About this file
This document is an addendum to Federal Acquisition Regulation (FAR) clause 52.212-2 that establishes evaluation criteria for commercial products and commercial services procurements.
The Government will award the contract to the responsible Offeror whose conforming offer provides the best value, considering price and other factors. Three evaluation factors are specified: (1) Technical merit, assessed based on how well proposed reservations meet desired timeframes and days outlined in the Statement of Work (SOW); (2) Price; and (3) Past Performance. Award is made through written notice of award or acceptance of an offer furnished to the successful Offeror within the timeframe specified in the offer, which creates a binding contract without further action required. The Government may accept an offer or partial offer before the specified expiration time, whether or not negotiations occur after receipt, unless the Offeror submits a written notice of withdrawal prior to award.
