3.01 INTRODUCTION
The mission of the Drug Enforcement Administration's (DEA) Office of Training is to develop, deliver, and advocate preeminent law enforcement and non-law enforcement training to DEA personnel as well as appropriate federal, state, local, and foreign law enforcement counterparts.
The DEA Office of Training is responsible for providing firearms logistical support to the DEA on a worldwide basis including all forms of weapons maintenance, firearms procurement, testing, fielding, lifecycle support and end-of-life disposal, and conducts substantial research into firearms, ammunition, ballistic protective garments, and related materials.
For the purposes of this contract, performance requirements are categorized into two distinct operational tracking structures:
• Service Work: High-volume, transactional tasks triggered directly by user agency requirements and tracked exclusively via individual Customer Service Maintenance/Repair Requests (CSMRRs) within the DEA Firearms and Qualification Tracking System (FAQTS).
This work is subject to the workload overage and shortfall variance provisions detailed in Section 3.02.
• Standing Work: Continuous, steady-state facility support, machine shop maintenance, metal refinishing, administrative tracking, and training functions that are executed independent of individual CSMRR ticket volumes.
3.02 OBJECTIVES AND SCOPE
This is a non-personal services contract. DEA requires the Contractor to provide Senior Quality Assurance Technician-Level III Gunsmith services to include advanced armorer support skills for a federal law enforcement agency. The Contractor will maintain a worldwide inventory of thousands of small arms and related equipment and process/complete an annual core baseline range of 1,980 to 2,420 individual Customer Service Maintenance/Repair Requests (CSMRRs).
This volume represents an annual baseline average of 2,200 physical work orders (±10% variance).
Actual CSMRRs completed must fall outside of the ±10% variance range (fewer than 1,980 or more than 2,420 tasks) for either party to be entitled to a contract price adjustment. Labor hours provided are for baseline estimation purposes only; the metrics governing price adjustments are based strictly on task throughput volumes.
Any upward adjustment will be funded and processed using CLIN 4 – Workload Overage Price Adjustment.
For any downward adjustment where the actual workload falls below the lower variance threshold, the Government will recoup funds or realize savings by unilaterally modifying the contract to reduce the fixed price of CLIN 1 or by deducting the calculated workload shortage value from the final monthly invoice(s) of the performance period.
DEA Gunsmiths are required to assist in the operation of the Office of Training Weapons Maintenance Program- inspecting, repairing, maintaining, live fire testing, and modifying weapons; conducting firearms and firearm parts inventories; securing and accounting for DEA property, live-fire testing of potential new small arms, instructing firearms-related classes to both DEA Employees and non-employees, and performing inspections and repairs on DEA owned or approved personal firearms. The Contractor will perform weapon repair in a high-volume environment and meet fast-paced established deadlines. The contractor will provide personnel physically capable of executing all weapons maintenance/repair tasks in austere field conditions.
For contingencies, emergencies, or national security situations, the Contractor may be required to provide support outside of Normal Working Hours as defined herein, including extended work hours, weekend support, or continuous operations, as directed by the Government. The Government may direct up to sixty-four (64) total manhours annually above and beyond the standard workload described above without any adjustment to contract price.
Any physical movement of arms or ammunition outside of the Government location (DEA or FBI Academy campus) by the Contractor will be always escorted by a government employee.
Day-to-day work will require the use of latex or nitrile exam gloves, safety aprons, respirators, ear and eye protection. The Contractor must be able to work in austere or remote environments, and in all types of weather conditions to include intense heat, heavy wind, blowing sand, heavy rain, snow and sleet. A portion of the work may require domestic and foreign travel at the government’s expense.
The Contractor will be furnished with all firearms parts, tool kits, special tools, and equipment or diagnostic equipment and personal protective equipment needed for the successful fulfilment of this contract. All government furnished parts and equipment items will be maintained at the required place of work, DEA facility located at the DEA/FBI Academy in Quantico, Virginia. The Contractor will be able to satisfactorily complete the task requirements as detailed in Section 3.03 “Tasks” and provide the level of effort outlined in 3.06.1 “Personnel Workload Data”. A Performance Requirement Summary is outlined in 3.20 with performance objectives, metrics, acceptable quality levels, and the methods of government surveillance.
CLINS will be structured as follows:
CLIN 1 – SERVICE WORK:
• Professional Quality Assurance and Weapon Systems Management Services (FFP -
Monthly Service) – Performance Work Statement (PWS) Sections 3.03.a, 3.03.b, 3.03.c, and 3.03.d

• A fixed-price, monthly rate covering the annual core baseline range of 1,980 to 2,420 Customer Service Maintenance/Repair Requests (CSMRRs), (2,200 annual average, ±10%).
Actual CSMRRs completed must fall outside of this task variance range for the contractor to be entitled to an upward adjustment, or for the Government to be entitled to a downward adjustment of the contract price.
• The contractor must notify the COR and Contracting Officer in writing of any increase claimed under this provision within 30 calendar days from the date the above criteria are exceeded. This notification must include a quote including the amount of the proposed upward price adjustment and all supporting data. This notification will include the proposed amount of the downward price adjustment and supporting data.

Contracting Officer and Contracting Officer’s Representative within 60 calendar days after the contract is awarded. The plan will identify the sequencing, milestones, responsible personnel, and duration of all activities necessary to assume full performance under this contract. The transition period will not exceed sixty (60) calendar days from the date of award, unless otherwise authorized in writing by the Contracting Officer.

The plan will include coordination with the current incumbent contractor and Government personnel to ensure continuity of services and avoid any disruption in performance.
Transition activities will include, at a minimum:
a. Participation in a joint inventory and reconciliation of all Government-furnished property (GFP), equipment, records, and other assets.
b. Coordination for the orderly transfer of clearances, investigations, accounts, systems access, publications, files, and other operational materials from the incumbent contractor to the extent permitted by the Government.
c. Verification and receipt of all required documentation necessary to fulfill the contract; and,
d. Submission of written confirmation to the Government that transition activities have been completed, and full performance capability has been achieved confirming successful transition.
e. Security Deliverable Mobilization (Attachment F). The FSO will brief personnel on DEA vault and system protocols, collect signatures, and submit the executed forms alongside DCSA SECRET clearance verifications to the CO and COR by Day 5. This proactive process guarantees zero onboarding delays
The Contractor will fully cooperate with both the Government and the current incumbent contractor to ensure continuity of services and avoid disruption in performance.
All transition activities will be performed at no additional cost to the Government unless otherwise specified in the contract.
3.04.1.2 Work Plan
The Contractor will develop and submit a Work Plan that describes the approach for performing all tasks identified in Section 3 of the Performance Work Statement (PWS). The Work Plan will demonstrate the Contractor’s understanding of the requirements and provide a structured approach for accomplishing the required services. At a minimum, the Work Plan will include: a description of how the Contractor will perform the required tasks, including firearms inspection, maintenance, repair, quality assurance, and support services required under this contract. This will include staffing and schedule of the activities.
The Contractor will submit the Work Plan to the COR for review and approval within 15 calendar days after contract award. The Contractor will update the Work Plan annually as necessary to reflect changes in staffing, processes, or operational requirements, subject to COR approval.

3.06.5 Government Shutdowns
In the event of a lapse of appropriations, the Contracting Officer will provide written direction regarding the continuation, suspension, or modification of contract performance. The determination of whether contractor services are required to support excepted Government functions during a government shutdown will be made by the Government in accordance with agency shutdown procedures. The Contracting Officer, in coordination with the COR and program office, will provide written notification to the Contractor regarding whether contractor personnel are authorized or required to continue performance. The Unit Chief with the COR identifies which contractor roles are operationally essential.
1. The COR communicates that recommendation to the CO.
2. The CO will issue formal written notification confirming whether the Contractor is authorized to continue work or if performance is suspended. Upon receipt of this notice, the Contractor will immediately instruct its personnel to either continue performance or halt operations as directed.
3. The COR will contact the Contract Program Manager within a reasonable timeframe to coordinate the approved task support course of action, facility access parameters, and primary points of contact during the shutdown period.
b. If the Contractor is deemed essential by the Government, Contract employes will report to work.
c. If the Contract employee is not essential, the Contractor will make appropriate plans for return of any government furnished equipment prior to furlough or shutdown.
Nonessential contract employees are not authorized to perform tasks during the shutdown other than reasonable turn-in of government equipment, except as authorized in writing by the Contracting Officer. If performance is suspended by written direction of the Contracting Officer, such suspension will be treated in accordance with the applicable contract clause (e.g., FAR 52.242-14 Suspension of Work, if included).
e. The Government will notify the Contractor immediately by writing upon resumption of government operation with return-to-work authorization and plan.

b. The USMC Quantico Mass Notification System (QMNS) is used during emergencies and advisory situations (including weather-related delays and closures) that require quick text and e-mail notification to the USMC Quantico population. Post-award, Contract personnel are directed to register for notifications using the link:
