Change the following language on page 90 under (E) Exceptions and

To: This section shall provide a summary that addresses each of the technical evaluation factors set out in Section F of the solicitation.
QUESTIONS AND ANSWERS:
The following questions were received; duplicate questions have been merged:
1. Paragraph D.1.17 states that the contractor may not apply appropriate burdens to travel costs. While the elimination of profit is understood, the elimination of indirect burdens is not.
This instruction will require us to violate the Federal
Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) by proposing/billing costs in a manner inconsistent with our established accounting policies and procedures.
The Contractor cannot place an additional burden than what is already incorporated into their G&A for each labor category. The
G&A that is applied to each labor category should cover administrative functions, such as booking travel for employees.
No profit shall be applied to travel.
2. The Government has provided 5 Wage Determinations for pricing this RFP. In addition, on page 34, Section D.1.18, the
Government lists work performance in locations in Washington, Idaho, and Oregon. Finally, on page 7, the Government has checked off FAR 52.222-17 Nondisplacement of Qualified Workers.
In order to accurately apply the appropriate Wage Determinations and Salary Survey information, we request that the Government provide number and labor category of personnel at each location
Please see Amendment 0001, which provides a rough estimate of the number of hours for each position. Exact numbers cannot be provided, as survey and field requirements vary for each location. However, at least 50% of the positions will be based in
Seattle, WA.
3. Should we send the electronic copies to the attention of noah.nielsen@noaa.gov or some other address? What address would you like use to send the hard copies to?
Attachment Page
PAGE 3 OF 3 AB-133F-16-RP-0032/A0002
Yes, electronic copies should be sent to noah.nielsen@noaa.gov.
Hard copies should be sent to the following address:
Noah Nielsen
Western Acquisition Division
Contracts Branch
7600 Sand Point Way NE, SOU6, Bldg 1
Seattle, WA 98115-6349
4. "Volume II, Technical Proposal, consists of the offeror's proposal delineating its capabilities and how it intends to perform contract requirements...." This requirement seems to be inconsistent with the requirement on the Factor A - Technical
Evaluation on Page 92-93, which identifies two factors to be evaluated: Factor A - Technical Expertise and Experience and
Factor B - Organizational and Management Approach and the evaluation criteria for those factors are located in Section CAR
1352.215-75 Evaluation Criteria located on Page 92 and 93.
FAR 52.212-4 instructs offers how to prepare their proposal:
volumes, pages, and format. CAR 1352.215-75 addresses the evaluation criteria, which the proposal will be evaluated against.
5. Page, 90, please clarify that the Government's reference is actually Section F. Section E contains Solicitation Provisions while Section contains Instructions and Evaluation Criteria.
The reference should be section F and not section E.
