Additional Terms:

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 – Scope of the Contract The Tongass National Forest requires construction work on the Ketchikan Misty Fjord Ranger District involving the reconstruction of the existing trail at Naha Trail as specified in the terms and conditions of this contract.
Base Work includes removal and disposal of existing treated wood trail and structures, construction of aggregate surface trail, log steps, cut rock steps, and mobilization. The Option Item includes demolition and removal of one existing trail
12010920Q0065 Naha Trail Reconstruction Phase 1 Page 3 of 38 bridge and installation of one new timber trail bridge at the same location. A detailed description of the quantity of work that must be completed is identified in the Naha Trail construction log (Attachment #2).
Contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, supervision and transportation to perform all work on the schedule of supplies/services as ordered.
This work is subject to the Construction Wage Rate Requirements statute (formerly the Davis-Bacon Act).
C.2 – Project Description and Location
1) Location and Facilities: Naha Trail is located near Loring Alaska about 12 miles north of Ketchikan, Alaska.
2) Access to Construction Site: Access to the project is by boat or float plane. There is a ramp and float facility at saltwater with limited space for boat mooring.
3) Other Site Use: IAW Agriculture Acquisition Regulation (AGAR) Clause 452.236-72 Use of Premises, the Contractor may be allowed to use locations away from the project site for related purposes (e.g., camping, equipment and/or material storage, prefabrication constructs, etc.) upon written approval from the applicable Authorized Official (i.e., District Ranger, Forest Supervisor, or Regional Forester) IAW FAR 52.236-7 Permits and Responsibilities.
4) Government Furnished Equipment, Materials, and/or Information: The Government will provide the following items at the location(s) described. The Contractor is responsible for transportation of these items to the project site, and for safe handling and storage prior to use in construction. Materials not incorporated into the work will remain the property of the Government.
• 40 cubic yards of D-1 Crushed Aggregate located in super sacks at the picnic shelter below the salt chuck at
NAHA. Preserve and return woven bags (deliver to the warehouse)
• 5 LF of 12” diameter black polyethylene culvert pipe located at the picnic shelter near the salt chuck.
C.3 – Technical Specifications
1) The technical specifications are included as attachment in Section J.
2) The above is a list of major specifications applicable to this contract. Other specifications referred to within these specifications (even though not specifically listed here) are also fully applicable to the solicitation and any resultant contract.

Section 901—Terms, Format, Abbreviations, and Definitions
901.01 Terms, Abbreviations, and Definitions
(a) Specification Terms. These specifications are generally written in the imperative mood. In sentences using the imperative mood, the subject “the Contractor,” is implied. Also implied in this language is “shall,” “shall be,” or similar words or phrases. In material specifications, the subject may also be the supplier, fabricator, or manufacturer supplying material, products, or equipment for use on the project. Wherever “directed,” “required,” “prescribed,” or similar words are used, the “direction,” “requirement,” or “order” of the CO is intended. Similarly, wherever “approved”, “acceptable”,” suitable”, “satisfactory”, or similar words are used, they mean “approved by,” “acceptable to,” or “satisfactory to” the CO.
The word “will” generally pertains to decisions or actions of the CO. Whenever in these specifications, or in other contract documents, the following terms (or pronouns in place of them) are used, the intent and meaning shall be interpreted as follows: reference to a specific standard, test, testing method, or specification shall mean the latest published edition or amendment that is in effect at the solicitation issue date for the public works contracts.

(c) Definitions. When the following terms, or pronouns in place of them, are used in these specifications or in other contract documents, the intent and meaning are as follows:
Base Course. The layer or layers of specified material of designed thickness placed on a trailbed to support surfacing.
Batter. A backward and upward slope of the face of a wall.
Berm. The ridge of material formed on the outer edge of the trail that projects higher than the tread.
Borrow. Suitable materials taken from approved sources designated on the drawings or on the ground, to be used for embankments and backfilling.
Bridge. A structure, including supports, erected over a depression or stream, and having a deck to carry traffic.
Catch Point. The outer limits of a trailway where the excavation and/or embankment intersect with the ground line.
Clearing Limit. The area over and beside the trail that is cleared of trees, limbs, and other obstructions.
Compacted. Consolidation that is obtained by tamping or rolling suitable material until no noticeable displacement of material is observed.
Contracting Officer (CO). An official of the Government with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the CO acting within the limits of their authority as delegated by the CO.
Danger Tree. An unstable tree 5 inches or greater in diameter at breast height that is likely to fall across the trail.
Designated on the Ground. The location of materials, work areas, and construction items, including lines and grades, marked on the ground with stakes, flagging, tags, or paint.
Drawings. Documents showing details for construction of a facility, including but not limited to straight-line diagrams, trail logs, standard drawings, construction logs, plan and profile sheets, cross-sections, diagrams, layouts, schematics, descriptive literature, and similar materials.
Duff. Organic material overlying rock or mineral soil.
Embankment. A structure of suitable material placed on the prepared ground surface and constructed to the trailbed elevation.
Excess Excavation. Material in the trailway in excess of that needed for construction of designed trailways.
Ford. A water-level stream crossing constructed to provide a level surface for safe traffic passage.
Full Bench. Trailbed constructed entirely on undisturbed material.

Grade. The vertical distance of ascent or descent of the trail expressed as a percentage of the horizontal distance.
Header Rock. Rock laid with the narrow end towards the face of the wall.
Inslope. Where the trail tread is sloped downward toward the backslope.
Mineral Soil. Soil or aggregate that is free from organic substances and contains no particles larger than 2 inches at their greatest dimension.
Outslope. Where the trail tread is sloped downward toward the embankment or daylight side of the trailway.
Sideslope. The natural slope of the ground, usually expressed as a percentage.
Slough. That material from the backslope or the area of the backslope that has raveled onto the trailbed.
Slump. Where the trailbed material has moved downward, causing a dip in the trail grade.
Special Project Specification. Specifications that detail the conditions and requirements peculiar to an individual project, including additions and revisions to the standard specifications.
Surfacing. Material placed on top of the trailbed that provides the desired tread.
Suitable Material. Rock that can be accommodated in the trail structure, and soil free of duff with a recognizable granular texture.
Switchback. A reverse in direction of trail grade with a level landing used to change elevation on a steep slope, usually involving special treatment of the approaches, barriers, and drainages.
Trailbed. The finished surface on which base course or surfacing may be constructed. For trails without surfacing the trailbed is the tread.
Trailway. The portion of the trail within the limits of the excavation and embankment.
Tread. The surface portion of the trail upon which traffic moves.
Turnout. A short section of extra trail width to provide for passage of trail users.
Volunteer Trail. A route followed by hikers, not a constructed trail.
Waterbar. A structure used for turning water off the trail, usually made of logs or stones.
Water Courses. Any natural or constructed channel where water naturally flows or will collect and flow during spring runoff, rainstorms, etc.
Section 902—Intent of Contract
902.01 Intent. The intent is to provide for the completion of the project described in the contract. Furnish all labor, materials, equipment, tools, transportation, utilities, and supplies, and perform all work required to complete the project in accordance with trail log, drawings, specifications, and provisions of the contract.
The project is located in a remote area with no available utilities. Camping is allowed, submit a camp plan for approval.
Meet the requirements of Section H, Use of Premises.
The use of equipment such as backhoes and bobcats is prohibited on this trail. The use of helicopters in the project area is allowed. If other mechanized equipment is being proposed for use, submit for approval a motorized equipment plan outlining types of equipment, location of their use, and proposed mitigation for wet or unstable areas. This plan will be submitted and approved prior to beginning any work.

Section 904—Control of Materials
904.01 Handling Materials. Transport and handle all materials to preserve their quality and fitness for the work.
Stockpile, load, and transport aggregates in a manner that will preserve specified gradation and avoid contamination.
Store materials to assure the preservation of their quality and fitness for the work. Locate stored materials to facilitate their prompt inspection. Arrangements for storage on other than designated sites are the responsibility of the contractor.
Section 905—Quality Assurance and Quantity Measurement Description
905.01 Work. Work consists of providing certification that the quality and quantity of construction conform to the drawings, specifications, and requirements of the contract.
Construction
905.02 Certification and Measurements
(a) Offsite-Produced Materials. Furnish signed certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite-produced materials incorporated in the work meet applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Furnish a certificate for each commodity or invoice.
(b) Quantity Measurements. Submit quantities to the CO for periodic progress payments, and the CO will compute payments. Quantities are subject to verification.
Measurement
905.04 Method. There will be no separate measurement for this item.
Payment
905.05 Basis. Payment will be considered incidental to other pay items in this contract.
Section 906—Measurement and Payment
906.01 General. Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental and included in the payment of the PAY ITEMS in the SCHEDULE OF ITEMS.
When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any PAY ITEM, suffixes will be added to the item number to differentiate between the items.
906.02 Determination of Quantities. The following measurements and calculations are to be used to determine contract quantities for payment:
Measure Culverts (Culvert), Log Riser Steps (LRS), Cut Rock Steps (CRS), as each. Aggregate Surfacing D-1 material used in the construction of these items will incidental and included in the payment of these items.
Measure Ditch in linear feet measured along the centerline and parallel to the specified grade. Aggregate Surfacing D-1 material used in the construction of these items will be paid for as Aggregate surfacing (Type AS).
Measure Bridge (BR), Mobilization, Demolition and Removal of Structures as Lump Sum Quantity (LSQ). For Bridge-the aggregate will be incidental and included in the payment of Bridge.
906.03 Units of Measurement. Payment will be made by units defined and determined according to standard measure and by the following:
(a) Cubic Yard (CY). Measurement by calculating volume in helicopter sling bags or other approved method.
(b) Each (EA). One complete unit, which may consist of one or more parts.
(c) Lump Sum Quantity (LSQ). The quantities that denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
(d) Linear Feet (LF). Measurement in feet taken along the centerline of the trail and parallel to the finished grade.
(e) Square Feet (SF). Measurement taken by averaging the length of the bottom and the top of the wall and multiplying by the average height.
906.04 Methods of Measurement. One of the following methods of measurement for determining final payment is DESIGNATED ON THE SCHEDULE OF ITEMS for each PAY ITEM:
(a) Designed Quantities. These quantities denote the final number of units to be paid for under the terms of the contract.
They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, and drawings. Changes in the number of units DESIGNATED IN THE SCHEDULE OF ITEMS may be authorized under the following conditions:

(1) As a result of changes in the work approved by the CO.
(2) As a result of the CO determining that errors exist in the original design that cause a PAY ITEM quantity to change by 15 percent or more.
(3) As a result of the contractor submitting to the CO a written request showing evidence of errors in the original design that cause a PAY ITEM quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
(b) Actual Quantities (AQ). These quantities are determined from measurement of completed work or certified receipts.
(c) Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
Section 907 — Mobilization
DESCRIPTION
907.01 Work. This work consists of moving personnel, material and incidentals to the project, and performing all work necessary before beginning work at the project site. Mobilization includes the costs associated with obtaining permits, insurance, and bonds. Mobilization is not intended to pay for the costs of materials before they are used on the project site.
PAYMENT
907.02 Basis. Pay for the accepted work at the contract unit price for the PAY ITEM SHOWN IN THE SCHEDULE OF
ITEMS.
Make progress payments for mobilization as follows:
(a) Reimburse for bond premiums before issuing the Notice to proceed if evidence of payment is received.
(b) When 5 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 50 percent, or up to 5 percent of the original contract amount, whichever is less.
(c) When 10 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 100 percent, or up to 10 percent of the original contract amount, whichever is less.
(d) Pay any unpaid amount for mobilization upon final acceptance of all work items.

Section 909—Maintenance for Traffic
909.01 General. Before any suspension of work, take precautions necessary to prevent damage to the project, such as temporary detours, approaches, crossings, or intersections, and make provisions for normal drainage and to minimize erosion. Leave the existing Naha Trail in a condition suitable for traffic unless otherwise approved.
The existing Naha Trail will remain open to the public during construction, except during times when helicopter operations present a hazard or while other construction hazards are present. During these times, provide a “Trail Closed” sign and barriers at both trailheads and a safe distance from the hazardous work both directions. Signs shall be neatly lettered and clearly legible from a distance of at least 20 ft.
Install warning signs and give verbal warnings to alert hikers to construction activities where they exist.
Section 911—Excavation and Embankment Description
911.01 Work. Work consists of the excavation and placement of excavated material, regardless of its nature, from within the trailway or from other sources, except for material included under other pay items SHOWN IN THE SCHEDULE OF
ITEMS.
Includes excavation, embankment, and backfill construction required to shape and finish the trailbed, ditches, backslopes, and fill slopes.
Construction
911.02 Use and Disposal of Excavated Material. Conserve and use all suitable material for specified work. Excavated rock suitable for specified project work and approved may be conserved and used.

Conserve and use herbaceous vegetation and moss removed during excavation to revegetate excavated areas to provide a neat appearance.
In forested areas, place excess and unsuitable excavation beyond the downslope edge of the trailbed. Do not obstruct drainage and spread to a depth not exceeding 4 inches. This includes any material removed in the grubbing operation and deposited in the same area.
In muskeg or subalpine areas, contain excavated materials and use in work as specified or dispose of in approved locations out of sight of the trail. Do not place uncontained excavated material directly on the ground surface except in final disposal areas.
Utilize suitable excavated materials for appropriate applications in the vicinity of the materials source as approved in lieu of D-1 Aggregate Surfacing. Examples may be bedding for deep fills of AS, etc.
Place rocks over 4 inches in greatest dimension not used in construction beyond the hinge point on the downslope side.
Place rocks so that the tops are at least 6 inches lower than the trailbed surface. Ensure that no blockage of drainage or creation of a windrow effect occurs.
911.03 Ditches and Drainage. Perform ditching in accordance with Section 925.
911.04 Trailway Excavation and Embankment. Minor deviations of ± 4 inches in vertical alignment and 1 foot in horizontal alignment with smooth transitions of at least 30 feet on each side of the deviation are acceptable unless otherwise SHOWN ON THE DRAWINGS.
Leave the finished slope in a uniform and roughened condition.
911.05 Trailbed Finish. Fill holes with aggregate, and cut high points to provide a uniform trailbed finish.
911.06 Cut and Fill Slopes. Construct trail so cut and fill slopes are less than the angle of repose or as SHOWN ON THE DRAWINGS. Trim exposed roots flush with finish cut slope. Blend and smooth cut and fill slopes to ensure a finished and neat appearance.
Measurement
911.07 Method. There will be no separate measurement for this item.
Payment
911.08 Basis. Clearing and Grubbing will be considered incidental to other pay items in this contract, and additional payment will not be made.
Section 912—Clearing and Grubbing Description
912.01 Work. Work consists of clearing, grubbing, trimming, removing, and treating trees, logs, limbs, branches, brush, plants, and other vegetation within the clearing limits. Also included, are the protection from injury or defacement of trees and other objects not designated for removal and the treatment of damaged trees.
In general, clearing work consists of clearing small brush, such as blueberry bushes. Most areas of this project will require no clearing. Grubbing work varies depending on type of construction.
Construction
912.02 Clearing Limits. Clear to the dimensions 24 inches each side of the trail centerline.
912.03 Material to Be Cleared. Remove and dispose of trees, logs, limbs, branches, brush, herbaceous plants, and other vegetation within the clearing limits, except for live brush, herbaceous plants, and trees between the trailway and clearing limits that are less than 12 inches in height and less than ½ inch diameter at ground line.
Except as provided above, cut all limbs and branches within 7 feet of the ground and more than 1/2 inch in diameter that extend into the clearing limits. Cut tree limbs flush with the outside of the branch collar and cut brush at the ground surface.
At project completion, trim roots protruding from cut slopes flush with ground level.

912.04 Damaged Trees. When felling, cutting, or trimming, do not cause bark damage to standing timber. If damage does occur to standing trees, treat the injured trees in an approved manner. Remove and dispose of trees with major roots exposed by construction that are rendered unstable.
912.05 Disposal of Clearing Slash, Logs, Stumps, Brush, and Roots. Limb all felled trees to a 4 inch diameter top, including designated trees outside the clearing limits.
Scatter all products of clearing and grubbing in approved locations outside the clearing limits and out of sight of the trail.
Do not place clearing and grubbing debris in water courses, snow ponds, lakes, meadows, or in locations where it could impede the flows to, through, or from drainage structures.
Measurement
912.06 Method. There will be no separate measurement for this item.
Payment
902.07 Basis. Clearing and Grubbing will be considered incidental to other pay items in this contract, and additional payment will not be made.
Section 913— Aggregate Surfacing Description
913.01 Work. This work consists of hauling, and placing Government furnished Aggregate Surfacing (Type AS), Furnishing, hauling and placing Contractor furnished Aggregate Surfacing, and constructing a ditch where specified in trail log.
Materials
913.02 Requirements.
Aggregate surfacing provide aggregate surfacing meeting the specification D-1 per Alaska Department of Transportation and Public Facilities, “Standard Specifications for Highway Construction, 1998”, Section 703.
Provide aggregate surfacing that is free of viable seeds or vegetative material.
913.03 Handling Materials. Stockpile, remove, transport, and spread aggregate in a manner that will preserve specified gradation and avoid contamination.
913.04 Sod. Sod is living vegetation collected from the vicinity of the work. Collect to provide at least 2” of soil below ground level, or to a depth that captures most of the roots. Use a sharp spade to cut sod in 4” min. squares for replanting.
913.05 Planting Soil. Use soil that is retained from excavation and has the same characteristics as the soil around the roots of the sod.
Construction
913.06 Preparation of Subgrade. Prepare and finish trailbed as required under Section 911 and SHOWN ON THE DRAWINGS. Remove or break out stone that will extend more than 1” above the finished aggregate surface and utilize on the side of the trail where needed to retain aggregate.
913.07 Handling of Materials. Contain aggregate in woven bags until it is installed on the trail. Do not place aggregate directly on the ground outside of the trailway without a tarp or some other means of separation.
913.08 Spreading and Compaction. Use aggregate that is uniformly mixed. Spread to the final thickness and width SHOWN ON THE DRAWINGS. Compact by hand until visible displacement ceases. At the completion of the project correct any irregularities or depressions that develop by adding or removing material until the surface is smooth and uniform.
913.09 Acceptance, Testing, Sampling, and Tolerances. Provide the minimum compacted thickness of aggregate shown on the Trail Log. If excess aggregate has been delivered to the work area it may be stockpiled in approved

Do not vary the aggregate width by more than ± 2 inches from the specified width or place it consistently narrower or wider than the specified width, except as SHOWN ON THE DRAWINGS.
913.10 Sod. Harvest and retain all living sod within excavated areas in a manner that preserves its suitability for successful replanting. If sufficient sod is not available for planting from excavated areas, collect sod from locations and in a manner approved by the CO.
Divide sod into 4” min. pieces and replant 12” o.c. min. in a manner that ensures that roots are surrounded by friable soil.
Schedule work so sod is replanted within 3 days of harvest. Store with pieces placed tightly together to minimize drying.
Measurement
913.11 Method. Measure the quantities in accordance with Section 906.
Payment
913.12 Basis. Pay for the accepted quantities in accordance with Section 906 at the contract unit price of each PAY ITEM SHOWN IN THE SCHEDULE OF ITEMS. The D-1 aggregate used in the construction of Aggregate Surfacing with Base (ASB), Rock Steps (RS), and Log Riser Steps (LRS), will be paid at the contract rate for Aggregate Surfacing (AS). If the cubic yard volume of D-1 required meeting the aggregate depth shown on the Trail Log and/or drawings consistently differ from the estimated volume in the Trail Log, notify the CO. Planting Soil and Sod work associated with Aggregate Surfacing work will be considered incidental to Aggregate Surfacing.

Construction
925.02 General. Stake proposed ditch at locations where surface or subsurface drainage indicate the need. The Government will approve ditch locations at the same time with subgrade approval. Locate ditches so as to divert waterflow away from the trail surface and toward the natural drainage features.
Regrade disturbed areas and install drainage as needed to minimize erosion and promote drainage and restore natural appearance.
925.03 Excavation and Embankment. Perform excavation and embankment in accordance with Section 911.
Measurement
925.05 Method. Measure the quantities in accordance with Section 906.

Treat all logs with AZCA in accordance with AWPA, ground contact. All pressure treatment shall result in the same color.
936.03 Reinforcing steel. #6 rebar
All reinforcing steel shall be new, free from dirt, oil, paint, grease, and loose mill scale, and loose or thick rust when placed.
Construction
936.04 Log Riser Steps. Use single logs for the entire riser. Locate steps to provide rise and grade between as shown on the drawings.
Provide a rock base clean of loose materials, roots, soil, and other obstructions. Hew the bottom of the tread to provide a firm, solid contact with the rock base. Grade trail bed leading into and away from LRS so as to provide a smooth vertical transition as approved.
Measurement
936.05 Method. Measure in accordance with Section 906 and the following:

Section 939 — Solid Rock Removal
DESCRIPTION
939.01 Work. Solid Rock Removal (Type SRR) consists of creating a trail surface from sloping solid rock, mucking out excavated areas and finishing the exposed bedrock to provide a finished trail surface and installing Aggregate Surfacing as approved where the finished bedrock surface is not suitable. Methods other than blasting are allowed. If blasting is the chosen method, Sections 939.02 through 939.06 shall apply. If methods other than blasting are used, sections 939.02 through 939.06 do not apply.
MATERIAL
939.02 Regulations. Only use explosives and initiating devices less than 1-year old. Explosives and initiating devices include, but are not necessarily limited to, dynamite and other high explosives, slurries, water gels, emulsions, blasting agents, initiating explosives, detonators, and detonating cord.
CONSTRUCTION
939.03 Regulations. Furnish copies or other proof of all-applicable permits and licenses. Comply with Federal, State, and local regulations on the purchase, transportation, storage, and use of explosive material. Federal regulations include the following:
a). Safety and health: OSHA,29 CFR Part 1926, Subpart U.
b). Storage, security, and accountability: Bureau of Alcohol, Tobacco, and Firearms (BATF), 27 CFR Part 181.
c). Shipment: DOT, 49 CFR Parts 171-179, 390-397
939.04 Blaster-in-Charge. Designate in writing a blaster-in-charge. Submit evidence that the blaster-in-charge has a valid State blaster’s license or other license accepted by the State where the project is located and issued by an equivalent licensing body for the type of blasting required.
939.05 Blasting Plans. Blasting plans are for quality control and record keeping purposes and are to be signed by the blaster-in-charge. The review and acceptance of blasting plans does not relieve the Contractor of the responsibility for using existing drilling and blasting technology, and for obtaining the required results.
Do not deliver explosives to the project until the general blasting plan is accepted.

Include, as a minimum, the following safety and procedural details:
1). Working procedures, and safety precautions for storing, transporting, handling, and detonating explosives.
2). Proposed product election for both dry and wet holes. Furnish Manufacturer’s Material Data Sheets for all explosives, primers, initiators, and other blasting devices.
3). Typical plan and section views for both production and controlled blasting, including maximum length of the shot, burden, hole spacing, hole inclination, hole depth, hole diameter, subdrill depth, and powder factor.
4). Proposed initiation and delay methods and delay times.
939.06 Blasting. Drill and blast according to the blasting plan.
Cap all holes to prevent unwanted backfill. Place a stake next to each hole with hole number and total depth drilled.
Use the types of explosives and blasting accessories necessary to obtain the required results. A bottom charge may be larger than the line charges if no overbreak results.
Free blast holes of obstructions for their entire depth. Place charges without caving the blast hole walls. Stem the upper portion of all blast holes with dry sand or other suitable granular material. Do not stem hole with drill cuttings.
Following a blast, stop work in the entire blast area, and check for misfires before allowing worker to return to excavate the rock.
Remove all cut face rock that is loose, hanging, or potentially dangerous. Scale by hand or machine methods as approved by the CO. Leave minor irregularities or surface variations in place if they do not create a hazard. Drill the next lift only after the cleanup work and stabilization work is complete.
If blasting operations cause fracturing of the final rock face, repair or stabilize it in an approved matter at no cost to the Government. Repair or stabilization may include removal, rock bolting, rock dowels, or other stabilization techniques.
Halt blasting operations when any of the following occur and perform additional test blast:
1). Slopes are unstable;
2). Slopes exceed tolerances or overhangs are created;
3). Backslope damage occurs;
4). Safety of the public is jeopardized;
5). Property or natural features are endangered;
6). Fly rock is generated;
7). Excessive ground or airblast vibrations occur in an area where damage to buildings, structures, or utilities is possible.
939.07 Type SRR Tread Finish. Provide a uniform tread surface that is free draining and provides a suitable walking surface as approved. Treat surface to remove tool marks and provide a natural appearing surface, to the extent practical, and as approved.
If tread cannot be made to provide a suitable walking surface, install Aggregate Surfacing as approved.
Measurement
939.08 Method. Measure in accordance with Section 906.

Section 983 — Demolition and Removal of Trail Structures Description
983.01 Work. This work includes the demolition and removal of all existing boardwalk, bridge and stairs in the work areas identified on the trail log.
Construction
983.02 Demolition and Removal of Boardwalk. Demolish and remove, all planks, sills, posts, hardware, etc on the existing trail, including abandoned sections, and dispose of off National Forest Lands. Do not recycle existing sills.

C.5 – Landscape Preservation (addendum to AGAR 452.236-74)
1) No foot traffic or movement of materials or equipment is allowed over uncompleted and/or unprotected portions of the trail. Workers shall walk away from the trail centerline, dispersing their travel route, to avoid walking on uncompleted portions of the trail. The Contractor shall rehabilitate and/or revegetate sites where damage has occurred to native vegetation.
2) Waste motor oil, fuels, lubricants, bitumen, and/or other similar hydrocarbons shall be collected and returned to either the supplier or a recycling service licensed to collect these fluids/materials. They shall not be wasted, deposited, flushed, or let on the ground or buried.
3) The Contractor shall confine operations to within the clearing limits or other areas designated in the Contract and/or attachments as approved, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Materials which fall outside of these limits shall be retrieved, disposed of, or incorporated into the work as directed by the CO.
4) Prevention of Oil Spills – If the Contractor maintains storage facilities for oil, oil products, or other hydrocarbon substances on or within the project area/site, appropriate preventative measures shall be taken to ensure that any spill of such oil, oil products, or other hydrocarbon substances does not enter any stream or other waters of the United States, or that of any of the individual States.
5) If the total oil, oil products, or other hydrocarbons storage exceeds 1320 gallons, or if any single container exceeds a capacity of 660 gallons, the Contractor shall prepare and submit to the CO a Spill Prevention Control and Countermeasures (SPCC) Plan. Such plan shall meet the applicable Environmental Protection Agency requirements (40 CFR 112) including certification by a registered professional engineer.
C.6 – Use of Premises (addendum to AGAR 452.236-72)
1) This area contains black and/or brown bear habitat, and is therefore, subject to frequent or infrequent travel and/or presence by these wild animals. They might be habituated to humans, and/or food-conditioned, which may pose a threat to Contractor personnel; it is the responsibility of the Contractor to ensure any personnel are “bear aware” and able to minimize impacts to these animals by securing attractants out of reach or attainment by the animal(s).
2) Sanitary Facilities: Unless provided otherwise, the Contractor shall provide and maintain the following facilities (if applicable):
a) Potable water supplies for drinking, washing, and cooking that comply with State of Alaska drinking water regulations (18 AAC 80).
b) Wastewater systems for domestic sewage that comply with State of Alaska wastewater disposal regulations (18
AAC 72).
c) Design, operation, and maintenance of all solid waste systems on lands under Forest Service jurisdiction meet all
Federal, State, and local requirements. This includes, but is not limited to:
i) Federal regulations 40 CFR 243, 40 CFR 245, 40 CFR 257, 40 CFR 258, and;
ii) State regulations 18 AAC 60.

iii) Removal of all solid wastes and/or residues, with proper disposal at/in approved commercial landfills.
d) Meet the requirements of 40 CFR 112 (Oil Pollution Prevention) for fuel storage, and the requirements of 33 CFR
150 and 33 CFR 154 for facilities involved with transferring oil or hazardous materials in bulk.
3) Transportation, Access, and Equipment: Do not allow helicopters to sling loads directly over persons on the ground at any location.
4) Do not begin any camp development at the project site/area, either land-based or water-based (floating), until a plan for development, occupation, and cleanup is submitted and approved by the CO. The plan shall include the following information at a minimum:
a) Location and size of the proposed camp development, including a map.
b) Wastewater system.
c) Number site users, and dates of occupancy.
d) Water supply system.
e) Sewage and waste disposal systems plan.
f) Building layout, shop area, and living quarters.
g) Camp road and trail layout.
h) Clearing limits and slash disposal locations.
i) Dock and access location (if water-based).
j) Equipment and fuel storage area, and SPCC plan.
k) Incinerator location and ash disposal plan.
l) Solid waste control plan (to prevent food/attractant conditioning of wild animals).
m) Helicopter operations plan.
n) Site restoration plan.
o) Fire prevention and control plan.
5) Do not leave temporary bridges in place between September 15 and March 15, unless approved in writing in advance by the CO.
6) The CO will review the plan as submitted for completeness and applicability. Any necessary modifications to the Contractor’s plans will be discussed with the Contractor prior to approval. Any modifications agreed upon will be incorporated into a revised set of plans.
7) There are no known eagle nest trees in the vicinity of the project area, but if such trees are discovered, no disturbance will be allowed within 330 feet of the trees, and additional mitigation measures may be applied. Additional mitigation measures may be needed if an active raptor or heron nest is discovered.
C.7 – Construction Stakes, Lines, and Grades
1) The Government will stake the beginning stations for work areas listed in Section J. Additional staking required by, and installed by, the Contractor will be incidental to other work so the Contractor will provide any other construction survey work required to complete the project.
2) Areas of weak ground may be crossed on this project. The initial embankment depth shall be as shown on the drawings, or as determined by the CO.
