About this file

This is a Supplement to DIAR 1452.280-2 regarding required submissions and assurances for an Indian Economic Enterprise (IEE) set-aside solicitation (140A2326Q0153). The supplement establishes mandatory documentation requirements for offerors responding to this Bureau of Indian Education contract for AC unit relocation and re-installation services at Red Rock Day School in Red Valley, Arizona.

Offerors must submit: (1) a description of the percentage of work and costs the IEE will perform versus subcontract, with subcontracting limitations capped at 50% for supplies and services or up to 75-85% for construction work to non-IEE firms; (2) qualifications of any key personnel assigned to the contract, unless the Contracting Officer determines key personnel are not required; and (3) written assurance from the offeror confirming compliance with all clause requirements before contract award and upon successful completion before acceptance of work or product. The supplement specifies that failure to provide the required information in sections (c) and (d) may result in the offer being deemed non-responsive and rejected. Offerors must select their subcontracting approach from provided templates and have authorized representatives sign the written assurance documentation.
