About this file

This is a Quality Assurance Surveillance Plan (QASP) for laundry and dry cleaning services being provided to the Washington Army National Guard. The QASP establishes the framework for monitoring contractor compliance with contract requirements through systematic surveillance methods aligned with Performance-Based Services Contracts (PBSC) guidelines.

The plan designates a Contracting Officer Representative (COR) and Contracting Officer (KO) to oversee contractor performance, with the COR responsible for monitoring, assessing, and documenting compliance while the KO maintains overall authority for contract interpretation and direction. Primary and alternate CORs must be appointed and trained before performance begins, with their contact information provided in writing prior to contract start. The surveillance plan includes three primary performance objectives: (1) contractor pickup and delivery of laundry in accordance with the Performance Work Statement (PWS), with a requirement for satisfactory performance 100% of the time; (2) provision of laundry services meeting commercial standards with items returned clean, dry, and undamaged 100% of the time; and (3) compliance with CMR (Clothing Management Record) requirements with 100% item entry into the CMR website. The COR will conduct periodic surveillance using a standardized checklist that evaluates on-time arrival, adherence to cleaning requirements, and CMR compliance, with all documentation marked "For Official Use Only." If services are found unacceptable, the contractor is permitted to comment and submit corrections for identified discrepancies.
