Source Selection Information - FAR 2.101 & 3.104
This is a Source Selection Information document and justification for a non-competitive brand name acquisition issued by the Defense Finance and Accounting Service (DFAS) Contract Services Directorate for the procurement of Camunda Enterprise Edition software licenses.
Acquisition Overview: DFAS-ZTE is acquiring brand-name Camunda Enterprise Edition software licenses along with associated annual maintenance and technical success services for the period May 18, 2026 through May 17, 2031. The contract includes one one-year base period with four one-year options. The estimated value is redacted in the document. The statutory authority for this non-competitive acquisition is restricted competition under 41 U.S.C. § 1901, justified by the agency's significant investment in the Camunda platform and the proprietary nature of existing systems that cannot be migrated to alternative platforms without complete and costly redevelopment.
Market Research and Competition: Market research was conducted through two Requests for Information (RFIs)—one on GSA and one on NASA SEWP—posted January 26, 2026, and closed February 4, 2026. The RFIs confirmed that no 8(a) small business companies held current reseller agreements with Camunda. Direct contact with Camunda identified that only a limited number of vendors (names redacted) are authorized government resellers. Because multiple authorized resellers are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), the contract was set aside specifically for SDVOSB competition. The contracting officer will determine fair and reasonable pricing, and future market research will assess opportunities to remove brand name restrictions for subsequent acquisitions.

6. Rationale Justifying Use of Cited Statutory Authority: This acquisition must be limited to Camunda Enterprise because it is essential to our operations. We have a significant investment in the Camunda platform, which currently runs . These systems were built using Camunda's proprietary software, so they cannot be moved to another platform. Switching would force a complete and costly redevelopment of , essentially wasting prior investments.
This process would also cause unacceptable delays and disrupt vital support to our mission. Therefore, to save money, maintain efficiency, and avoid mission disruption, sticking with the Camunda brand is the only practical solution to meet DFAS needs.
7. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable: An RFI was posted to determine the interested vendor base on January 26, 2026, and closed on February 4, 2026, which resulted in a response from interested vendors. None of the responses had a current agreement with Camunda.
8. A Short Description of the Results of RFI Posting, Or Market Research Conducted, or a Statement of the Reason Non of the Above Actions Were Conducted.
Market research was initiated through two Requests for Information (RFIs) to identify potential vendors for Camunda software licenses. The first, GSA RFI, received responses but ultimately confirmed that no 8(a) companies held a current reseller agreement with Camunda. A separate RFI on NASA SEWP yielded response from
. Following the RFIs, direct contact with Camunda revealed that only vendors are authorized to resell Camunda licenses to the government:
Because of the authorized resellers are SDVOSBs, the decision was made to set this contract aside specifically for SDVOSB competition.
