2.4 Miscellaneous
Contractor will be responsible providing rags and coveralls. Coveralls will be military specification coveralls (Military specification for coveralls: olive drab, foliage green, or universal camouflage pattern and no logos, emblems, or branding of any kind.).
It’s the contractor’s responsibility to provide appropriate storage containers at each facility, and ensure that all state, federal, and local laws are being followed to include but not limited to transportation and disposal of such laundered items.
Please see attached facility POL usage document. This document outlines the petroleum, oils, and lubricants that may be found on facility rags and coveralls and also provided a list of petroleum, oils, and lubricants that would be found on rags and convers on a minimal basis. Comment by Jutras, Dennis K CIV NG WAARNG (USA): Please provide this document if it’s relevant It is emphasized that only the contracting officer has the authority to modify the term of the contract, therefore, in no event will any understanding, agreement, modification, change order or other matters deviating from the terms of the basic contract between the contractor and any other person be effective or binding on the government.
When/if in the opinion of the contractor, an effort outside the existing scope of the contract is requested, the contractor shall promptly notify the Procuring Contracting Officer (PCO) in writing.
The contractor must take no action unless the PCO or Administrative Contracting Officer has issued a contractual change.
2.5. Additional Instructions: The weekly demand for towels, coveralls, and floor mats are projected amounts. The weekly demand for towels, coveralls, and floor mats are twice the quantity actually needed. At each service, the vendor shall pick up all soiled items and deliver clean items in corresponding sizes and types based on prior collections and current usage requirements, ensuring continuous availability of properly sized items. Each week, the vendor will launder 50% of each quantity, and drop off the remaining 50%. Comment by Lawson, Frankie L CW2 USARMY NG WAARNG (USA): Make it more of Rotational Service since we have an inventory? Comment by Jutras, Dennis K CIV NG WAARNG (USA): I’d recommend changing this to read something along the lines of “Each week the total amount of uniform items must be provided (total on-hand), regardless of how many dirty uniform items are turned in for laundry”
The shops should have a fully stocked inventory with every drop off. Also… does the service need to be provided weekly at all locations or would another frequency work out okay?
2.6 Operational Security: The contractor or any subcontractor will be issued an AT/OPSEC Trifold that will be reviewed by each employed prior to arrival at the work site.
Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures. If necessary, the contract shall also provide all information required for background checks to meet installation access requirements to be accomplished.
During heightened Force Protection Conditions (FPCON) at any individual facility or installation change, the Government may require changes in contactor security matters or processes. Contractor must comply with all personal identity verification requirements as directed by DOD< HQDA and or local policy.
