About this file
This is a Justification for Sole Source Procurement Form (MMO#102) submitted by the South Carolina Department of Transportation (SCDOT) to the State Fiscal Accountability Authority regarding the procurement of AASHTOWare Project Service Units from the American Association of State Highway Transportation Offices (AASHTO). SCDOT seeks to procure service units valued at $202,500.00 for implementation of Materials functionality within the AASHTOWare Project System. The procurement is necessary to enable the Materials Office to achieve federal compliance, as the current system being utilized will no longer receive vendor support. AASHTO is a non-profit association representing highway departments across the 50 states, the District of Columbia, and Puerto Rico, and SCDOT maintains membership status. The AASHTOWare Project is an enterprise software suite cooperatively developed and maintained by transportation professionals from Department of Transportation agencies nationwide based on shared operational requirements.
SCDOT determined that no alternative vendor can adequately meet the agency's needs because the Materials Office implementation is specifically designed to integrate with the existing AASHTOWare Project infrastructure already in use by the department. The sole source justification is supported by market research demonstrating that AASHTO's software represents industry best practices and accommodates state-specific operational differences while enabling cooperative resource pooling and engineering expertise sharing among state DOT agencies. As the procurement value exceeds $50,000, SCDOT is required to obtain a Drug-free Workplace certification from AASHTO prior to contract award. The justification was prepared by Justin P. Powell, Deputy Secretary for Finance and Administration, under authority delegated by the agency head.
