PERFORMANCE WORK STATEMENT FOR CLEANING SERVICES

1. Description of Services. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, supplies, and other items and services necessary to ensure cleaning of all Recreation Area infrastructure is performed at Lake Shelbyville, Illinois, in a manner that will promote the safe and sanitary use of public-use facilities and present a clean, neat, and professional appearance. The Contractor’s performance will be based on the Contracting Officer’s (KO), Contracting Officer’s Representative (COR), and Quality Assurance Personnel evaluations of the results required by the Service Delivery Summary and not the frequency or method of performance. It is the Contractor’s responsibility to ensure that levels of servicing are conducted at the frequencies outlined in order to maintain the standard of cleanliness required. The evaluation of results will be based on COR performance assessment, quality assurance results, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. Contractor will be required to provide a daily activity report showing the work completed by day and a monthly report outlining the site visit work performed each month. Daily reports must be submitted to the COR daily and monthly reports must be submitted within two working days of the end of the month. See Appendix D.

1.1. Project Description and Information. Lake Shelbyville is approximately 30,000 acres of land and water that is an outdoor recreation destination for approximately 2.5 to 3.5 million people each year. The US Army Corps of Engineers manages recreation areas with day use, camping, and a combination of facilities in both Shelby and Moultrie Counties surrounding Lake Shelbyville. See Sections A-1 and A-2 for general location maps.

1.2. Recreation Area Cleaning and Locations. The Contractor shall maintain all facilities in a neat and professional appearance at all times. Areas to be serviced will include entire Recreation Areas, rip-rap, restrooms, shower facilities, grills, fish cleaning stations, beaches, trails, campground dump station, picnic sites, campsites, playgrounds and play courts, boat ramps, courtesy docks, sidewalks, parking lots, roadways, fountains, shelters, signs, bulletin boards and trash receptacles. Recreation Areas are identified in the Appendices and attached maps, showing the outline of the areas to be serviced. The frequency of which each area is to be serviced is found in Appendix E. The timing of specific facility openings is outlined in Appendix B. Each year specific dates outlined in this schedule will change in respective years but will be followed in similar timing. In the event of flooding, all portions of the area that remain usable will be serviced. See Appendix D.

1.3. Administration Building & Visitor Center. The Contractor shall maintain all facilities in a neat and professional appearance at all times, to include but not limited to: windows, doors, floors, office furniture and equipment, light fixtures, wall surfaces, restrooms, shower and kitchen areas, sink areas, mirrors, and water fountains. All sidewalks and foot bridges from the Project Office to the employee and government vehicle parking areas and the complete inside area of the dumpster/generator compound. All concrete sidewalks directly encompassing the Visitor Center, out to the circle drive, directly in front of the building, entrance ways, benches, bike rack, handrails, and the 2 small viewing shelters on the North side of the Project Office, are also included as part of the Project Office. The Project Office will be cleaned every Tuesday during normal business hours, 8:00 a.m. – 4:30 p.m. See Appendix D.

1.4. Outdoor Classroom. The outdoor classroom includes the small storage building and covered shelter, lights, concrete pad directly beneath the shelter, butterfly house, flower garden, fire pit, handrails, and any walkways, or monuments within this area. This work occurs as needed prior to events and/or reservations using this area. See Appendix D.

1.5. Maintenance. Maintenance Building - The Maintenance building cleaning will only include the two restrooms and the break room. This work occurs the same day as the first cleaning of the month of the administration building. See Appendix D.

1.6. Okaw Bluff Group Camp Houses. This complex is located one half mile east of Illinois Route 32, approximately 5 miles south of Sullivan, Illinois, and includes the road from highway 32 to the two houses, the area enclosed by the split rail fence, and the two houses. These two residential type houses are rented together or separately to groups from the general public. Together they contain approximately 5880 square feet of carpet, concrete, tile, or linoleum floor space.

Stone house contains: 7 bunk beds, 14 twin/full size beds, updated kitchen, large patio & fit pit, 3 bathrooms, showers, outdoor grill, picnic tables, and meeting room. Frame house contains: 9 bunk beds, 18 twin/full size beds, updated kitchen, large outdoor deck, 3 bathrooms, showers, outdoor grill, picnic tables, and meeting room. See Appendix D.

1.6.1. Government Responsibilities. The Government will keep the two houses in a safe and operational condition, including the maintenance of the heating and air conditioning systems, water heaters, plumbing and sewage systems, and all electrical facilities for each building. The Government will provide and install bed covers and pillow covers as needed and maintain the roadways, the split rail fence, hiking trail, and the outdoor picnic tables. The Government will bear the costs of all utilities at Okaw Bluff. The Government will provide a monthly reservation schedule to the contractor and reservation changes and cancelations as they become available. Users can reserve the Okaw Bluff Group camp year-round.

Typically, every weekend from mid-March through November is reserved in addition to weekday reservation in between.

1.6.2. Contractor Responsibilities. The Contractor shall furnish all labor, equipment, materials, and transportation to and from the houses, necessary to maintain the Okaw Bluff Group Camp facilities in a clean and sanitary condition. The facility receives monthly spraying for insects by a professional pest extermination service separate from this contract but spot spraying, by the contractor, will be necessary in some circumstances.

Visitor supplies including toilet paper, paper towels, liquid hand soap, dishwashing liquid, dishwasher detergent, trash bags, and light bulbs will be furnished by the contractor. The contractor will ensure that a sufficient amount of these supplies are present and available to each group using the facility, so that the group will be able to complete their stay without running out of these supplies. The contractor will maintain a supply of these items in a locked closet in each house.

2. Service Delivery Summary (SDS). The contract service requirements are summarized in performance objectives that relate directly to requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SDS and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.
