Questions and Answers [Version 02232016]

The following is a summary of questions received and answers provided by the Government in response to the subject solicitation.

1. Are offerors allowed to submit their proposals electronically? Are offerors allowed to submit their past performance questionnaires electronically? Where and how should offerors send these documents?

Yes, the preferred method of submission is by emailing the proposals directly to benjamin.wolk@noaa.gov and gregory.s.hall@noaa.gov. Offerors are NOT required to mail hardcopies of their proposals.

2. In the RFP, it says the Technical Proposal is to be no more than 30 pages. Can you clarify if this

30-page limit is including the title page, table of contents, and table of figures?

The 30 page limit does not include the title page, table of contents, or the table of figures.

Only the portion of Volume 2 titled “Technical Proposal” is subject to the 30 page restriction.

The entirety of Volume 2 may exceed 30 pages, if necessary.

3. Are these procurements limited to colleges/universities?

No, this is a full and open competition not limited to colleges or universities.

4. Could you please provide the incumbent contract number?

The incumbent contract number is DG-133E-13-CN-0122.

5. The font and typesetting requirements for proposals are confusing, can you clarify?

Offerors should consider the font and typesetting requirements as general guidelines for submitting a proposal. The government’s intention is to ensure proposals received are legible and understandable. Any commonly used font that is at least 12 pt. in size is acceptable.

6. I’m having a hard time wrapping my brain around a portion of section C.1.4 on page 10. It states that, “Task Orders, as defined in this section, differ from requirements (as defined in Section

C.1.2)…” So if C.1.2 is our “requirements” section and they somehow differ from “Task Orders” then why is Task Order 001 in section C.1.2? This really muddies the waters in terms of what our

Questions and Answers [Version 02232016] base requirements are and what our additional requirements, now called task orders, are. I’ve seen Attachment 2-Task Order 0001 and this would indicate that nearly everything we do would be a Task Order and that there are actually no base requirements. Could you please clarify?

This contract will be structured as a single-award, indefinite-quantity/ indefinite-delivery

(IDIQ) type contract. As such, there will be no base requirements for the solicitation. All requirements will be issued as task orders. It is the Government’s intention to award task order 0001 at the time of award, which will contain initial work ordered under this contract.
