| QUESTION AND ANSWER TEMPLATE |
| FAA SIR 697DCK-21-R-00344 |
SOLICITATION - COMMENTS, QUESTIONS, AND ANSWERS
| Paragraph Reference/Other (Sample. Para 5.1) | Industry Questions | Government Response | |
| 1 | Price Template | It looks like the pricing template tab is the sole section that will be used for price evaluation purposes. Is that correct? | Yes. Please note the Pricing Template has been revised to allow for input of MSRP pricing in the tab "List of 1200+". |
| 2 | Price Template | It also seems there is not a way to price individual items with individual prices. The template calls for discounts from list price per printer manufacturer. Is this correct? | A column has been added to the Pricing Template, tab "List of Tab 1200+", to allow for the vendor to list MSRP pricing. This pricing will NOT be used for evaluation purposes but should correlate with the vendor response to Section L, SA56 (A), Subfactor b) Supply Management Plan. Both the MSRP pricing and the proposed discounts will be incorporated into the contract. |
| 3 | Price Template | "Minimum discount "is listed in row 9 of the pricing template tab. Are we to provide a range of discounts per minimum / maximum discounts? | The FAA is requesting the vendor's (best) maximum discount offer. When discounts are entered in Table 1, the discounts will populate in the rows below the table. The proposed discounts will be incorporated into the contract and the proposed discount will be utilized for all items for each Printer Manufactuer. |
| 4 | Price Template | On the 1200 items tab , if an item is obsolete / discontinued from the manufacturer are we to notate that on the sheet? |
Also, if we have no method of sourcing a particular item, we should we note that is well?
The RFP explains on page 31 SIR 697DCK-21 00344 that we need to have a supply management plan to maintain at least 75% of the list. It seems the purpose of this tab would be to show how the vendor would maintain and source at least 75% . Is that correct? Yes; this can be noted in the Supply Management Plan.
Yes; this can be noted in the Supply Management Plan.
It is the FAA's expectation that the vendor will be able to supply the list of 1200+ items as needed throughout the life of the contract. If supply is difficult to maintain (below 75%), the vendor must include in the Supply Management Plan, an explanation that indicates the percentage of supply the vendor expects to be able to support and the approach or methods to fulfill the supply requirement of this solicitation.
Reference: Section L, SA56(A), Subfactor b) Supply Management Plan. This plan should correlate with the Pricing Template MSRP input in tab "List of 1200+".
| 5 | Price Template | Also, if we have no method of sourcing a particular item, we should we note that is well? | Yes; this can be noted in the Supply Management Plan. |

7 Customer Satisfaction Survey Will you take any other confirmation from the customer ( reference ) other than a signature on the form?
It may be a potential challenge for some to print out write on, scan/ convert to PDF and sign the form. Seems that many are still in a " work at home " environment.
| Wondering if it would be possible if they could type answers without physically handwriting on the form without printing out and scanning? | Yes. Typing out the responses and electronically signing is permitted. No edits to the document format or a change in questions is permitted. | |||
| 8 | Customer Satisfaction Survey | On past performance, can you please let me know if the expectation is that the customer (Vendor respondent/ reference) sends the completed 2-page form directly to the FAA, to your email address? Vendor signs page 1 and the reference signs page 2? | Correct. The FAA Contract Specialist (CS) should receive page 2 from the reference via email. For tracking purposes, please send the CS page 1 in advance. | |
| 9 | SIR Due Date | Would the FAA consider extending the due date by one week to 7/30/21? | The FAA agrees to extend the due date from 7/23/2021, 10 AM CST to 7/28/2021, 4 PM CST. | |
| 10 | SA51.1,d) | Will the FAA accept a Subcontracting Plan on file with GSA which has been approved by the SBA? | You may submit the Subcontracting Plan; however, the plan will be reviewed by the FAA and may require changes to address AMS policy. The FAA is not subject to the FAR so details within the subcontracting plan may need to be tailored. | |
| 11 | Price Template | How will a discounted price per a manufacturer on the pricing template tab impact the 1,200-item tab? | For bidding purposes, the OEM discounts do not affect the items in the tab "List of 1200+". | |
| 12 | Price Template | Will the 1,200 list still be left off the price evaluation? | Yes | |
| 13 | General | Do you accept quotes for similar/ equal products? | Please reference the revised Price Template dated 7/15/2021 that shows you can input "or equal" products. |
