About this file
This is a Request for Quote (RFQ) for Camunda Enterprise Edition software licenses, maintenance, and technical support services issued by the Defense Finance and Accounting Service (DFAS).
The solicitation seeks Camunda Enterprise Edition software licenses sufficient to support the agency's Business Process Management (BPM) environment across production, staging, and development environments. Required deliverables include comprehensive software maintenance with access to all updates, patches, and security releases; enterprise-level technical support with defined service level objectives (4-hour response for critical issues, 8-hour for standard issues); and confirmation of compatibility with the specified technical stack (Windows Server 2019/2022, Microsoft SQL Server 2022/2025, Java 21 or later, Apache Tomcat 10, and Microsoft Azure cloud environment). The contract structure consists of a base period from May 18, 2026 to May 17, 2027, with four optional one-year periods extending through May 17, 2031. Pricing is structured on a firm fixed-price basis using tiered tables based on Process Instance (PI) volumes (up to 245,000; 500,000; and 1 million) and Task User (TU) quantities (less than 15K, 20K, 25K, and 30K), with modifications allowed prior to exercising option years. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a 100% small business reservation. Only companies holding a current Camunda resellers agreement are eligible to respond, and failure to submit this agreement will result in rejection. The offer due date is May 1, 2026 at 1:00 PM. Award will be made to the lowest-priced technically acceptable offeror, with quotes remaining valid for 60 days. Electronic delivery and payment will be processed through Wide Area WorkFlow (WAWF).

A.5 SECURITY
A.5.1. SECURITYTECHNICAL IMPLEMENTATION GUIDE (STIG) / SECURITY REQUIREMENTS GUIDES
(SRG)COMPLIANCE
IT products (including applications) will be configured in accordance with applicable STIGs under a cognizant ISSM and security control assessor (SCA). STIGs are product-specific and document applicable DoD policies and security requirements, as well as best practices and configuration guidelines. STIGs are associated with security controls through Control Correlation Identifiers (CCIs), which are decompositions of NIST SP 800-53 security controls into single, actionable, measurable items. SRGs are developed by DISA to provide general security compliance guidelines and serve as source guidance documents for STIGs. When a STIG is not available for a product, an SRG may be used. STIGs, SRGs and CCIs are available on the IA Support Environment Website (http://iase.disa.mil). STIG and SRG compliance results for products will be documented as security control assessment results within a product-level security assessment report (SAR) and reviewed by the responsible ISSM (under the direction of the AO) prior to acceptance or connection into an authorized computing environment (e.g., an IS or PIT system with an authorization). This review ensures products will not introduce vulnerabilities into the hosting IS or PIT system. DoD Component-level guidance maximizes testing and review results to minimize duplication of effort across the DoD.
A.5.2 SECURITY CONFIGURATION
The Contractor shall ensure that the Software is able to run in compliance with DoD security controls and Defense Information System Agency (DISA) Security Technical Implementation Guide (STIG). The Contractor shall ensure the Software is configured to avoid any CAT1-3 STIG violations. The Contractor may request in writing to the DFAS contracting officer a waiver to any STIG violation. Waivers for CAT 1 violations will not be granted.
A.5.3 NON-DISCLOSURE AGREEMENT
The Contractor shall agree to sign a non-disclosure agreement (NDA) if the need should arise to share log file or other information to investigate any issues with software package.
A.6 CONTRACTING OFFICER REPRESENTATIVE (COR):
The COR is the primary point of contact for the contractor. The COR shall interface with DFAS Information and Technology (IT) Point of Contact (POC) as well as the appropriate DFAS Site Force Protection Office POC to maintain internal monthly system updating to DoD compliance. To identify Site Force Protection Officers at each DFAS location consult the Agency Force Protection ePortal Page.
The COR is responsible for monitoring all technical aspects of the award and assisting in contract administration. COR duties include:
- Ensure the contractor meets the technical requirements of the award.
- Perform inspections necessary in connection with contract performance.
- Maintain written and oral communications with the contractor concerning technical aspects of the award.
- Monitor contractor's performance and notify both the CO and contractor of any deficiencies.
A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
A.6.1 INSPECTION AND ACCEPTANCE
The COR is responsible for inspection and acceptance of all items and services.
A.6.2 ACCEPTANCE CRITERIA
Certification by the government of satisfactory goods or services provided is contingent upon the contractor performing in accordance with the terms and conditions of the referenced agreement, this order, and all amendments.
A.6.3 INVOICE REVIEW
The COR may reject or require correction of any deficiencies found in the invoice or receiving report. In the event of a rejected invoice or receiving report, the contractor must be notified in writing by the delivery COR of the specific reasons for rejection.
