This is a Request for Qualifications/Proposals (RFQ/P) issued by the Aerotropolis Area Coordinating Metropolitan District (AACMD), a quasi-municipal corporation in Colorado, for the PA 58 Park Grading, Flatwork and Seeding project at The Aurora Highlands development. The project involves constructing public improvements including sidewalks, concrete areas, seeding, and grading within PA 58 Park, located approximately three miles south of Denver International Airport. Proposers are required to submit qualifications electronically by 12:00 p.m. Mountain Time on May 29, 2025, with a public opening of cost proposals at 2:00 p.m. the same day. An optional pre-bid site walk is scheduled for May 14, 2025, at the intersection of E 32nd Drive and N Catawba Way. The anticipated project timeline includes contractor selection during the week of June 9, 2025, and agreement execution during the week of June 16, 2025.

The RFQ/P outlines a comprehensive evaluation process with a detailed scoring matrix assessing proposal elements including schedule (0-20 points), cost (0-30 points), assigned personnel (0-15 points), firm capability (0-25 points), and references (0-10 points). Proposers must submit a bid form, bid bond (5% of proposal amount), construction schedule, labor and equipment rate sheet, and a proposal statement including company qualifications, key personnel resumes, approach to project management, and reference projects. The project is tax-exempt, and the successful proposer must comply with local Aurora standards, provide performance and payment bonds, and demonstrate workforce authorization compliance. The development aims to create a master-planned community with approximately 3,884.9 acres, potentially housing 41,823 people upon full build-out.
