SF30 Continuation of Block Narrative Page 2 of 4

1. Provide answers to prospective Offerors' questions.

2. Incorporate Changes to Solicitation Section J.

3. Incorporate Changes to Solicitation Section L.

4. Incorporate Changes to Solicitation Section I.

A. Prospective Bidder Q&As

Question 22: Figure 300-1 Elementary Electric One-Line Diagram shows two scientific transformers feeding the science switchboard. Section 320b states that a dedicated transformer shall be provided. Are one or two transformers required?

Response 22: Figure 300-1 is in error. Only one scientific transformer feeding the science switchboard is required. (Paragraph B.1.a of this amendment implements the SOR correction.)

Question 23: Section 320a requires in part “….one switchable 240/480 watertight receptacle ….” to be provided. Is the intent to provide a dedicated 240V and a dedicated 480V receptacle in the same location?

Response 23: SOR section 320a will be changed to require one dedicated 240 volt watertight receptacle and one dedicated 480 volt watertight receptacle at the side sampling station in place of the switchable 240/480 watertight receptacle.

Question 24: Some of the drawings provided by NOAA in Amendment 002 are missing sheets. Two examples: The first seven sheets of drawing “3020-256 ASSY 3020 MAIN SW PI A&D” were provided; however, per information on the drawing, there are 17 sheets to the drawing. Likewise, the first seven sheets of drawing “3020-541 ASSY 3020 FUEL OIL TRANSFER” were provided; however, per information on the drawing, there are 20 sheets to the drawing. Will the government provide all sheets to all of the drawings provided in Amendment 002?

Response 24: The remaining sheets to the specific drawings cited in the question contain detailed construction piping spool descriptions and were not provided to the Government. In general, the documentation on the FTP site is as complete as the Government will be able to provide.

Question 25: SOR Section 079b requires all fuel storage tanks except one pair to be full or empty. Section 261 designates the No. 2 center fuel storage tank as the fuel settling tank. The level of the settling tank nominally varies depending upon the operating procedures of the vessel. The specifications seem to imply that the fuel storage/settler tank is to be maintained pressed up at all times. Is the intent (for operations) to maintain the settler pressed up at all times?

Response 25: The fuel settling tank should not be considered a storage tank since keeping it pressed up defeats its intended purpose as a settling tank.

Question 26: The piping material called out on drawing FP06 “Exhaust System Diagram” Revision 4 is carbon steel ASTM A106. Per the SOR, Section 505b, piping system material is to be in accordance with ASTM F1155. Per Table 5 of ASTM F1155, it appears that the exhaust piping material is to be Chromium-molybdenum (CrMo) steel ASTM A335.

Please confirm the interpretation that the exhaust piping is to be CrMo steel ASTM A335.

Response 26: According to ASTM F1155, Carbon Steel may be used with maximum temperatures of 775°F.

According to Caterpillar literature, the maximum (at 100% loading) exhaust manifold and exhaust stack temperatures for the engines cited in the SOR are:

Engine Exhaust Manifold Temp. Exhaust Stack Temp.

Cat 3512C 1,037°F 747°F

SF30 Continuation of Block Narrative Page 3 of 4

Cat C32 1,084°F 748°F

Since the exhaust temperature appears to be below the maximum temperature specified in ASTM F1155 for carbon steel, carbon steel would meet the requirements of ASTM F1155 and the SOR assuming maximum exhaust stack temperatures for the engines selected do not exceed 775°F.

Question 27: Contractor is unclear as to the definition of “final payment” as used in Section I-87 52.228-14 Irrevocable Letter Of Credit (DEC 1999) para C(2)(i) and (ii). Request Government please clarify the definition.

Response 27: The final invoice could be submitted upon final acceptance of the vessel which occurs at the completion of the warranty period. Final payment would be made within thirty days of approval of a proper invoice and receipt of a release of claims in accordance with Solicitation Section G.3.

B. Solicitation Section J Changes

1. Section J-1: Statement of Requirements (SOR)

a. Section 300a

Replace the sixth paragraph (starting with Four, 4-receptacle watertight 110 volt outlets…) with the following:

Four, 4-receptacle watertight 110 volt outlets, one dedicated 240 volt watertight receptacle, and one dedicated 480 volt watertight receptacle shall be provided at the Side Sampling Station on the Main Deck. These circuits shall be rated at 30 A each.

The remainder of the section is unchanged.

C. Solicitation Section L Changes

1. Section L.7, Proposal Preparation
