QUESTIONS AND ANSWERS:
The following questions were received; duplicate questions have been merged:
1. Will there be an opportunity for smaller firms to participate and propose to provide some of the requested services? Or is NOAA only interested in single or team respondents that will be able to provide all the services requested?
Proposals, whether from a single vendor or team of vendors, must cover all the services requested in the solicitation.
2. The government has provided a sample task order (Section D, Attachment 3) but there are no explicit instructions to respond to it in the instructions or evaluation criteria. Does the government want offerors to address the sample task order in our response?
Offerors do not have to address the sample task order. The sample task order is only to provide offerors an idea of the type of task orders that will be issued off this IDIQ.
3. The government states in the instructions that resumes are not included in the page limit, but does not ask for key personnel or resumes to be included or evaluated. Does the government want offerors to provide resumes and/or bios for personnel key or otherwise?
See page 2 of this amendment. Resumes are requested for key personnel under Factor A.
4. Are the Title page, Table of Contents, List of Figures, and Proposal Summary sections counted against the 40 page limit?
Yes, the title page, table of contents, list of figures, and proposal summary are included in the 40 page limit.
5. Will the government allow for a different font and size for tables and graphics? If so, what is the minimum allowable size?
No, the solicitation states on page 90 that the technical proposal must be typed, single-spaced, with one inch margins, using Times New Roman font, 12 font and printed, unreduced in size, on 8½" by 11" paper, not exceeding 40 pages, single-sided.
