About this file
This is a Justification for Sole Source Procurement document submitted by the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division to the Centers for Disease Control and Prevention (CDC) Office of Acquisition Services.
The document justifies a sole source acquisition of a rugged RF telemetry system from Infrared Telemetrics, Inc. for a procurement amount below $350,000. The requirement is not available on GSA Schedule. NIOSH conducted market research including web searches, vendor website reviews, product literature review, and a conference call with Infrared Telemetrics engineers and sales personnel. The research identified multiple telemetry system vendors, including Systems Engineering and Management Company (SEMCO) and Transmission Dynamics; however, only Infrared Telemetrics, Inc. met all technical requirements. The Infrared Telemetrics system is specifically designed for radio frequency telemetry measurement on rotating drill steel in high vibration environments and supports required sensor types including strain gauges and ICP or IEPE accelerometers with appropriate signal conditioning. The system demonstrates performance in severe environments including internal combustion engines and rotating machinery. Competing alternatives identified during market research did not provide the combination of performance and sensor compatibility required. The justification is based on FAR 12.102 determination that only one source is available under 41 USC 1901. The sole source justification was certified by Program Official David S. Yantek and Contracting Officer Stephen Lester on August 17, 2026.
