3489, color 11105. Apply at (0.05 mm) 2 mils (DFT) each coat.
4.7.4 SECOND WARNING SHOT: The 15 fathom shot of anchor chain adjacent to the last shot of chain in each anchor chain rode shall receive an additional marking topcoat of yellow. Apply two (2 each) coats of silicone alkyd gloss yellow enamel, Federal Specification, TT-E-489, color 13538. Apply (0.05 mm) 2 mils (DFT) each coat.
4.8 MARKING
4.8.1 Anchor chains are divided into 15 fathom lengths called shots. Shots are joined by detachable links. Each shot of the chain shall be marked by turns of wire on the studs of certain links. The proper link to mark is identified by locating the detachable link joining the shots, then counting one link away from the detachable link for each shot of chain outboard of that detachable link. This count must be done in both directions. You will identify two links to mark for each detachable link. The proper marking is one turn of wire on the stud of the identified links for each shot of chain outboard of the detachable link.
4.8.1.1 For example, where the first and second shots from the anchor are joined, the links on either side of the detachable link will have one turn of wire around the stud. When the second and third shots from the anchor are joined, the second link on either side of the detachable link will have two turns of wire on the stud.
4.8.1.2 On smaller ships that have no detachable links, an equivalent marking system shall be used.
4.8.2 When the shots are joined, the links marked in 4.8.1 and all links between, with the exception of the detachable link, shall be painted white. Apply a topcoat marking to these links consisting of Federal Specification TFE-489 color 17875. Brush apply two (2 each) coats.
4.8.2.1 For example, where the first and second shots from the anchor are joined, the links on either side of the detachable link (total of 2 links) will be painted white. Where the second and third shots from the anchor are joined, the second link on either side of the detachable link and all links between, except the detachable link, (total of 4 links) will be painted white.
4.8.2.2 On smaller ships that have no detachable links an equivalent marking system shall be used.
4.8.3 Detachable links shall be painted in a rotation of red, white, and blue starting where the first 15 fathom shots is joined to the second shot. For example, the first 15 fathom shot will be joined to the second with a red detachable link.
The second shot will be joined to the third with a white detachable link. The third shot will be joined to the fourth with a blue detachable link. The fourth shot will be joined to the fifth with a red detachable link, etc., apply a topcoat marking in these links consisting of Federal Specification TT-E-489 red (11105), white (17875), and blue (15182). Brush apply two (2 each) coats.
4.8.3.1 On smaller ships that have no detachable links an equivalent marking system shall be used.
4.9 REPLACE
When all work has been completed, the anchors and chains shall be returned to the ship, connected, and stowed in their normal place.
5. TESTS/INSPECTIONS/REPORTS
5.1 Visual Test: All anchors, anchor chains, swivels, shackles, shackle bolts, locking pins, and other anchor chain holding/handling fittings shall be visually inspected for wear, erosion, distortion, and cracks. The visual inspection shall be conducted after sandblast cleaning and before any coating is applied. A written report of all flaws found shall be submitted to the COTR.
5.2 Wire Diameter Test: Measure the wire diameter of 10% of the links in each shot of anchor chain. Select links to be measured which are found in question by the visual exam, followed by a random selection of the remaining links. Two measurements shall be taken at right angles to each other. A snap measuring 90% of the normal wire diameter may be used. If the snap gage will not fit over the link in two places at right angles to each other, the link is acceptable. If the snap gage fits over the link during either reading, a micrometer must be used to determine the mean diameter. The mean diameter is 1/2 the sum of the two readings. Table 5.4 provides the 90% diameters for standard size anchor chain. Links that fail this test shall be marked and a written report of discrepancies found shall be submitted to the COTR.
5.3 Five-Link Dimension Test: Five-link dimension measurements should be taken with a load applied to the chain equal to 10% of the proof load. Table 5.4 provides the maximum five-link dimension for standard anchor chain sizes. A bar gage shall be used to check the dimension. Measure at five random locations along each shot of anchor chain. When the bar gage will not slide over the links, the chain has been stretched. Sections of chain that fail the five-link dimension test shall be marked and a written report of discrepancies submitted to the COTR.
