A. PROSPECTIVE OFFEROR Q&As

Question 28: SOR 591C paragraph 15 page 500-30 refers to the speed of the Aft Gantry. The SOR sets the speed of the Gantry to be full range extended to full retraction (1.5M fwd of the trawl ramp) in 15 sec under full load. This requirement seems quite fast and one of the proposed manufacturers has asked if the speed could be reduced to reduce unit cost while in turn increasing safety.

Response 28: SOR section 591c will be changed to extend the cycle time from 15 seconds to 20 seconds. See paragraph B.1.a below.

Question 29: One of our manufacturers has pointed out that all the previous vessels contained RAPP HYDEMA Winches and Controls to support the Hydrographic (and Oceanographic) operations on the FRV-40. On this the sixth of the series, the SOR is calling out two Markey units for only this portion of the requirement. Is this an error or possibly an omission? Please advise if possible to bid the entire system from one vendor or if NOAA is requesting the Markey Units for only this part of the system.

Response 29: Citation of two Markey Machinery Company, type DESH-6, or equal winches in SOR section 591i is correct.

Question 30: SOR Section 591h. states “One electric Oceanographic Storage Winch and Traction Winch System shall be provided.” Attachment J-3 (Brand Name or Equal Equipment Salient Characteristics), page 154 for the Oceanographic Winch, states an “Electro-hydraulic Oceanographic Traction Winch System” shall be provided. It is requested the government provide clarification as to which type of system is desired as the manufacturer offers both versions of the Oceanographic Traction Winch System (electric or electro-hydraulic).

Response 30: SOR section 591h is correct.

Question 31: Since the original FSV-40 class contract was awarded, certain non regulatory body or classification society standards have been revised. Thus equipment provided to the latest standard for FSV 6 could vary from that provided on the rest of the fleet. In many cases, equipment is still available to the original standard. For example, SOR Section 591a states “The aft deck crane shall be in accordance with American Petrolium Institute “Specifications for Offshore Cranes” (API Specification 2C), and shall be provided with the API Monogram.” The API-2C specification was revised in 2004. Per the original equipment provider the updated standard will result in modified equipment compared to the existing vessels. Understanding it is advantageous to keep equipment common between vessels, is it the Government’s desire to utilize the same equipment as delivered on the FSV 40 class where possible or provide equipment to the latest available standard?

Response 31: Per SOR section 042c, where industry standards or Government specification are referenced, the issue or revision in effect on the date of issue of this Request for Proposals shall apply.

Question 32: SOR Section: 233a states: "The diesel generator sets shall be turbocharged and aftercooled Caterpillar C32 ACERT, or equal, of minimum 994 ekW (generator output, 60 Hz @ 0.8 PF) continuous rating." Discussions with the vendor indicate the maximum generator output (marine application) that can be obtained from the C32 ACERT is 910 ekW.

The minimum engine size required to obtain 994 ekW is the CAT 3512C with a rating of 1550 ekW. Will four (4) CAT C32 ACERT engines provide sufficient ekW for the FSV-6 electrical load or, should the configuration consist of two (2) CAT C32 ACERT engines and two (2) CAT 3512C engines as installed on FSV-4?

Response 32: See the response to question 18 in Solicitation Amendment 0003.

Question 33: We are aware of an operating restriction on the existing FRV-40 class because of a critical vibration in the main shafting mass elastic system. Could you please explain the existing condition and the expectations of the shipyard that will build FSV-6?

Response 33: There are no current operating restrictions on delivered FRV-40 class ships because of a critical vibration in the main shafting mass elastic system. This question may be referring to a shaft vibration issue experienced on FSV 1. The propulsion shaft exhibited resonant torsional vibrations of ±118% full power torque measured around 10 RPM. Lateral shaft vibrations were also acceptable throughout the shaft speed range and ship maneuvers, with the exception of vibrations in the range of 10 to 20 RPM, when torsional resonant vibrations induced lateral vibrations resulting in bearing chatter. Further testing showed that vibrations levels were acceptable when only one motor was used to drive the propeller at shaft speeds below 40 RPM. It was determined that this was a result of a forcing function of the two motors acting in tandem. Adjustments were made to the motor control system, such that only one motor provided power below 42 RPM, and both motors provided power at 42 RPM and higher. These adjustments were implemented such that the "cross-over" from one to two motor operations was to be without notice to the operators or significant influence to the propulsion system performance. Similar shaft vibration measurements were again taken during sea trials after the revisions to the control system were implemented. The results of these measurements indicated that the excessive shaft vibrations at shaft speeds less than 40 RPM were no longer present.

The propulsion Single Source Vendor (SSV) for the last two ships was informed of the issue; it has not been experienced on those ships. The Government suggests proposed propulsion SSVs be apprised of the issue and expects the successful offeror to deliver a ship that meets all technical requirements specified in the Statement of Requirements.

B. SOLICIATTION SECTION J CHANGES

1. The following changes are hereby incorporated into the solicitation:

J-1: Statement of Requirements (SOR)

a. SOR section 591c: Stern Equipment

Under the Gantry subheading, replace the sixth paragraph with the following:

"The gantry shall be hydraulically actuated. The gantry shall stow outboard (aft) with the cylinders closed and the rods protected from the weather. The hydraulic cylinders shall be capable of moving the gantry from the fully extended overboard position to a position centered 1.5 meters forward of the trawl ramp at the rated load in approximately 20 seconds. Hydraulic valve blocks and fittings shall be designed and installed to ensure that all hydraulic lines and fittings lead directly athwartship or directly in line with the associated cylinder. No fittings, pipes or lines may lead aft of the hydraulic blocks when installed. Hydraulic controls shall be provided locally in a position from which the operator will have a clear view of the trawl ramp, the gantry, the load supported throughout the arc of travel, and of the water surface at the stern of the ship. Remote controls shall be provided at the ACS."

C. FINAL DATE FOR THE SUBMISSION OF QUESTIONS

Solicitation Section L8, Inquiries, is hereby replaced in its entirety with the following:

" L.8 1352.215-73 INQUIRIES (MAR 2000)

Offerors must submit all questions concerning this solicitation in writing to the Contracting Officer at Paul.J.Reed@noaa.gov. Questions must be received no later than 2:00 PM PDT, September 11, 2009. All responses to the questions will be made in writing and included in an amendment to the solicitation.

(End of clause)"

The due date for proposals is hereby extended by 8 days to September 24, 2009 at 2:00 PM PDT. All references contained in the solicitation which reference the due date for proposals are hereby changed to read September 24, 2009 at 2:00 PM PDT. The Government does not anticipate any further extensions to the proposal submission date.

All other terms and conditions of Solicitation AB133M-09-RP-0112 remain unchanged.
