About this file

This is an Instructions to Offerors document serving as an addendum to FAR Clause 52.212-1 for a commercial items procurement. The 305 Operations Group urgently requires a HAAS UMC-750 5-axis CNC machine to increase production capabilities and facilitate reverse engineering of aircraft parts to address supply shortfalls. The Government intends to award a single firm-fixed-price contract on a sole source basis.

Contractors must submit offers via email to Contract Specialist Daniel Theyn (daniel.theyn@us.af.mil) and Contracting Officer Sarah Brown (Sarah.Brown.53@us.af.mil) with questions due by August 8, 2025. Offers must include technical documentation demonstrating capacity to meet SOW specifications, unit and extended pricing for all CLINs with total price, CAGE Code, UEI Number, business size standard under NAICS 333517, and all representations and certifications. Contractors must have active SAM registration and offers remain valid for 90 calendar days. Award evaluation will be based on technical acceptability (acceptable/unacceptable basis) and fair market pricing, with negotiations possible if pricing is not determined fair and reasonable. The Government warns against unbalanced pricing and will evaluate total pricing across all CLINs.

BASIS FOR AWARD

Award will be made only after agreement has been reached on all terms and conditions on a fair market price for the supplies/services to be acquired. Although the Government intends to award without discussions, if the price is not determined to be fair and reasonable, negotiations will commence. Award will be made only after agreement has been reached on all terms and conditions and a fair market price for the services to be acquired.

I. TECHNICAL

a. Ability to perform the requirements of the SOW/solicitation based on the submitted technical approach stating how you will meet the requirements of the PWS/solicitation, to include availability of labor mix (labor classification/number of hours) and materials/equipment to perform this effort

II. PRICE:

a. Proposals shall include prices for each line item listed and should include a total price, in order that proposals may be properly evaluated. Offers shall also include the completed SF 1449 and any amendments.

b. The Government will evaluate the offer for award purposes by adding the total price for all Contract Line Item Numbers (CLIN) (base period and option periods) for the total evaluated price. In the event there is a difference between a unit price and the total CLIN amount, the unit price will be held as the intended price multiplied by the number of units. If the offeror shows only the total amount but fails to submit a unit price, the total CLIN amount divided by the quantity will be held as the intended price.

Evaluation of options shall not obligate the Government to exercise the option(s).

c. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
