RFP No: AB-133C-14-RQ-0097, Amendment 0001

1. Responses to Requests for Clarification:

Question No. 1

Award

QUESTION: 1 “Will the Government award more than one contract as a result of this procurement?”

Answer: No, there will be only one contract awarded as a result of this solicitation.

Question No. 2

Alterations in Contract

QUESTION: 2 “Is the Government willing to add content to this contract, upon contract award, if the offeror proposes added-value (new functions, processes, and/or technologies)?”

Answer: The Government does not dictate how an offeror chooses to prepare its technical approach in its quote. Quotes will be evaluated in accordance with the solicitation’s evaluation factors.

Question No. 3

Conflicts of Interest

QUESTION: 3 “Would the Government consider the award of this contract to a company with the Farallones Marine Sanctuary Association (FMSA )as a subcontractor to be a violation of the provisions of

CAR 1352.209-74 ORGANIZATIONAL CONFLICT OF INTEREST (APR 2010)?”

Answer: The Government has no reason to believe that a subcontract arrangement with the FMSA would violate the provisions of CAR 1352.209-74, but offerors are cautioned to note the limitations on subcontracting contained in solicitation clause 52.219-14, Limitations on Subcontracting (NOVV 2011).

Question No. 4

Page Limitations

QUESTION: 4 “Given that the RFQ Document #1 Performance Work Statement is 40 pages and the Government asks for the offeror to “describe a detailed strategic approach, which demonstrates a reasonable likelihood of successfully accomplishing the work entailed in the PWS”, will the Government increase the page limit for FACTOR 1 – Performance/ Execution Plan to a limit commensurate with the

PWS?”

Answer: There will be no increase to the solicitation’s stated page limitations.

Question No. 5

Key Personnel

QUESTION: 5 “Naming all personnel for every position on the contract as key personnel seems excessive.

Will the Government reduce the current list of key personnel to the Data Manager who acts as leader/coordinator and oversees all aspects of contractor-assigned projects, while still requiring resumes for all contractor personnel proposed?”

Answer: No, but one person may perform multiple tasks, as long as they have the minimum experience, training and required certifications for all tasks. Key personnel, have been identified in order maintain a level of technical standards and integration of various skills. For example, review of species identifications made by volunteers must be at the highest level, in order for data to be defensible in court. Therefore, the person performing a review of the identifications must be an expert in their field. The government needs to be informed when experts change, in order to assess if inconsistencies in species identifications are occurring.

Question No. 6

Basic Reports

QUESTION: 6 “Is the reference to PWS paragraph 8.2.1 meant to indicate that the purpose of the Basic Reports is to provide data/information for ERMA?”

Answer: There is a typo in the PWS 8.1.1. The referenced basic report is found in

6.2.1 not 8.2.1. “8.1.1. Basic Reports. The report (see PWS paragraph 8.2.1.) shall always include: an annual sightings map…” should read “8.1.1. Basic Reports. The report (see PWS paragraph 6.2.1.) shall always include: an annual sightings map…”

Question No. 7

Pricing

QUESTION: 7 “Doc_3 Pricing Worksheet appears to indicate that the contract pricing is based solely on PART 8 - SPECIFIC TASKS/FUNCTIONAL AREAS OPTIONAL SERVICES (NON-EMERGENCY) and not on Performance Work Statement PARTS 1 through 12 combined. Is this true?”

Answer: See file “SF1449_PAGE2_Continuation_Sheet_for_GFNMS_(21May14).xlsx” for price sheets for Parts 6 and 7.

Question No. 8

Data Manager Services

QUESTION: 8 “Are the hours spent by the Data Manager performing leader/coordinator duties billable to the Government?”

Answer: Invoices should be prepared in accordance with the invoicing clause and price schedule of the resulting contract.

Question No. 9

Data Manager Services

QUESTION: 9 “Is the term “leader/coordinator” equivalent to Program Manager? If not, who performs the duties and responsibilities of a Program Manager such as preparing monthly status reports, hiring and firing employees, promotions and raises, reviewing invoices, etc.?”

Answer: It is up to the bidders to determine who in their organization shall perform these types of duties and how to achieve those tasks.

All other terms, conditions, and requirements remain unchanged.
