About this file
This document is a Sampling and Analysis Plan (SAP) prepared for the North Dakota Brownfields State Response Program, specifically for asbestos air monitoring and clearance at Ely Elementary School located at 207 2nd St SW in Rugby, North Dakota. The project involves providing continuous asbestos air-monitoring services during asbestos abatement work and conducting final air-clearance using Transmission Electron Microscopy (TEM) method for each separate containment area onsite, with the primary objectives of detecting airborne asbestos fibers and limiting exposure to personnel outside the containment area.
The contractor will be responsible for ensuring all required certifications are current, complying with OSHA and AHERA regulations, and providing appropriate Personal Protective Equipment (PPE). The project requires strict adherence to regulatory criteria from EPA, AHERA, OSHA, and NIOSH, with all asbestos laboratories required to be certified by the National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program. A comprehensive report documenting daily work logs, air-monitoring, and final air-clearance results must be submitted to the North Dakota Department of Environmental Quality (NDDEQ) before an unspecified deadline, with the entire site area covering approximately 5,000 square feet.

A. INTRODUCTION
This Sampling and Analysis Plan (SAP) was prepared in accordance with and as part of the North Dakota Brownfields State Response Program (Program) Quality Assurance Project Plan (QAPP).
A1. Site Description Site Name: Ely Elementary School Address: 207 2nd St SW; Rugby, ND 58368 County: Pierce Site Area: 5,000 Square Feet Latitude/Longitude: 48.3678, -99.9983 A2. Health and Safety [Name of Contractor] (contractor) is responsible for making sure all required certifications, depending upon the contaminates of concern, are up to date. Compliance with all Occupational Safety and Health Administration (OSHA) and Asbestos Hazard Emergency Response Act (AHERA) rules onsite and providing employees with the correct Personal Protective Equipment (PPE) are also the responsibility of the contractor.
A3. Contaminants of Concern The main contaminant of concern at this site as it relates to this SAP is air-borne asbestos fibers.
A4. Scope of Work Provide Continuous Asbestos Air-monitoring services during site asbestos abatement work during the period of <enter dates>.
Provide final Asbestos Air-clearance utilizing the Transmission Electron Microscopy (TEM) method for each separate asbestos containment area located onsite.
A5. Project Objectives The objective of asbestos continuous air-monitoring is to conduct sampling in order to detect air-borne asbestos fibers that may have escaped the containment area during asbestos abatement activities and to limit exposure air-borne asbestos fibers to people outside the containment area.
The objective of asbestos final air-clearance is to conduct sampling in order to detect any remaining air-borne asbestos fibers that may not have been completely cleaned up in the containment area during asbestos abatement activities and to determine where additional cleaning may be required before the containment is removed.
B. QUALITY ASSURANCE/CONTROL
Contractor will conduct all sampling and reporting activities, as determined by the NDDEQ Bid request and Asbestos continuous air-monitoring and final air-clearance contract. Contractor will comply with any sample handling, quality control, and custody procedures required by the receiving laboratory.
B1. Sampling Methods B1(a). Continuous Asbestos Air-monitoring <describe sampling method used> B1(b). Final Asbestos Air-clearance using the Transmission Electron Microscopy (TEM) method <describe sampling method used> B2. Instrumentation If instruments are needed for sampling the instrument(s) must be calibrated, deployed, operated, and maintained to avoid cross-contamination and to ensure reliable information is collected.
<describe sampling instruments used> <attach copy of Consultant Sampling Instrument Certifications/Training (if applicable) as attachment A> <attach Instrument Calibration and Inspection Plan for any sampling instrument used onsite as attachment B>
C. REGULATORY CRITERIA
The contractor must comply with all applicable government regulations with regards to asbestos air monitoring and air-clearance including all Environmental Protection Agency (EPA), Asbestos Hazard Emergency Response Act (AHERA), Occupational Safety and Health Administration (OSHA), and National Institute for Occupational Safety and Health (NIOSH).
C1. Asbestos Laboratories that analyze asbestos samples must be certified by the National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program. All asbestos analysis must be conducted pursuant to the methods listed in NDAC 33.1-15-24; 40 CFR § 745.227; and 40 CFR § 763.87.
D. REPORTING
A continuous air-monitoring and final air clearance report for the site must be submitted to the NDDEQ before <enter date>. The report must include a daily log of work completed at the site and the air-monitoring and final air-clearance results must accompany the report.
