LTUY222008 Basewide Safety Repairs

STATEMENT OF WORK

Project LTUY222008 Basewide Safety Repairs

Date: 13 March 2023

PURPOSE

The purpose of this project is to obtain the repair services needed to eliminate safety hazards at multiple locations throughout Jefferson Barracks Air National Guard Station.

General Requirements

1. All work to be accomplished during regularly established Air National Guard duty hours, 7:00 AM to 4:00 PM. Work will not be performed on federally recognized holidays.

2. All work shall be coordinated with the Civil Engineering Office’s Project Managers, John Matthews, (314) 527-8226 or

TSgt Wesley Shults, (314) 527-8227; or Deputy Base Civil Engineer, Major Drew Gallucci (314) 527-8360.

3. Any hazardous materials, chemicals, solvents, etc. used on this project must be listed on the Contractor Hazardous

Material Usage Tracking Form and an appropriate Safety Data Sheet provided to the project manager prior to use for approval.

4. All Hazardous Waste Manifests must be signed by a Base Environmental Office representative before leaving the Installation. The environmental office can be reached at 314-527-8355 or 8369.

5. A site visit will be scheduled by the Contracting Officer to assure the specifics of this project have been witnessed firsthand by all interested contractors. Subsequent visits may be set up through the Civil Engineering (CE) Office

6. Contractor must comply with all OPSEC (Operational Security) and AT (Anti-Terrorism) Requirements as stipulated by the project solicitation and during construction conferences.

7. Contractor shall deliver a Gantt chart and AF Form 3064 within 14 days of Notice to Proceed.

8. Contractor shall deliver or create a complete and useable product to the government.

Scope of Work

Base Project: Items 1-6

Option Line Item: Item 7- Install Fresh Air Intake in Building 280

Refer to Figure 12: Base Overview for the location of each repair.

1. Repair building 44 steps to west basement entrance.

• Remove vegetation where it touches the steps.

• Demolish existing steps.

• The stairwell is approximately 8.5 feet wide by 7.5 feet long. The height of the stairwell is approximately

4.5 feet.

• Provide a shop drawing showing step construction, including reinforcement, and fill material. Concrete will be minimum of 3,500 psi. Final surface will receive a broom finish. The top step landing will comply with NFPA 101 means of egress requirements.

• Fabricate and install new steel handrails on both sides of steps to comply with OSHA and NFPA 101.

Handrail appearance will match that shown in Figure 2a (found at Bldg 290 south side) as closely as possible. Submit a shop drawing for approval. Hand rails to be 1-1/2” diameter, steel material of a type suitable for handrail construction, primed and painted black. Embed rail posts in a grouted post pocket.

2. Repair building 40 central door and frame, on east exterior wall.

• Replace metal door and frame. Existing door binds inside frame and requires considerable effort to open and close. Install new insulated 16 gauge factory primed steel door and frame, complete with door sweep, aluminum threshold and weather stripping. Door will be manufactured to fit in newly modified opening as described below. Door height to be 6’-8”, width to be the maximum possible to fit in opening.

• Door and frame will be painted Sherwin Williams DTM Acrylic coating, color 1308 Artful Auburn or approved equal. Paint door and frame before applying hardware and weather stripping. Caulk around door frame.

• New door hardware to include:

• Interior panic device, 99 series Von Duprin or approved equal. Exterior lever handle lockset with interchangeable core cylinder, to accept BEST 7 pin, B1 keyway interchangeable core. Provide two key blanks and one uncombinated core. Ball bearing hinges, LCN 4041 series door closer or approved equal, kick plate. Finish to be 626 satin chromium finish. Raise and modify door opening to prevent water intrusion. Bottom of existing door is even with asphalt surface outside and allows water to intrude under door.

• Remove existing lintel, and 2 or 3 rows of brick as needed above lintel in order to raise door opening. Replace with new steel lintel and re-work brick as needed. Return unused bricks to government.

• Re-work interior plywood paneling/siding as required to fit newly modified opening. Refer to Figures 4a and 4b.

• Raise bottom of door opening to be at least 4 inches above level of asphalt outside. Pour a new 4 ft by 4 ft concrete stoop outside the door, a minimum of 4 inches above asphalt at the door, sloped away from building, with broom finish. Install suitable foundation and base for new concrete stoop.

Caulk and seal where concrete meets the building exterior.

• Inside the door construct a concrete ramp extending 6 feet inside the door opening to existing floor.

Extend the south and north edges of the ramp approximately 3 inches out from the corner of the plywood paneling at the door openings.

• Install a new light switch on the interior wall to the south of the door opening, approximately 2 feet inside door opening. Install surface mounted conduit and metal switch box and cover, with ivory switch.

Switch shall control the interior lights on the east side of the room as well as a few other lights inside the space. Tie new switch in to other switch(es) controlling the same fixtures.

• Relocate interior exit light as needed due to wall modification.

3. Repair stone columns on west side of Building 36

• Rebuild stone column on south side of steps.

• Repair and re-attach handrails as needed.

• Repair caps on retaining wall southwest of building 36. See Figure 9.

• Use raised pointing to match that on the north column. Repair any damaged pointing on the north column. Use Type N mortar. Repointing shall be performed IAW NPS Preservation Brief #2, https://www.nps.gov/orgs/1739/upload/preservation-brief-02-repointing.pdf

• If new replacement stones are used, they shall be an in-kind replacement so as to preserve the historical appearance of the wall.

4. Repair building 36 hallway floor.

• Re-use rubber flooring.

• Replace damaged subfloor, est. 50 SF.

• Replace cove base in area of repairs, to match existing.

5. Construct lights at Building 1.

• Construct two parking light poles with fixtures and concrete footers. Locations are shown in Figure 12:

Base Overview.

• Match existing street light design. Example shown in Figure 10: Existing Street Light.

• Bore underground to bldg 1, or new power drop from Ameren for power supply.

• Fixtures shall be LED.

6. Demolish wooden loading dock at southwest face of building 78.

a. Demolish wooden loading dock.

b. Dispose of wood and associated debris.

7. Install Fresh Air Intake in Building 280 (Option Line Item)

a. Building 280 is a secured building, so applicable SCIF codes must be followed to maintain that security rating.

b. The boiler in the basement does not have a fresh air intake.

c. Install fresh air intake from boiler to window opening.

d. Install an outside air intake louver, outside air intake damper, actuator, associated wiring, and ductwork.

e. Start and check installation for operation.

f. NOTE: This repair work is currently under security review for compliance with applicable SCIF codes at the time of solicitation and approval/disapproval is expected by time of contract award.

APPLICABLE CODES. Major design codes and standards, which are applicable to Air National Guard (ANG) construction, are indicated below. This listing is not intended to be all-inclusive. It is the Contractor’s responsibility to refer to applicable codes, and to procure other applicable codes and standards if needed.

SPECIAL REQUIREMENTS

1. Contractor must submit information on all proposed hazardous materials utilizing the Contractor

Hazardous Materials Usage Tracking Form provided by 131 CES Environmental Office. Form submissions must be made at least three (3) business days prior to expected use and must include a current Safety Data Sheet (SDS) for each material. For the purposes of this project, hazardous materials are paints, solvents, aerosols, cleaners, oils, sealants, mortar, concrete, and other such materials used in the course of this project. Safety Data Sheets for all approved materials must be kept at the job site at all times. If a material is not approved for use on the installation, the environmental office will work with the Project Manager to identify a suitable substitute. A final Tracking Form must be submitted at the conclusion of the project. If the project is scheduled to last more than 180 days, the Tracking Form must be submitted at the end of each month with the updated material usage information, and at the conclusion of the project. Contractor must furnish all MSDS/SDS listings for all cleaners being used on project.

2. Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Project Manager. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office.

The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

3. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

4. Only those persons approved by the base Security office shall enter the Jefferson Barracks Air National Guard Base. Contractor access to Jefferson Barracks Missouri Air National Guard Base shall be restricted to the location of project. All general and sub-contractor employees (referred to contract personnel) are required to show a valid photo identification to enter the installation. If driving, a valid state driver’s license must be in their possession. Contract personnel are advised that they are subject to random search while on government premises.

Contract personnel will sign in daily at the Main Gate.

5. For Contractors that do not require CAC, but require access to a DoD Facility and/or

Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

6. The general contractor shall provide an accurate entry authority list (EAL) for all contract personnel who will be working under this contract. Updates or amendments shall be forwarded through Base Civil Engineering Office to Security Forces prior to allowing access.

7. Normal Government activities in the vicinity of this project may be kept in full or partial operation during construction. In these cases, ensure that government employees are allowed to safely enter and exit the building being worked on. The Contractor shall coordinate with government representatives and schedule construction activities so as to allow the safe and efficient operation of these activities.

8. All parking of vehicles and equipment shall be in area provided at job site.

9. Contractor is responsible for keeping construction area(s) neat and orderly on a daily basis and will be responsible for clean-up upon project completion.

10. All contractor vehicles, trucks, dumpsters, and similar vehicles and equipment, shall be checked before travelling on base roads so as not to leave behind debris, dirt, rock and mud. Contractor will immediately take actions to remove any of this material.

11. Contractor will be responsible for the storage, transportation, and disposal of all demolition and waste materials. Accumulations of refuse on the site will not be permitted. Government dumpsters will not be used. All refuse, debris, and construction waste shall be legally disposed of off base at a licensed landfill or approved recycling facility. Contractor will furnish weight tickets to the base Environmental Office for construction waste and recycled materials, or an estimate of weight if weight tickets are not provided.

12. All work shall be performed in accordance with applicable Occupational Safety and Health Administration (OSHA), Air Force Occupational Safety & Health (AFOSH), Environmental Safety, and all Federal, State, Local and Base regulations and requirements.

13. The Government will not be responsible for property belonging to, or under the control of the Contractor and no secure storage will be provided.

14. All personnel shall be briefed on the proper procedures for working on a Government installation.
