QUESTIONS AND ANSWERS

1. Question: Related to Price Worksheet - Doc_3--Pricing_Worksheet_(20May14) for Non-Emergency Options. The unit details provided for all but one of the options is 'EA', presumable meaning EACH. Unfortunately for several of the option items, a unit designation of each can be broadly interpreted. This makes determining a unit price challenging. Is there any additional information that can be provided regarding the parameters of the unit?

For example, option item 8.2.3 (Marine Mammal Stranding Network (MMSN) Carcass Removal Category) seems to describe making a change to the SEAS-BW database (through a new category), and entering the MMSN data for prior years (1993-2013). The creation of the new category and completion of data entry could be interpreted as one entire unit. However, the estimated quantity is listed as 10, which makes that interpretation seem inaccurate.

Other Option lines where there is uncertainty about the unit parameters are: Microsoft Access Database for SEAS-RI (PWS Part 8.2.2.), Metadata (PWS Part 8.2.4.), Digital Library (PWS Part 8.8.3.), Update Project Pages (PWS Part 8.8.4.), and Species List (PWS Part 8.8.6.)

Answer: As per the key listed on the document titled “SF1449 PAGE2 Continuation Sheet for GFNMS),” EA is “Each” and applies to this document also. Clarifications and additional information is provided below regarding the PWS (see yellow highlights, red type, and strikethroughs) and in the attached pricing worksheet (see yellow highlights).

2. Question: There is an Information Technology (IT) Security Questionnaire (paragraph 1.5. of the Performance Work Statement (PWS), on page 31 of the document titled “GFNMS RFQ Sections II-V”) which provides an outline of what needs to be in a response to IT Security concerns. It is not provided with the other documents. Can you provide this document?

Answer: Subject PWS paragraph has been deleted.

Document #1 Performance Work Statement (PWS)

PART 1

GENERAL

1.5. NOT USED. INFORMATION TECHNOLOGY (IT) SECURITY REQUIREMENTS. The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.

The contractor shall provide a description of how it secures its contractor-owned equipment, if any are used for this acquisition. To assist the contractor, an IT Security Questionnaire (titled: Information and Information Systems Security Requirements for Acquisitions) will be provided to outline information that should be considered in its response. The contractor can request assistance from the Office of National Marine Sanctuaries IT System Security Officer in describing how it secures its equipment. The IT Security Questionnaire was developed following National Institute of Standards and Technology Special Publications (SP) 800-53 Revision 3, “Recommended Security Controls for Federal Information Systems and Organizations”. The Government will evaluate the contractor’s response to the questions and determine the potential contractor’s IT security risk to the Government. If the Government determines the IT Security risk to be acceptable, the authorizing official will document his or her acceptance in a risk acceptance memo. The risk acceptance memo is available upon request.

PART 8

SPECIFIC TASKS/FUNCTIONAL AREAS

OPTIONAL SERVICES (NON-EMERGENCY)

8.2. Database Programming. The contractor shall:

8.2.1. Environmental Response Management Application (ERMA). Provide database programming that will link SEAS databases with the SW ERMA (for an explanation of the SW ERMA, see http://response.restoration.noaa.gov/maps-and-spatial-data/environmental-response-management-application-erma).

8.2.2. Create MS Access database for of 20 years of SEAS-RI data (data to be provided by the Government after award, currently in MS Excel spreadsheet format). There are a total of 13 quadrats within the Government-provided MS Excel spreadsheet. The database shall be organized by quadrat.

8.2.3. Occasionally members of the Marine Mammal Stranding Network (MMSN) remove carcasses from the beach prior to SEAS-BW surveys. Therefore, these carcasses are not included in the SEAS-BW MS Access database. There are a total of 46 beaches in the database. The contractor shall identify and enter as a new category, all marine mammal carcasses removed within three days prior to SEAS-BW surveys, by the MMSN, 1993-2013.

8.2.4. Produce metadata for SEAS-ACCESS, SEAS-RI, and SEAS-SMD projects. Metadata shall be compliant with entered into the Federal Geospatial Data Committee (FGDC) database. Metadata types are surveyor identification, location identification, sampling effort, biological parameters sampled, and physical parameters sampled.

Update current FGDC metadata for SEAS-BW in the FGDC database.

8.8. Outreach Materials. The contractor shall:

8.8.1. For each of the SEAS-BW (42) beach segments, produce updated beach profiles including: maps; graphs of the trend of encounter rates of the top-three commonly found live and dead species; images of the beach profile at extreme deposition or erosion; images representing the three most encountered live and dead bird species at each beach segment; and images representing the three most encountered live and dead mammal species at each beach segment. Example of current beach profiles can be found at: http://farallones.noaa.gov/science/beachwatch.html

8.8.2. Produce a two to three minute video or slide show to be posted on GFNMS web site for each of the four SEAS projects.

8.8.3. Update the NOAA library with new digital images collected from SEAS-BW volunteers beach profiles and images of dead vertebrates.

8.8.4. Update text, figures, tables, and images on existing SEAS project pages on the GFNMS web site. Allow two-week review for first draft by COR and two-week review of second draft by COR. The COR will arrange to have text, figures, and images uploaded to the GFNMS web site.

8.8.5. Produce an annual highlights document for each SEAS project. Each shall be a one-page, two-sided MS Word document. Example format can be found at http://farallones.noaa.gov/science/beachwatch.html.

8.8.6. The Government maintains six species lists for the sanctuary, in MS Excel spreadsheets. The lists include species for birds, mammals, reptiles, fish, invertebrates, and plants and algae. The species lists also include information such as population or relative abundance, when species are present within the sanctuary, use of the sanctuary during the species’ breeding seasons, and federal status (e.g., endangered, threatened, species of concern, delisted). The contractor shall annually update the species list(s) by adding new species and updating populations and federal statuses. The contractor shall format the species list(s) from the Excel spreadsheet to a table format in MS Word. Data from SEAS projects such as density, percent cover, and sightings rates shall be added to the species lists when data are available. The Government will supply the SEAS data and the current species list(s) to be updated. Place species list, corresponding photos, species density, sighting rates, percent cover, and any other appropriate metrics on the GFNMS web site. Government will supply the data to create the species list.
