SF30 Continuation of Block Narrative Page 2 of 8

B. Incorporate Changes to Solicitation Section J.

A. PROSPECTIVE OFFERORS' QUESTIONS AND ANSWERS

Question 11: We believe it is in the government's interest from a configuration control, spares and training perspective that there be as much commonality between the FSV 6 and the existing FSV 40 class vessels. If the government provides a detailed list of all the equipment on these vessels and the names of vendors or manufacturers, all bidders can assure this to the maximum extent possible. Could the government please make this information available? We do not believe that this information is possible to any data right restrictions by the builder of the existing FSV 40 class vessels.

Response 11: Strict equipment configuration control has not been achieved on the first four FSVs. For example, propulsion system components on FSVs 1/2 differ from propulsion systems components on FSV 3/4. Due to changes in regulatory body requirements, propulsion system components on FSV 6 will differ from the other ships. The Major Equipment List (FL01-002-03AB.xls) for FSV 2 is provided on the FTP site described in Amendment 002. As stated in the disclaimer on the FTP site and in Amendment 002, this information is provided "AS IS" WITHOUT WARRANTY OF ANY KIND AND RELIANCE ON ANY INFORMATION

PRESENTED IS AT YOUR OWN RISK. NOAA HEREBY DISCLAIMS ALL WARRANTIES AND

CONDITIONS WITH REGARD TO THIS INFORMATION. In no event shall NOAA be liable for any direct, indirect, punitive, incidental, special, or consequential damages or damages for loss of profits, revenue, data, down time, or use, arising out of or in any way connected with the use of the these materials. If you are dissatisfied with any portion of these materials, your sole and exclusive remedy is to discontinue using them.

Regardless of the information contained in this MEL, recognize that the FSV 6 Statement of Requirements (RFP Attachment J-1) identifies a number of equipments as brand name or equal. Additional brand name or equal information is contained in RFP Attachments J-3 and J-4.

Question 12: Amendment 1 reads “The due date for proposals is hereby extended by 45 days to September 16, 2009.

All references contained in the solicitation which reference the due date for proposals are hereby changed to read September 16, 2009”. Section L.8 1352.215-73 INQUIRIES (MAR 2000) of the solicitation reads “questions must be received no later than twenty-five (25) calendar days from the issuance date of this solicitation”. This clause is linked to the release of the solicitation, not the proposal due date. Therefore, the latest date to ask questions has not been modified. Will the Government extend the period for the submittal of proposal questions by 45 days to be inline with the revised proposal due date?

Response 12: The time period for questions is extended 45 days. Questions must be received no later than seventy (70) calendar days from the issuance date of this solicitation.

Question 13: What are the requirements for "Buy American", particularly for the equipment/electronics, on this project?

Response 13: Please consult your own legal counsel with respect to interpretation of the “Buy American” clause.

Question 14: With respect to acoustic treatments on FSV 2: Are there any drawings available? Which spaces received the dampening tiles? What materials were used for dampening?

Response 14: The Bigelow acoustic treatment drawings are on the FTP site. See drawing FF05 for information related to the specific question. FF05 is a 5-sheet drawing located in: Drawings>As-Built>FF>FF05. Check SOR section 073i for acoustic treatment material requirements. Other information related to acoustic treatments can be found by searching the index using key words such as: “vibration”, “acoustic”, “damping”, etc.

SF30 Continuation of Block Narrative Page 3 of 8

Question 15: An electronic comparison between the original NOAA Statement of Requirements (SOR) (2000) and the current SOR would aide in the development of a proposal in response to the subject NOAA RFP. With changes between the two SORS quickly identified by an electronic comparison, the offeror(s) can then focus costing and design efforts on the changed areas. The original SOR (2000) is in Word format, however the problem is that the current SOR was provided in an ADOBE format that we are unable to convert to Word. In order to facilitate the proposal preparation and development, will the Government provide the SOR for FSV-6 in the original MS Word format?

Response 15: The SOR in Word format (read only) is issued as Attachment 1 to this amendment. This version does not contain any of the changes noted in Section 2 of this amendment.

Question 16: Section 086 of the SOR states in part:

Equipment and system technical manuals will be accepted based upon verification of operating instructions, maintenance procedures, and spare parts references contained therein. Technical manual troubleshooting procedures, maintenance procedures, equipment operating instructions, spare and repair part references, and repair procedures shall be verified through practical onboard applications of the technical manual during equipment operation and testing. The Government reserves the right to conduct additional verification of technical manuals as necessary to ensure satisfactory operation, troubleshooting and maintenance of equipment and systems.

The contractor interprets this paragraph to indicate that the government may use verification activity to approve/disapprove system and technical manuals, but verification by physical performance or simulation methods (Type I/Type II validation) is not required to be performed by the Contractor. Will the Government confirm this interpretation of technical manual verification requirements?

Response 16: As stated in SOR Section 086, Technical manual troubleshooting procedures, maintenance procedures, equipment operating instructions, spare and repair part references, and repair procedures shall be verified through practical onboard applications of the technical manual during equipment operation and testing. Verification of technical manuals by simulation is not required, but “practical onboard applications…during equipment operation and testing…”, i.e. physical performance, is required.

Question 17: In order to make an accurate weight estimate, Drawings FA 26 (Workshop Arrangement) and FE 47 (Engineer’s Station) are required. Can these drawings be released?

Response 17: FA 26 is an incorrect reference on the Machinery Arrangement. The workshop arrangement was incorporated into sheet 2 of the Machinery Arrangement but the reference was not deleted. FE 47 is only available in pdf format and will be incorporated into the FTP site.

Question 18: Statement of Requirements for the Design and Construction of Fisheries Survey Vessel FSV 6 Section 233 states in part:

…The diesel generator sets shall be turbocharged and aftercooled Caterpillar C32 ACERT, or equal, of minimum 994ekW (generator output, 60HZ @ 0.8 PF) continuous rating…..

a. Caterpillar’s literature and authorized distributor advises that the 994 kw rating for the C32 ACERT engine is the brake horsepower (994 bkW) of the specified engine, not the diesel generator set rating. A diesel generator set’s ekW will be less than the engines bkW. Please advise and clarify accordingly.

Response 18a: Working from incorrect published information from Caterpillar, the engines specified in the

SOR show the incorrect ekW. SOR section 233 is hereby updated to require two 3512Cs at 1360 ekW and two C32s at 910 ekW (see paragraphs B.1.e, f, and g and B.2 of this amendment). It should be noted that these generator sets have different ratings and special attention must be applied to ensure proper reactive load sharing.

SF30 Continuation of Block Narrative Page 4 of 8

b. Statement of requirements for the diesel generator specifies “Continuous rating”. Based on Caterpillar’s literature and authorized distributor advises the “ Prime” rating for the C32 diesel generator set is about 952 ekW and would be the rating applied to diesel electric propulsion plants. Continuous ratings are more typical for power generation plants without varying load, thus the continuous ekW rating for this engine will be less than 952. Is the intent that the generators be rated “Continuous” or “Prime” as this coupled with the clarification of ekW could have a significant impact on the operating profile, electrical load analysis, fuel consumption and tankage?

Response 18b: Use “continuous” rating.

Question 19: Attachment J-2 Data Requirements List requires the contractor to develop and submit Documents A017 Maneuvering Performance Prediction and A018 Seakeeping Analysis Report. The bidder recognizes that there are requirement changes between FSV6 and the previous constructed vessels; however, the impact of these changes on these two deliverables will be negligible. In an effort to reduce costs, will NOAA consider eliminating the requirement to redo and resubmit these calculations as part of this contract?

Response 19: The requirement for DRL A018 – Seakeeping Analysis Report – is hereby deleted (see paragraph B.3.a below). Since the shipbuilder can propose alternate (“or equal”) equipment that could impact maneuvering performance, the requirement for DRL A017 – Maneuvering Performance Prediction – remains unchanged.

Question 20: Provided Trim and Stability booklet (M/V HENERY B. BIGELOW) includes intact and damage KG curves. These curves indicate that damage KG is the limiting factor. Does NOAA object to the Offer using the most restrictive curves (damage) in their stability analysis?

Response 20: NOAA requires that the Intact and Damage Stability Analysis be completed according to the contract requirements.

Question 21: Statement of Requirements for the Design and Construction of Fisheries Survey Vessel FSV 6, Section 079b states in part that the following load condition shall be addressed:

a. Full load departure condition with full fuel, fresh water, and stores

Our assumption is that full load departure condition includes the 15% fuel reserve and 2% tailpipe allowance specified in Section 070c. Can NOAA confirm that the departure condition includes the 15% fuel reserve and the 2% tailpipe allowance?

Response 21: The full load departure condition includes the 15% fuel reserve and 2% tailpipe allowance as specified in SOR section 070c.

B. SOLICITATION SECTION J CHANGES

1. J-1: Statement of Requirements (SOR)

a. Section 042b

In conjunction with changes noted in paragraph B.1.c of this amendment, change the definition of space and weight and reserve space and weight to read:

"Space and weight" or "reserve space and weight" - Space, weight and support service reservations shall be provided. Space and weight items shall be incorporated in design analyses and used in the design and

SF30 Continuation of Block Narrative Page 5 of 8 selection of service system components and installation. The intent of each space and weight reservation is that the vessel be ready for installation of the equipment at delivery. The design shall account for any/all associated impacts by incorporating reservations such as: space, weight, buoyancy, power (capacity, configuration and segregation), cableway, space ventilation, space drainage, control interfaces, cooling system, and noise impacts. The vessel shall have the capability to carry ballast to compensate for uninstalled equipment, for which space and weight are required. Support services for space and weight items shall be terminated within the compartment affected, ductwork shall be sized for load, and water and air piping shall be terminated on the interior side of compartment bulkheads unless otherwise specified. Electrical service for space and weight items shall be carried to the intended power distribution panel or load center.

b. Section 042i

Under the heading Schedules (page 000-10) and sub-heading Material Ordering Schedule (page 000-11), the following is hereby added at the end of the existing text:

This schedule also includes long lead-time material and critical equipment. Long lead-time material consists of material which requires lead times well in advance of shipyard production dates. Critical equipment includes equipment with high cost, acoustic requirements, large volume and/or weight, no known domestic supplier, no known off-the-shelf supplier and equipment requiring special handling.

c. Section 096

(1) The title of section 096a is hereby changed from Initial Weight Estimate to General and the following is hereby added to the beginning of the section (see also paragraph B.3.b of this amendment).

A weight control plan for design and construction shall be provided and implemented. The plan shall indicate how the weight and center of gravity of the vessel will be managed as the design and construction progresses. The plan shall include steps to address weight data from vendors, tolerances for steel plates and shapes."

(2) The last paragraph of section 096a (beginning with "The approved lightship weight, centers and margins…") and the table that follows is hereby deleted and replaced with:

The approved lightship weight, centers and margins for the ship will be incorporated into this SOR by formal contract modification in the table below following approval of the initial weight report by the Government.

LCG (m aft of FP)

TCG (m from centerline, port +)

Lightship without margins, without ballast

Contract Modification Weight Margin

Contract Modification KG Margin Design & Build Weight Margin Design & Build KG margin Lightship with margins, without ballast

The remainder of the section is unchanged.

(3) The following is hereby added to the beginning of section 096b:

SF30 Continuation of Block Narrative Page 6 of 8

Weight Control Plan. – The weight control plan shall indicate how the weight and center of gravity of the vessel will be managed as the design and construction progresses. The plan shall include steps to address weight data from vendors, tolerances for steel plates and shapes.

(4) The following is hereby added as new section 096c:

096c. Definitions The following definitions are provided:

Contract Modification Margin. - The Contract Modification Margin is a weight and KG allowance included in the weight estimates and reports to account for increases associated with Government-responsible contract changes issued during the detail design and construction phase. This margin is 1.5 percent of light ship for weight and 1.2 percent for KG.

Design and Build Margin. – The Detail Design and Build Margin is a weight and KG allowance included in the weight estimates and reports to account for increases associated with all Contractor-responsible differences between the Approved Weight Estimate and the results of the inclining experiment. Values for these margins are to be selected by the Contractor and included in the Initial Weight Estimate. The following is an abbreviated list that exemplifies the types of weight and/or KG increases that would deplete the Design and Build Margin: ship construction drawing development;

growth of Contractor-furnished material; omissions and errors in the approved weight estimate or in the ship construction drawings; incorrect mill tolerances; known variations between the actual ship and its curves of form. The Governments approval of the initial weight estimate which includes the contractors chosen Design and Build Margin in no way relieves the requirements to deliver a ship that meets the requirements of this SOR and all applicable regulatory body requirements.

Light Ship Condition. - Ship complete, ready for service in every respect, including Space and Weight reservations, GFM, onboard spares, repair parts, outfitting and liquids in machinery at operating levels, but without any items of variable load.

Service Life Weight Allowance – The service life weight allowance shall be calculated as 3 percent of the full load displacement at delivery and applied at the vertical height and forward end of the Aft Working Deck Area. The full load displacement at delivery is the sum of the light ship weight, full load variable loads (except for any service life compensating ballast) and all weight margins other than the service life weight allowance.

WBS. - The three-digit system is a means of classifying mass properties data in a structured order. Every item that comprises the completed ship is included in the weight estimates and reports grouped in accordance with the three-digit system. The three-digit system for weight estimates and reports is the same as the first three digits of the ESWBS (as provided in Society of Allied Weight Engineers, Recommended Practice RP14, Weight Estimating and Margin Manual for Marine Vehicles, Appendix A).

d. Section 100a

In the fifth paragraph, the relative portion is hereby changed as follows:

From: Except as otherwise specified, fairness of welded surfaces shall be in accordance with ASTM F1053.

To: Except as otherwise specified, fairness of welded surfaces shall be in accordance with ASTM F1053.

Fairness of the weather deck areas and the Fish/Wet Laboratory shall be in accordance with the deck fairness requirements of ASTM F2016 page 21.

e. Section 200a

The first paragraph (starting with "The ship must be single screw,…") is hereby replaced with the following:

SF30 Continuation of Block Narrative Page 7 of 8

The ship must be single screw, with a fixed pitch propeller driven by a direct drive integrated diesel electric propulsion system. All propulsion and ship service electric power must be generated by an electric plant consisting of four AC diesel generator sets. The generator sets must consist of two larger and two smaller rated sets of the same manufacturer. The generator set ratings must be chosen such that the plant is capable of meeting the mission profiles of Table 070-1 and the operating requirements of Section 300 with the most fuel efficient combination of generators operating and any one generator set off the line. The electric plant must be designed such that any single generator can supply power to the main switchboard.

f. Section 233a

The second paragraph is hereby deleted in its entirety and replaced with the following:

The electric plant diesel engines must be four-stroke cycle, 1800 r/min engines designed, constructed and installed in accordance with Section 073. Four 600 VAC diesel generator sets must be provided. The diesel generator sets shall be of two different sizes to allow maximum operational flexibility. The diesel generator sets shall be turbocharged and aftercooled and shall consist of two (2) Caterpillar C32 ACERT, or equal, of minimum 910 ekW (generator output, 60 Hz @ 0.8 PF) continuous rating, and two Caterpillar 3512C DEP, or equal, of minimum 1360 kW (generator output, 60 Hz @ 0.8 PF) continuous rating. Engine rating must be based on ISO 3046, using standard atmospheric conditions of 100 kPa and 25 degrees C inlet losses of 2.5 kPa and exhaust losses of 6.7 kPa, using the fuel oil specified in Section 070.

The remainder of the section is unchanged

g. Section 300a

Figure 300-1 is hereby replaced in its entirety with Attachment 2 to this amendment.

h. Section 623b

Section 623b is hereby replaced with the following:

Inclined ladders shall be bolted to the structure so as to allow relative motion between supporting fastenings at the head and foot. Exterior inclined ladders shall be fiberglass unless prohibited by regulatory body requirements (such as NVIC 9-97). Where ladders are attached to the deck in way of coamings, the coamings shall be cut away to eliminate a tripping hazard. Inclined ladders over stowage spaces or other inclined ladders shall have sheet metal shields underneath.

i. Section 624b

The second paragraph of this section is hereby changed as follows:

From: Unless otherwise required by regulatory bodies, watertight doors on the main deck shall be aluminum doors in steel frames.

To: Unless otherwise required by regulatory bodies, watertight doors on the main deck shall be aluminum doors in CRES frames or in steel frames with CRES knife edges.
