COOTER CRK BRIDGE REPLACEMENT

NFSR 202, MP 3.1

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

100. DIVISION – GENERAL SPECIFICATIONS.

110. PROJECT SCOPE

The scope of the project is to construct the replacement the road bridge crossing Cooter Crk at milepost 3.1 on Willow Hall Road, FSR 202.

Also included in this work is the demolition and removal of the existing structure, road reconstruction to fit the new structure, scour protection, paving, and the construction of other bridge and road appurtenances and improvements as shown in the plans.

The bridge which is located at Milepost (MP) 3.1 on FSR 202 is designed to be a single-span box beam structure supported by piles. The bridge has been designed to support HL- 93 Design Loadings.

120. PROJECT LOCATION

The bridge is located on the Francis Marion Ranger District of the Francis Marion National Forest in Charleston County.

200. DIVISION - GENERAL TECHNICAL REQUIREMENTS

210. STREAM PROTECTION

Contractors will provide all materials and labor necessary to protect streams, wet or dry, during construction activities. Dewatering of the site will need to be considered. The Contractor will be required to submit a dewatering and stream protection plan and receive approval from the COR, in writing, prior to the beginning of construction. Refer to contract specifications for further information.

220. EQUIPMENT CLEANING/WEED CONTROL

All construction equipment shall be pressure-washed before entering all federal lands associated with the project area. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brush guard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds and aquatic invasive species, which is required by Federal and State regulations. Notify CO for inspection of equipment prior to mobilizing to job site. Refer to contract specifications for further information.

All imported materials shall be certified weed free. Provide certification to CO prior to bringing material to project site. Refer to contract specifications for further information.

230 TEMPORARY FACILITIES, STAGING, AND STORAGE AREAS

The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work. These shall only be placed within the designated staging and camping areas.

Areas for staging operations and storage of materials shall be approved by the CO prior to use. The Contractor must request in writing for approval from the CO to stage trailers or other facilities on site.

240 CONTRACT TIME AND SCHEDULE

Contract period shall be 240 days from the contract start date.

Contractor shall submit a schedule indicating start and end dates for each distinct item of work on the project. Schedule shall include more detail than just the bid items. Schedule shall be submitted to the CO 14 days prior to beginning any work. No work shall begin until written approval of schedule is issued and pre-work meeting is held. Deviation from approved schedule shall be communicated to CO as early as possible.

Work shall be generally performed during normal business working hours of 0700 to 1800, Monday through Friday except as otherwise arranged with the CO.

250 SITE AND FEATURE PROTECTION

Contractors will be responsible for repairing any damage they cause to roads, facilities and the natural surroundings. Refer to Section 104 of the specs. Repairs will be at no additional expense to the Government.

Comply with all DOT load restrictions in the hauling of materials.

260 PERMITTING

Contractor is responsible for obtaining all Federal, State and Local permits required to perform the work under this contract, unless otherwise told by the CO.

270 PUBLIC SAFETY AND TRAFFIC CONTROL

Construction sites will be closed to the public during construction. The Forest Service will issue a closure order to the public. The Contractor will be responsible for signing and limiting public access.

No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the COR.

Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD).

280 INSPECTION OF WORKSITE

The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves with the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

290 SPECIFICATIONS

Materials and construction of this project shall be in accordance with the Federal Highway Administration’s “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” (FP-14). Copies of the FP-14 are available from:
