Q&A

QUESTIONGOVT. RESPONSE
C.2.4.36.3 MAINTAIN SURFACE DRAINAGE (CLINs ending in AD & AD).

The reference calls our CLIN AD twice.

1) Question: Does this service apply to more than CLIN AD?This also applies to AE. PWS has been revised to reflect this
IRFP, Section B,

the statement "***Reference Performance Work Statement C.2.15.3." references PWS paragraph C.2.15.3. However, PWS paragraph C.2.15.3. is titled "Training Costs".

1) Question: Should the reference be "C.2.15.4, Transition Phases"?Yes. The solicitation has been revised to reflect this
C.2.1.1 Ground Systems Operation (CLINs ending in AC)

The FSOF control room shall be staffed around the clock with a sufficient number of skilled personnel to operate and to maintain all FCDAS ground system equipment used in support of the assigned spacecraft for command, control, tracking, telemetry and science data reception, and transfer to appropriate data processing and distribution centers.

1) Question: Does around the clock mean 24 hours per day, 7 days per week, 365 days per year?

2) Question: Are CLINs AC and AH the only CLINs that require personnel to be on-site around the clock?

3) Question: If not, which additional CLINs require on-site staffing beyond normal business hours (0700-1600 Monday through Friday)?1. Yes; 2. Yes; 3. none
C.2.1.1.1 Satellite Pass Scheduling.

Major Barrow subsystem failures such as failed computers, antenna motors, or radio frequency (RF) components must be repaired by Fairbanks CDA Station personnel dispatched to Barrow. The Contractor shall perform regular preventive maintenance visits to Barrow.

1) Question: Barrow is about 500 miles from Fairbanks, AK, what mode of transportation does the Contractor use to conduct regular preventive maintenance visits to Barrow? Is lodging, per diem, and rental cars authorized for Contractor personnel who travel to Barrow, AK?

2) How often is the Contractor dispatched to Barrow? 1. The only transportation to Barrow is by air. Travel costs for airfare, lodging, rental car, meals, and incidental expenses are reimbursable through CLINS ending AK. Allowances for government travel in Alaska are established by the Department of Defense. See http://www.defensetravel.dod.mil/site/perdiemCalc.cfm

2. A minimum of two trips per year for PMs are required due to the frequency of IT security patching and antenna checks required. These PM trips may combine additional work, or trips for other tasks may include PMs. The Contractor may develop a preventive maintenance schedule based on other factors such as increasing unreliability or obsolescence of parts.

C.2.1.3.2 Calibration Services.

The Contractor shall perform routine calibration on site or coordinate this work with commercial calibration facilities or original equipment manufacturers as needed.

1) Question: What CLIN is used to charge the costs for commercial calibration services

or original equipment manufacturer calibration?Labor used for local troubleshooting and evaluation as well as preparation for shipment to commercial labs or OEMs is charegable under CLINs ending in AC. Any additional services required would not be performed under this contract.
C.2.4.7 WORK STANDARDS AND REFERENCES.

The Contractor is responsible for obtaining access to all referenced documents at their own expense, with the exception of the General Services Administration Preventive Maintenance Guide 2012 (PM Guide), and the General Services Administration PBS-100 Facilities Standards for the Public Buildings Service, which will be provided by the Government

1) Question: Does the government consider the cost of work standards and references an allowable charge for General and Administration costs? This is a firm-fixed-price CLIN. Invoices for this CLIN are not anticipated to be broken down into individual cost elements such as G&A.
IThere are 3 CLINS listed as T&M (AI, AK, and AL) that have specific price/cost ceilings.
1) Question: Are these price limits inclusive of burden (overhead, G&A, and fee)? The ceiling amounts for time-and-materials CLINs are only a ceiling, and do not necessarily represent the amount that will be paid to the contractor. Time-and-materials CLINs will be administered in accordance with FAR 52.212-4, Alternate I. Hourly rates shall be fully burdened. Materials purchased under these CLINs shall be reimbursed in accordance with the FAR clause above, FAR Part 31, as well as any other applicable regulations and policies.
C.2.4.25.1 Negligence.

Any items damaged due to work performed by the Contractor or subcontractor working for the Contractor shall be repaired or replaced to its original condition and finish at no additional cost to the Government.

1)Question: If government property is damaged during the course of work performed by the Contractor, but there is no indication or evidence of negligence, does the repair or replacement cost still expected to be borne by the Contractor? No.
C.2.4.34.4 Interior Signage and Directories.
1) Question: Does the government provide sign making equipment (e.g. specialized printers) and materials to make professional looking signs? The Government anticipates all signage to be ordered from an outside source.
C.2.4.35.2 Non-reimbursable Repairs.

A non-reimbursable repair is a repair with actual cost for materials and approved subcontracting, excluding Contractor labor cost, less than the non-reimbursable threshold of $300.00. The cost of consumable parts shall not be calculated as part of the Contractor’s repair material costs. Non-reimbursable repairs are entirely the Contractor’s responsibility with no reimbursement from the Government.

1) Question: Does the government provide all consumable parts and materials? This section has been revised to provide for for reimbursement for all repairs through the time-and-materials CLINs ending in AI. The Government will not provide consumable parts and materials to the contractor.
C.2.7.2 HOURS OF OPERATION AND SCHEDULING.

Security guards shall be in a Contractor-provided uniform, including a company logo and name badge, and ready to begin work promptly at the start of shift.

1) Question: Can the Cost of Security Guard uniforms be charged to CLIN AH as a direct charge? No. CLINs ending AH are firm-fixed-price CLINs and shall provide a fixed price for these services. Uniforms, equipment, firearms, and PPE are the responsibility of the Contractor and shall not be reimbursed as a direct cost under this contract.
Contractor Uniforms.
1) Question: Aside from Security Guards, are other Contractor personnel required to have a Company uniform (at least a shirt with a logo)? No.
C.2.4.31 Fuel Ordering and Receiving.
The Contractor shall be responsible for inspecting and maintaining spill kits on site. 1) Question: Are spill kits government provided material?Yes. The Contractor shall advise the Government regarding the type(s) and quantities of spill kits required.
C.2.7.1 Hours of operation and Scheduling
Is the current security system co-located at the main gate/guard building and does that system need to be monitored by an officer 24/7?Yes. The system is also monitored in operations as a secondary responsibility in the event the guard shack is unoccupied; e.g., during guard patrols, when responding to incidents, etc.
C.2.7.1 Hours of operation and Scheduling
Will the government define what they mean by period as it refers to time?“Period” means continuous segment of time. In the case of patrols, patrols may be executed at different clock times throughout each security guard shift to accommodate changes in main gate workload or visitor screening. However, no 8-hour period shall elapse without three complete patrols.
C.2.7.1 Hours of operation and Scheduling
Are security guards required at the main gate/guard building at all hours or can a guard leave the guard building to conduct the necessary patrols?Guards may leave the guard building unmanned for patrols, but “At least one guard shall be available to screen visitors at the main gate during the hours of 0600-1800 Monday through Friday, except federal holidays.”
C.2.7.1 Hours of operation and Scheduling
Will NOAA confirm that the security guards are not represented by a Union?Security guards are not represented by a Union.
C.2.7.5 Security Guard Training
Do the security guards need any annual refresher training? If annual refresher training is required, how many hours and on what topics?Training requirements to obtain/maintain licenses are specified by the State of Alaska in both statute and regulations. In accordance with 13 AAC 60.045, each licensed “agency” (or company) employing security guards must establish training programs for their employees, which is reviewed and approved by the Alaska DPS Commissioner. The Government requires additional initial and annual training for all employees and Contractors for safety, IT security, etc., but none specifically for security guards. The Contractor is encouraged to review “Best Practices for Armed Security Officers in Federal Facilities,” April 2013, 2nd Ed., available at https://www.dhs.gov/publication/isc-best-practices-asos
C.2.7.5 Security Guard Training
Are there any requirements for active shooter training due to the fact that the FCDAS location has been designated as a Level III facility identified by the Department of Commerce as one of its Critical Infrastructure facilities with a designation of “DOC Level 5” location due to the criticality of national impact associated with the specific facility’s mission? The Government anticipates emergency response training as required by the State of Alaska. Any additional training required by the Department of Commerce or NOAA would be reimbursable under CLINs ending in AL.
C.2.7 Security Guard General question
Can one officer hand off weapons to the next shift officer?Yes. However, best practices recommend weapons should be assigned to armed security guards by serial number, and firearms qualifications should be with the assigned weapon.
C.2.7 Security Guard General question
Does each officer have to be issued their own weapon? No. However, best practices recommend weapons should be assigned to armed security guards by serial number, and firearms qualifications should be with the assigned weapon.
C.2.7 Security Guard General question
Generally, a Use of Force continuum would recommend a secondary non-lethal use of force such as a baton or OC spray. Is this a requirement for this contract?Yes
C.2.7 Security Guard General question
Are officers required only to be certified as Armed Security Guards following the State of Alaska guidelines or will they be required to meet more stringent quarterly firearms qualifications?Only state licensing requirements.
C.2.1.3.3 Ground System Maintenance
Section states in part “All maintenance actions shall be tracked, scheduled, and reported using a computerized maintenance management system (CMMS) of the Contractor’s choice, provided it is compatible with the FCDAS Administrative LAN. Infor MP2 is the current software used to manage maintenance and inventory assets at FCDAS. The Government purchases licenses for Infor MP2 and support services annually. However, the Contractor should not consider Infor MP2 as a solution to be maintained indefinitely.” Based on the last sentence in that paragraph, is the Government implying that you prefer that MP2 be replaced with another system? This wording from the draft PWS has been revised in the posted solicitation. “Infor MP2 is the current CMMS at FCDAS. The Government purchases licenses for Infor MP2 and support services annually. However, the Contractor may propose to use their own CMMS instead of Infor MP2 as a solution, provided the alternative meets all associated requirements herein.”
However, the Contractor should not consider Infor MP2 as a solution to be maintained indefinitely.” What version/iteration of MP2 is currently in place?Version 6.1, year 2012.
C.2.1.4 IT Systems Support Requirements
Will the government please provide a list of government furnished software applications that fall under the contractor responsibilities including version, system name and application?Specific inventories are sensitive and will not be released publically. However, the administrative LAN features Windows 7 with common Microsoft Office applications and web interfaces to specific NOAA systems for property management, etc. Systems supporting satellite operations are Linux-based. Most antennas are controlled and scheduled using Epoch 2000. Networking involves primarily Cisco hardware and Cisco IOS. Network access and security tools include Active Directory, Nessus Security Center, Barracuda web filter, and Tripwire.
However, the Contractor should not consider Infor MP2 as a solution to be maintained indefinitely.” If the Government does not find the Infor MP2 CMMS suitable for its needs, please clarify its perceived shortcomings and describe what additional features you believe are needed.Currently MP2 capabilities are under-utilized. With new tracking requirements added to this PWS, the Contractor may find other tools better suited or needed to augment MP2. The Government will consider Contractor recommendations for a replacement or upgrade, but purchase and implementation would be outside the requirements of this contract.
C.2.10 USE OF CMMS

Section states “The Contractor shall use the Government-furnished CMMS to validate and update the equipment inventory database, including all data fields specified by the CO or designee. Where not previously established, the Contractor shall construct the inventory database. The Contractor shall use the CMMS to identify, control, track, and schedule preventive maintenance work, service requests, and equipment inventory. The Contractor shall track historical maintenance and repair activities for each work order received during the performance of the Contract. All work done by the Contractor shall be accomplished under a CMMS work order. The Contractor shall provide reports to the CO or designee as requested and in a format and media as requested. On a yearly basis, the Contractor will complete a CMMS audit in a format provided by the CO or designee. The Contractor will correct any deficiencies noted on the audit within a month of receiving the report. The Contractor shall attend the CMMS training provided by the Government.”

Since this paragraph explicitly says we “shall use” the current CMMS (Infor MP2) for all the described tasks, can the offeror assume that the current version of MP2 provides all these services/functions satisfactorily?Functional capabilities in MP2 include Equipment Management, Scheduling, Inventory, Labor, Purchasing, Procurement, Reporting and Analysis, Statistical predictive maintenance, Preventive Maintenance Tasking, and Work Orders and Requests. Other tools - including simple spreadsheets or other databases - may be applied to augment MP2 to meet the requirements of this PWS. The Government will consider Contractor recommendations for a replacement or upgrade, but purchase and implementation would be outside the requirements of this contract.
Section L Past Performance
Section L states, “Offerors are required to submit past performance references for at least three (3) contracts similar in scope and complexity to this effort which have been performed within the past five (5) years.” Section M states, “To be considered recent, an offeror’s past performance must have been performed at any time within the three years prior to the closing date of this solicitation.” Will the government allow the use of Past Performance references within the past three years?Past performance must have been performed at any time within the five years prior to the closing date of the solicitation. The solicitation has been revised to clarify this ambiguity. Section M now defines recent to be within the past five years.
Section L Volume 1 Technical Approach
Section L states “(ii)The Technical Approach Volume shall be prepared on standard 8-1/2” by 11” paper, Times New Roman font, size 12.” Will the government allow offerors to provide large charts, tables and other graphics on 11 x 17 paper?Yes
Section L Volume 1 Technical Approach
If the government allows for 11 x 17 paper, would it be considered one page against page count? This would count as two pages for the purposes of the page count.
Section L
Will government please allow for graphics font size to be 8 point font and Arial Narrow for ease of legibility?Yes. Please see applicable language in updated section L.
Section L Volume 1 Technical Approach
Section states “Cover pages, table of contents, list of figures, list of tables, glossary of abbreviations and acronyms, tab separators, reference sheets, key personnel resumes and past performance questionnaires are not included in the page count limitation.” Will the government please certify that past performance questionnaires are not required to be submitted by the offeror in the technical approach volume?Past performance questionnaires shall be submitted directly from the reference to the Government, per RFP Section L.4, Volume II. These shall not be included in the Technical Approach volume. The solicitation has been revised to remove this ambiguity.
Section L - Submission of proposals
Due to the amount of additional information needed by industry, will the government please consider a 2 week extension to the due date (24 May)? No; the proposal due date is unchanged.
Section L - Personnel Qualifications, Reporting Requirements Summary
Will the government allow personnel to start work on an interim secret clearance? As stated in L.4, Volume IV: Business Proposal, the prime contractor must hold an active Facility Clearance (FCL) at the Secret level by the closing date of this solicitation in order to be eligible for award. Personnel clearances may require a longer time to complete. The Government may, as deemed appropriate, authorize and grant a temporary suitability decision to contract employees. Issuance of a temporary decision to any contract employee shall not be an assurance that the Government will grant full suitability. Granting of either temporary or full suitability shall in no way prevent, preclude, or bar later withdrawal or termination of any such suitability by Government. Personnel without final SECRET clearances may not be granted access to COMSEC information, but they may perform all other duties subject to the previous statement regarding temporary suitability.
C.2.15.6; C.2.4.4 Quality Management

• Maintain the same asset identification system currently used for new and replacement equipment unless a national asset identification standard is provided.

• Collect and maintain an inventory of all equipment of types that require maintenance or certifications pursuant to the General Services Administration Preventive Maintenance Guide 2012 (PM Guide) or applicable code requirements.”

Will the Government please provide a listing of the current facilities equipment inventory? Please identify the “asset identification system currently used for new and replacement equipment.”See new solicitation attachment, "FCDAS Vehicle Maintenance March 2016.pdf" and Sunflower inventories previously provided.
C.2.7.1 and C.2.7.3 Security Guard Services – General Hours of Operation

“Patrol each floor of all buildings, walking up and down the stairwells; patrol the loading dock, and perimeter at least every two hours, unless otherwise directed.”

“Guards shall completely patrol FCDAS central campus and buildings at least three (3) times during any eight-hour period unless specifically stated otherwise in this PWS.”

These two paragraphs seem to conflict in the timing of scheduled foot patrols. Please clarify.Guards shall completely patrol FCDAS central campus and buildings at least three (3) times during any eight-hour period. This includes, but is not limited to, each floor of all buildings, walking up and down the stairwells; patrol the loading dock, and perimeter.
C.2.7.2 Hours of Operation

“The Contractor shall provide Temporary Additional Guard Services (TAGS) as required by the COR.”

Please provide historical workload data on number of hours required, number of temporary guards required, and frequency of such requirements.TAGS will now be reimbursed under CLINs ending AJ, so this contingency shall not be included in the fixed-price portion of this contract. Attachment 2, Overtime Worksheet, has been revised to include TAGS.
Section L Technical Approach
Section L states “The proposal must be sufficiently detailed and complete to demonstrate an understanding of, and the ability to comply with all the requirements included in the Performance Work Statement (PWS).” Will the government please revise the page count to 75 pages to allow the offeror the space to clearly demonstrate compliance with all requirements included in the PWS?No. The page count remains 50 pages, single-spaced, subject to the font and size limitations stated in Section L.4.
Section H and

C.2.5.1 H.14 KEY PERSONNEL

Government identifies in section H four of the five key personnel with the predecessor statement “on-site”. Section C.2.5.1 states “The Government requires an on-site the Environmental, Safety & Health (ESH) Manager…” Please clarify if the four key personnel identified as “on-site” (Project Manager, Operations Manager, Facilities Manager, and Information Systems Security Officer (ISSO) ) are the only key personnel required to be “on-site” of will the Government also require the Environmental, Safety & Health Manager be “on-site”The ESH Manager is not required to be on-site full time, but this full-time position should not be considered one suitable for primarily telework. The selectee must become intimately familiar with the site, make frequent observations of practices, inspections, etc. and be readily available to make decisions or answer questions that may arise.
PWS PWS CLINS
To ensure balanced pricing will the government please add in the CLIN identifier to the PWS sections without the CLIN identifiers in the section headings?PWS has been updated as requested.

Main parking areas measure approximately 150x125 feet, 200 x 30 feet, 65 x 300 feet, and 200 x 250 feet. Building specifications are contained in "FCDAS Buildings IFIP Survey 2011.pdf".
.4. PROPOSAL PREPARATION: Page 42, General Instructions: Paragraph 1, line 3 states “All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date of the offer, and the solicitation number.”

However, page 43, VOLUME I – TECHNICAL APPROACH, paragraph (ii), line 2 states “Each page shall be labeled with the Offeror’s name and the Solicitation number.”

QUESTION: Does the Government require the “date of the offer” to be on every page, or will providing the date on the binder cover, title page, and SF 1449 suffice? The date of offer is not required to be on every page. Solicitation has been revised to reflect this
L.4. PROPOSAL PREPARATION: Page 45, VOLUME II – PAST PERFORMANCE, paragraph (i) PAST PERFORMANCE REFERENCES, line 2 states that submitted contracts must have been “performed within the past five (5) years.”

However, M.2. EVALUATION CRITERIA, (a)(2), sentence crossing pages 52-53 states “To be considered recent, an offeror’s past performance must have been performed at any time with the three years prior to the closing date of this solicitation.”

QUESTION: Does the Government require past performance to be performed within the last three (3) years or the last five (5) years prior to the closing date of the solicitation?Past performance must have been performed at any time within the five years prior to the closing date of the solicitation. The solicitation has been revised to clarify this ambiguity.
RFP Reference: Section L.4, Volume I - TECHNIAL APPROACH, (ii)

RFP Reference - n/a
Question: Would the Government consider including a seniority list for the CBAs? Union fringe is an important component of pricing, and offerors will not be able to price fringe on a common basis without having that seniority list. The Government has requested this information, which is anticipated to be issued through a separate amendment. Revised solicitation attachments show the current CBA rates.
RFP Reference – Attachments 6 and 7
Question: Could the Government provide a definition of Compensable Hour? Is it all productive hours or all productive AND non-productive hours? The attachments included in the solicitation, revised per Amendment A001, are the most current information that the Government has.
RFP Reference – Attachment 8
Question: Could the Government provide which positions they consider under SCA/WD? Only ones that seem to fit are the Security Guards, but if the requirement is for armed guards, wouldn’t that preclude them from the SCA/WD category? The Contractor is responsible for complying with all Service Contract Act requirements. The Government anticipates that the only SCA-covered position outside of the current CBAs will be the security guards. The Government is not aware of any exception for armed guards under the SCA.
RFP Reference: Section L.4, Volume I - TECHNIAL APPROACH, Subfactor 2 (1)
Question: Does the government want the offeror to indicate whether the 5 bid key personnel are current employees or contingency hires? If they are contingency hires, does the government require a signed letter of intent? The contractor shall propose its approach to staffing these positions in its technical proposal. The Government does not require signed letters of intent to be included in proposals submitted in response to this solicitation.
Is it possible for you to release Attachments 1 (PWS) and 3 (PPQ) in a Word document in addition to the PDF files already released? The Government will not be providing the requested attachments in a separate format. Offerors may, at their discretion, convert these files to Microsoft Word format using the "File --> Save as Other --> Microsoft Word" feature in Adobe Acrobat.
The Solicitation has identified a 2-week transition period, so is it safe to assume that 100% incumbent capture is expected and acceptable by the Govt? If not, there may need to be additional transition time to negotiate new Collective Bargaining Agreements (CBAs) and hire new staff.Offerors may propose any approach in its staffing/personnel plan.
The Solicitation includes a Wage Determination table (Attachment 8). Does the Government anticipate the Service Contract Act (SCA) to supercede either of the established CBA? If not, does the Government believe any currently exempt work will be ruled as SCA labor? The Contractor is responsible for complying with all Service Contract Act and CBA requirements, including FAR clauses 52.222-41 and 52.222-43. Reference FAR 22.10. The SCA does not supersede any CBA. The Government anticipates that the only SCA-covered position that is outside of the current CBAs is the security guards.
Since updates to either the CBAs or WD tables may occur during the contract period (and after proposal submission), will contract allow for price adjustment to be evaluated as new rate tables are negotiated/published?The Government will comply with all legal and contractual requirements, including FAR 52.222-41 and 52.222-43. However, the Government expects offerors' proposals to be entirely compatible with the labor rates that will be paid for the contract period of performance.
The solicitation identifies five (5) key personnel, but does not clearly identify the responsibilities of those individuals. Can the offeror propose a different staffing/organization that would not include managers in each of these areas, but ensure PWS tasks are completed adequately?Offerors may propose any approach in its staffing/personnel plan.
Each of the key personnel is identified as on-site, with the exception of the Environmental, Safety, & Health Manager. Please clarify the unique roles that this manager would conduct and if it would be allowed for this manager (or any others) to be located off-site).The ESH Manager is not required to be on-site full time, but this full-time position should not be considered one suitable for primarily telework. The selectee must become intimately familiar with the site, make frequent observations of practices, inspections, etc. and be readily available to make decisions or answer questions that may arise.
The final bullet of Section B (page 5) references PWS C.2.15.3. Should this be C.2.15.4?Yes. PWS has been revised to reflect this
If the offeror proposes non-incumbent key personnel, but upon award decides to substitute incumbent personnel, will the substitution rules identified in H.14 be relaxed to allow an immediate substitution?Yes.
The incumbent contractor’s staff has signed non-compete agreements that does not allow competing offerors to include those staff resumes, but it is our assumption with a 2-week transition that the Government is not anticipating new hires to replace the incumbent staff. Will the Government relax the requirement for requirements and substitute with position descriptions of what roles/responsibilities our key personnel will complete, as well as their level of experience, education, and security clearances?Offerors may propose any approach in its staffing/personnel plan.
Does the Government requires a complete Section K included in the Other documentation section in offeror’s Volume IV (Business Proposal), or only those clauses that are not included in www.sam.gov representations?A complete Section K shall be included. Note, however, that FAR 52.212-3 includes different instructions for offerors that have completed the annual representations and certifications via SAM.
The Government identifies the evaluation criteria for Past Performance, but only reveals the Neutral rating provided for offerors with no history of relevant past performance. Will the traditional ratings of confidence levels? If so, how will the various ratings be determined?Past performance will be evaluated in accordance with Section M.2 of the solicitation. No changes have been made.
PWS Section C.2.1.1.1 (page 7) identifies regular preventive maintenance visits to Barrow. Please verify the number of visits required each year and the duration of those visits.A minimum of two trips per year for PMs are required due to the frequency of IT security patching and antenna checks required. These PM trips may combine additional work, or trips for other tasks may include PMs. The Contractor may develop a preventive maintenance schedule based on other factors such as increasing unreliability or obsolescence of parts.
Does security patrols need to include the west collimation tower?Yes, noting that during certain periods of the year access may be limited due to road conditions. The Contractor is responsible for maintaining road access to the west collimation tower.
Security guard services are identified as 24 hours/day, 365 days/year, but Section C.2.7.2 identifies only one guard during Monday-Friday (0600-1800), as well as three patrols/8-hour period. Please clarify the level of security guard services required during nights/evenings, as well as weekends to allow for flexible staffing scenarios.A minimum of one guard is required for times other than Monday-Friday (0600-1800). Staffing level may be dictated by workload and station activities as well as safety considerations.
The Solicitation states in L.4. 1352.215-70 PROPOSAL PREPARATION, "Documentation demonstrating that the offeror holds an active Facility Clearance (FCL) at the Secret or higher level. Offerors are required to hold this active FCL at the Secret level by the closing date of this solicitation".

We are a new company and we do not have any government contracts. Therefore, we do not have a Facility Clearance, however, our President does have a TS Clearance and will be our Facility Security Officer (FSO).

Question. Is there a way to obtain a Facility Clearance for our company before the closing date of this solicitation?

Question. If we can get a sub-contractor with a Facility Clearance will that suffice? 1. As stated in L.4, Volume IV: Business Proposal, the offeror must hold an active Facility Clearance (FCL) at the Secret level by the closing date of this solicitation in order to be eligible for award. The offeror is responsible for meeting all requirements necessary to obtain this FCL. NOAA is not able to assist a prospective offeror with this process.

2. No. The prime offeror must hold an active FCL. See NISPOM 2-100: " The FCL requirement for a prime contractor includes those instances in which all classified access will be limited to subcontractors."

PWS Section C.2.7.2 identifies Temporary Additional Guard Services (TAGS) as required by the COR. Will this support be separately contracted or does the offeror need to include support for this service in our proposal? If required to be priced, please identify the number of TAGS events/year.TAGS will now be reimbursed under CLINs ending AJ, so this contingency shall not be included in the fixed-price portion of this contract. Attachment 2, Overtime Worksheet, has been revised to include TAGS.
PWS Section C.2.15.4.3 identifies transition adjustments and corrections. If the Government determines adjustments are necessary and those adjustments include proposed price, will an price adjustment be separately negotiated? No.
PWS Section C.2.7.5 identifies the State of Alaska licensing required for the company employing the security guards. Do this licensing need to be competed at proposal submission or just in time for contract start? This license must be obtained prior to the first day of contract performance.
